PORTAL - On the morning of April 12, at the Administrative Center of Binh Duong Province, Mr. Nguyen Loc Ha - Member of the Provincial Standing Party Committee, Vice Chairman of the Provincial People's Committee chaired the meeting to listen to the Department of Labor, War Invalids and Social Affairs reporting on the formulation of the draft Resolution on the multidimensional poverty line in Binh Duong province for the 2022-2025 period.
With the goal of better implementing social security policies; expanding the beneficiaries of the province's poverty reduction policy towards closer access to the minimum living standards of local residents, socio-economic conditions, and the ability to balance the local budget, the Department of Labor, War Invalids and Social Affairs proposes 02 options for the province's multidimensional poverty line for the 2022-2025 period.
Specifically, option 1: Proposing a multidimensional poverty line, in which the income poverty line is about 1.3 times higher than that of the Central government. Criteria for the degree of lack of basic social services include 06 services: employment, health care, education, housing, water and sanitation, and information. The threshold for lack of basic social services is 02 indicators or more. Income criteria: In rural areas, the average income is 2 million VND/person/month; in urban areas, the average income is 2.5 million VND/person/month.
Option 2: Proposing a multidimensional poverty line, in which the income poverty line is about 1.5 times higher than that of the Central government. Criteria for the degree of lack of basic social services include 06 services: employment, health care, education, housing, water and sanitation, and information. The threshold for lack of basic social services is 02 indicators or more. Income criteria: In rural areas, the average income is 2.3 million VND/person/month; in urban areas, the average income is 2.8 million VND/person/month.
Overview of the meeting
At the meeting, the Department of Labor, War Invalids and Social Affairs proposed the Provincial People's Committee to consider and choose option 2. Implementing this policy, it is expected that the number of poor households will increase to about 8,000 households (an increase of about 4,000 households compared to the Central standard) and the number of near-poor households to 5,000 households (an increase of about 2,000 households compared to the Central standard). Corresponding with the expected increase in the number of poor and near-poor households as above, the provincial budget expected to spend for the 2023-2025 period is 140 billion 295 million VND; an increase of 78 billion 272 million VND compared to the implementation according to the Central standard, an increase of 23 billion 790 million VND compared to option 1.

Speaking at the meeting, Vice Chairman of the Provincial People's Committee Nguyen Loc Ha noted that the Department of Labor, War Invalids and Social Affairs should receive opinions from other departments, branches and localities; at the same time, review the legal bases and consumption indicators to edit and complete the draft Resolution to be appropriate and convincing. At the same time, the Department needs to actively coordinate with related branches to have a plan to support work and social security for people in a long-term way to well implement the goal of sustainable poverty reduction.
