ADB and JICA supported Binh Duong with 16 million USD to expand Tan Hiep Water Plant

​PORTAL- On the morning of November 17, in Thu Dau Mot city, the signing ceremony of the Government’s non-guaranteed loan agreement between the Asian Development Bank (ADB), the Japan International Cooperation Agency (JICA) and Binh Duong Water - Environment Joint Stock Company (BIWASE) was taken place in order to implement the project to expand Tan Hiep Water Plant (Tan Uyen town).

​​There were Mr. Nguyen Thanh Truc - Vice Chairman of the Provincial People's Committee, Mr. Ashok Lavasa - Vice President of ADB, Mr. Shohei Hara - Director of Financial Division and Private Sector Cooperation, JICA and leaders of State Bank, departments, branches of Binh Duong province and BIWASE Company attending the ceremony.

According to the signed content, ADB and JICA gave BIWASE 16 million USD of the Government's non-guaranteed loans, including 8 million USD from ADB and 8 million USD from JICA. The capital is used to invest in increasing the capacity of Tan Hiep Water Plant to 100,000 m3 / day, to supply water to industrial zones and households in Ben Cat town, Tan Uyen town, Binh Duong new city and surrounding areas.

Accompanying the loans, amount of 500,000 USD for technical assistance will also be provided by the e-Asia and Knowledge Partnership Fund which was established by Korea in 2006 to help member of ADB meets its development goals by creating and sharing experience, information, and knowledge.

Delivering a speech at the ceremony, Mr. Ashok Lavasa - Vice President of ADB said that over the years, ADB has spent many preferential loans to Vietnam Government, including loans for water supply and sanitation which aims to help improve the environment as well as living conditions of the Vietnamese people.

The loan signed by ADB and JICA to co-finance BIWASE is the first government's non-guaranteed loan of these two organizations to Vietnam, in order to reduce the state budget liability. This is an improvement of ADB and JICA, and also a success of BIWASE in accessing long-term investment loans with good interest rates.

Meanwhile, Mr. Shohei Hara - Director of Financial Division and Private Sector Cooperation, JICA highly appreciated BIWASE's capacity and reputation in implementing ODA projects. He believes that BIWASE will coordinate to effectively use capital resources to successfully implement the Tan Hiep Water Plant expansion project.

On behalf of Binh Duong People's Committee, Vice Chairman of the Provincial People's Committee – Mr. Nguyen Thanh Truc thanked ADB and JICA for their support to BIWASE in obtaining appropriate loans to better implement increase of capacity, water supply expansion and increase the rate of people using clean water in the province.

Thereby, both developing technical infrastructure and creating a premise for the socio-economic development of Binh Duong province, and also meeting the purpose of loaning development assistance capital of ADB and JICA.​
