According to the report, in the first 9 months of 2019, the whole province had 1,000,991 people participating in social insurance, reaching 95.88% of the plan assigned by Vietnam Social Insurance, an increase of 21,966 people compared to 2018; 960,995 people participating in unemployment insurance, reaching 84.9%, an increase of 894 people compared to May 2018; 1,981,208 people participating in health insurance, reaching 102.3% of the plan, exceeding 45,660 people, reaching 88.4% coverage (exceeding the target of 87.5%, assigned by the Prime Minister in Decision No. 1167/QD-TTg), an increase of 79,149 people compared to 2018. However, the development of voluntary social insurance is still low, with 4,037 participants, 48% of the plan assigned by Vietnam Social Insurance, the reason is that Binh Duong province has the highest rate of working-age laborers who have a job and participates in compulsory social insurance nationwide, therefore, the subjects to exploit voluntary social insurance are mainly temporary unemployed people, people who are near the working age, unofficial seasonal labor workers (people outside the province); besides, the propaganda and advocacy for voluntary social insurance participants does not have a synchronized and effective coordination.
The settlement and payment of social insurance, health insurance and unemployment insurance regimes are addressed promptly; at the same time, associated with the organization of specialized inspection, interdisciplinary inspection of the implementation of the Law on Social Insurance, the Law on Health Insurance, the work of medical examination and treatment with health insurance, payment of social insurance allowances at units and enterprises.

Concluding the meeting, Mr. Dang Minh Hung emphasized that social insurance, unemployment insurance and health insurance play a key and sustainable role in the social security system; in which, health insurance is the most important social policy, which is humane and deeply shared in the community, is highly respected by the Party and the State, always upholding in the system of social security policies. He suggested that in the coming time, branches and localities should coordinate to promote communication and advocacy; especially through the Fatherland Front Committee and mass organizations, the active participation of People's Committees of districts, towns and cities in the local socio-economic development program. In which propaganda on the policy of voluntary social insurance, household health insurance to members and all people in the province, ensuring the achievement of the target under Resolution No. 28-NQ/ TW is to have 1% of the labor force participating in voluntary social insurance. For voluntary social insurance, it is necessary to classify the objects for advocacy, specific as small businesses, freelance workers etc. find ways to propagate and mobilize. At the same time, it is necessary to strengthen the inspection and examination of units and enterprises, promptly propose handling of violations of law for the implementation of the law on social insurance, health insurance and unemployment insurance.
The meeting approved the draft Decision of the Provincial People's Committee to assign tasks to members of the Steering Committee for implementation of the policies of social insurance, health insurance and unemployment insurance in the province and Plan No. 5195/ KH-UBND of October 11th, 2019 of Binh Duong People's Committee, on implementation of the Government's Resolution No. 102/ NQ-CP of August 3rd, 2018 on the allocation of targets for developing social insurance participants, the period of 2019-2020 in Binh Duong province.
