Accordingly, agencies, units, the People's Committees of districts, towns and cities strictly implement the working regulations and working programs of the Provincial People's Committee. Strictly obeying the decisions, directions, conclusions of the Provincial People's Committee, Chairman of the Provincial People's Committee and reporting progress according to regulations; in case of delay or failure, it must be promptly reported and clearly stated the reason.
Well implementing the coordination among departments, branches, localities and units according to the assigned functions and tasks; proactively advising and proposing the Provincial People's Committee in directing the implementation; not transferring or pushing content or work within their functions and authority to the Provincial People's Committee, the Chairman of the Provincial People's Committee or to other agencies and units.
Before registering, submitting to the provincial People's Committee for guidance, the Chairman of the Provincial People's Committee, agencies and units assigned to preside over the work must prepare the full content, have specific documents, advise to propose solutions and clear settlement plans which express their views and send documents in advance to all participants in the meeting to study. If it is necessary to collect comments from relevant agencies and units, the agency in charge shall send a written request for comments, which must specify a specific time limit for such agencies to study and propose their comments; if past the time limit, the requested agency does not give a response, it shall be deemed to be consistent and responsible for such content.
In case the content submitted by the assigned to preside over does not guarantee the quality, there are no comments from relevant branches, the proposed content is still general, and the views and opinions are not specified, the Provincial People's Committee will not consider and resolve and the Head of the agency or unit must bear full responsibility for the unsolved proposal.
For meetings, working sessions of the Chairman, Vice Chairman of the Provincial People's Committee; agencies and units must arrange and send the correct participants to the meeting; do not send unauthorized people to the meeting; well prepare reports and recommendations related to the functions and duties of their agencies and units. In case invitees cannot attend due to force majeure, they must report, seek specific opinions and obtain the approval of the chairperson of the meeting.
