The conference aimed to grasp the new contents of the Law amending and supplementing a number of articles of the Law on Promulgation of Legal Documents, the main tasks identified in the Plan of implementing this Law of the Prime Minister and the Ministry of Justice; at the same time, to answer difficulties and problems, help relevant localities, agencies and organizations to grasp the content of the Law for effective application, meeting the requirements of building and perfecting the legal system in new situation.

On June 18, 2020, at the 9th session, the 14th National Assembly passed the Law amending and supplementing a number of articles of the Law on Promulgation of Legal Documents (here in after referred to as Law 2020) and on July 1, 2020, The President of Socialist Republic of Vietnam signed the Order No. 09/2020 / L-CTN. The Law becomes effective from January 1, 2021.
The Law 2020 reasonably, actually amends and supplements a number of provisions of the Law in 2015 such as supplementing the form of legal documents, the process of making proposals for some types of legal documents; formulating and promulgating legal documents according to the simplified order and procedures; stipulating administrative procedures in the legal documents to promptly remove difficulties and problems of ministries, branches and localities in building law.
The Law 2020 amends and supplements 54 articles on the content and 14 technical articles of the Law in 2015, with basic new contents such as: Continue to affirm and provide more specific provisions on the leadership guarantee mechanism of the Party in developing and promulgating legal documents; supplementing and clarifying regulations on social criticism of the Vietnam Fatherland Front in the process of formulating and promulgating legal documents; supplementing a number of legal documents form; amending the authority to issue legal documents at district and commune levels; more reasonable regulations on legal documents which must make proposals to develop according to the policy process and specify the order and procedures for making proposals, draft legal documents, and issue local legal documents. Along with that, improving the responsibility and effectiveness of agencies in the process of verifying, absorbing and revising projects of law, ordinances and draft resolutions; regulations on the development and promulgation of legal documents according to the simplified order, procedures and administrative procedures in legal documents; strengthening the responsibilities of agencies to ensure consistency and improve the quality of draft legal documents.
Delivering a speech at the conference, Deputy Minister of Justice - Mr. Phan Chi Hieu emphasized that in order to ensure that the new provisions of the Law are implemented in a timely, consistent and effective manner, it is necessary to develop a Decree amending and supplementing a number of articles of the Government's Decree No. 34/2016 / ND-CP dated May 14, 2016, detailing a number of articles and measures to implement the Law on Promulgation of Legal Documents. The localities need to organize conferences to implement the Law amending and supplementing a number of articles of the Law on Promulgation of Legal Documents; review current legal documents related to the Law to propose amending, supplementing, replacing, abrogating or issuing new legal documents to ensure effective implementation of the Law. At the same time, to review and consolidate the contingent of cadres and civil servants working in law-making at the central and local levels; organize in-depth training and fostering profession of building and issuing legal documents to standardize the contingent of cadres and civil servants working in building and promulgating of legal documents according to the new provisions of the Law.
