Binh Duong: 96% of administrative procedures are handled on time

​PORTAL - On the morning of January 13, at the Provincial Convention and Exhibition Center, the People's Committee of Binh Duong province held a conference to review the State Administration Reform Master Program (PAR) in the period 2011-2020 and orientation in the period 2021-2030.

There were Mr. Nguyen Hoang Thao - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Colonel Trinh Ngoc Quyen - Member of the Provincial Standing Party Committee, Director of the Provincial Public Security; Ms. Nguyen Truong Nhat Phuong - Vice Chairman of the Provincial People's Council and leaders of departments, boards, branches, districts, towns, cities, communes, wards and towns attending the conference.

Over the past 10 years, the PAR work has been regularly taken care of and directed closely by the authorities at all levels. All levels and branches always consider the PAR work as a key task in management and administration; the implementation, inspection, supervision, and urging the implementation of PAR objectives and tasks according to central and local programs and plans are on top priority. The Provincial People's Committee has issued documents in accordance with the specific conditions and characteristics of the province on the basis of the legal system and central regulations. Thereby, positively contribute to socio-economic development, ensuring social order and security.

The quality of the contingent of cadres, civil servants and public employees has been improved; Responsibility for public duty has changed positively. Administrative procedure reform has been strengthened to better handle for people and businesses in a quick and convenient direction, contributing to improving the business investment environment, enhancing competitiveness. and business development assistance. Up to now, 100% of People's Committees of communes, wards and towns have connected to online public administrative service system, looking up one-stop records. The assessment of cadres and civil servants built on the basis of compliance with the content and requirements in measuring the satisfaction of people and organizations with the service of state administrative agencies is collected seriously and objectively through information technology application systems. From 2016 up to now, the average satisfaction rate of people is 94%. In the period 2015-2020, the whole province received and processed nearly 13 million dossiers, the rate of dossiers that were resolved on time reached 96%.

The province has constantly innovated and deployed information technology application solutions in the provision of public administrative services and has made great progress. 100% of provincial-level professional agencies, district and commune-level administrative units received dossiers and returned the results according to the modern one-stop-shop, inter-agency one-stop-shop mechanism with the system of service equipment synchronously being put into operation, which help people and businesses to look up information and results of administrative procedures quickly, accurately, anytime and anywhere.

The Provincial People's Committee has implemented a number of solutions in the area of administrative procedure reform such as enhancing control of the administrative procedure settlement process; promulgating the Regulation on coordination and implementation of administrative procedures; shorten the time for processing administrative procedures compared  to the time limit prescribed by law; implementing model of guidance on administrative procedures and filling out forms for the elderly, the illiterate; model of death registration, re-registration of birth certificate at home; "4 on-the-spot" implementation (receiving, transferring for document processing and returning results).

Stemming from the request of PAR and socio-economic development orientation in the period 2021 - 2030, Binh Duong Provincial People's Committee requires departments, boards, branches, and People's Committees of districts and communes to continue innovating and improving effectiveness and efficiency in construction and implementation of legal documents, focusing on improving the quality of legal documents to ensure their constitutionality, legitimacy, and consistency. At the same time, build and implement strategic projects on improving the quality of human resources to meet the task requirements in the new situation; implement effectively the OSS mechanism; consolidate and improve the operation quality of the provincial public administration center, the modern one-stop shop at district and commune levels; actively renovate the organization management system, improve the quality and performance of public non-business units, etc.

On this occasion, the Provincial People's Committee awarded certificates of merit to 11 collectives and 20 individuals with outstanding achievements in PAR work in the period 2011-2020.
