The hypothetical situation is at 8:30 a.m. on July 30, 2020, while going out, the owner of the apartment no. 405 on the 4th floor, Habitat Binh Duong Apartment, forgot to turn off the wall fan. After a period of time the engine over-operated resulting in a fire, plastic from the fan protector dripped down the sofa causing a fire spread. At this time, the automatic fire extinguishing system cannot work, letting fire spread to the entire apartment and to the neighboring apartments of 4th floor. The fire continued to grow to the 5th floor and spread to the 3rd floor with a total area of about 800m2.
When the incident occurred, all residents living in the building were nearly 270 households. At the time of the incident, the on-site forces instructed over 200 people to escape to a safe place. However, due to the big fire, the main fire material was the mattress and sofa, so the fire spread a lot of toxic fumes. The incident made about 15 people trapped on the 3rd floor, 18 people trapped on the 4th floor, 20 people trapped on the 5th floor and 4 people trapped on the 8th floor because there was no way out.
Firefighters use water cannons to spray water to control the fire and rescue people trapped in the floors.
The internship plan is organized in 3 phases including: Phase 1, the base force detects the fire, deploys the on-site force for initial fire fighting and rescue; phase 2, the FPF and rescue forces in the area receive the information and organize the firefighting and rescue forces; phase 3, coordinating with professional rescue and firefighting forces to completely extinguish the fire.
