Strengthen the warning of natural disasters, ensure information and direction of the authorities to each hamlet, neighborhood, people, especially people in low-lying areas, riverside and downstream of reservoirs so that people can be available to respond to unusual and extreme natural disasters.
At the same time, prepare forces, means, materials and equipment for natural disaster prevention and control and search and rescue according to the approved disaster response plan. Be ready to perform tasks of response, rescue, disaster relief and population evacuation when natural disasters occur. Actively mobilize local human resources to respond promptly and effectively overcoming consequences according to the motto "4 on-the-spot". Regularly check irrigation works, embankments, natural disaster prevention and control, water drainage; urgently repair damaged works, especially the system of dykes, dams, landslide prevention and control works, electrical grid systems, communication systems, often deeply flooded roads, etc. Identify key and critical locations, allocate resources to ensure safety handling, patrolling and guarding, promptly detect and solve possible breakdowns; ready plans and scenarios to protect the safety of works, lives and properties of the people in the affected area, including the emergency dike, dam, flood discharge.
Investors of traffic, irrigation and environmental improvement projects actively organize inspection to promptly detect and immediately handle the locations of ring dikes, embankments, culverts, and critical diversion channels, make barriers, set up warning signs in dangerous areas under the management of the unit.
Provincial radio and television stations regularly broadcast warnings and forecasts about natural disasters, storms, tropical depression and high tide; the instructions of the Central and the province for the people to promptly avoid and respond.
