​Attending the Congress were Mr. Tran Thanh Liem - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Mr. Nguyen Hoang Chau - Member of Provincial Party Standing Committee, Chairman of the Provincial Party Inspection Committee; leaders of Provincial Party Construction Committee; leaders of Phu Giao district through periods together with 277 delegates representing 3,256 party members of 43 Party grassroots under the district Party Committee.

After 5 years of implementing the 4^th district Party Congress Resolution, Phu Giao district has completed 21 targets, with 08 targets exceeding the plan. Outstanding results, the production value of agriculture, forestry and fishery in the district reached VND 4,459.7 billion, the average annual growth rate was 5.74%; industrial production value reached VND 4,260 billion, the average annual growth rate was 12.82%; per capita income reached VND 66 million/year; 100% of kindergartens to high schools met national standards; the rate of poor households according to the province's new criteria by the end of 2019 was 0.42%, annually decreased by 0.24%. The district Party Committee developed 613 new members (exceeding 53.25% of the target set by the Congress Resolution and 2.16% of the target assigned by the province); annually over 90% of Party grassroots organizations fulfilled their tasks well or higher.

Speaking at the Congress, Mr. Nguyen Hoang Chau - Member of the provincial Party Standing Committee, Chairman of the provincial Party Inspection Committee noted that the district Party Executive Committee should clearly define the development orientation of the district in 5 next years, the focus remains on agricultural economics. In particular, the district should focus on modern development, high-tech agriculture; take advantage of favorable conditions to promote the development of industry, trade – services; continue to promote the planning of expansion and gradual embellishment of Phuoc Vinh town urban area; take care of comprehensive development of cultural - social fields; ensure maintaining security and order, etc.

The Congress elected the 5^th district Party Executive Committee, term 2020- 2025 including 40 members. At the first meeting, the district Party Executive Committee elected the district Party Standing Committee of 11 members; elected the Secretary, the Deputy Secretaries, the Inspection committee and the Chairman of the Inspection committee. Mr. Pham Van Chanh - Secretary of the 4^th district Party Committee continued to be elected to be the Secretary of the 5^th district Party Committee; Mr. Nguyen Van Long and Mr. Doan Van Dong held the positions of Deputy Secretary of the District Party Committee; the Inspection committee of district Party Committee included 07 members. The Congress also chose to elect a delegation to attend the 11^th provincial Party Congress, including 01 natural delegate, 21 official delegates and 02 alternate delegates.

The congress voted to approve the Congress Resolution with the overall development targets of the district over the next 5 years: Focusing on building a clean and strong district Party Committee, improving leadership capacity and fighting strength of Party organization and Party members; streamlining organizational structure to operate effectively and efficiently, improving the capacity of state administration and management; promoting and exploiting effectively the potentials and strengths of the district in combination with maximum mobilization of resources concentrated on investment in socio-economic infrastructure, especially infrastructure for traffic and electricity.
