Accordingly, the plan is divided into 02 stages. Stage I: The first quarter of 2021, implementing the plan, issuing full guidelines and conducting a survey of enterprises without Party organizations yet in industrial zones – clusters; from the second quarter to the end of the fourth quarter of 2021, taking steps to establish and launch the Self-defense units for eligible enterprises as decentralized, developing training plans, ensuring adequate equipment and uniforms for the Self-defense force and coming into operation. Stage II: The fourth quarter of 2021, reporting to the Military Region and the Ministry of National Defense on organizing to draw experience and direct the next implementation.
The Provincial Military Command advises the Provincial People's Committee to promulgate documents to direct and specifically guide the content of building Self-defense units in enterprises without Party organizations yet in industrial zones and clusters in the province to ensure quality and efficiency, surveying to select the locality as the point. At the same time, directing the district Military Command to coordinate with district and commune-level Public security to well implement the "Coordination Regulation", focusing on improving the quality and efficiency of local military and defense work; actively coordinating with committees, branches, unions, the Industrial Zones Authority to propagate and mobilize enterprises without Party organizations yet to build Self-defense forces to perform the task of maintaining political security, social order and safety in the Industrial Zones - Clusters. After each stage, giving advice to sum up partially and summarize under the direction of the Ministry of Defense.
The provincial Public security coordinates with the Provincial Military Command to improve the quality and efficiency of propaganda, mobilization and building of Self-defense forces in enterprises without Party organizations yet in the Industrial Zones - Clusters; coordination in professional training in crime prevention, combating and denunciation; guidance for enterprises to strengthen security and order in the Industrial Parks – Clusters. On the basis of the shock worker force that has built, coordinating with the Provincial Military Command to survey where enterprises are eligible to establish Self-defense forces, then transfer to the Provincial Military Command to establish the Self-defense forces under the Law on Militia and Self-Defense Forces aiming to promote the effective and efficient operation of the Self-defense forces.
