Accordingly, localities and units must promote the immediate implementation of information and propaganda on the basis of information provided by the Department of Health and propaganda orientation of the Provincial Party Committee's Propaganda and Training Commission on the pandemic situation, professional instructions of the branch related to pandemic prevention and control; Strengthening the propaganda on the complicated evolution of the new Omicron variant; implementing a variety of news and articles to explain the non-disclosure of the daily number of infections, providing specific instructions on infected cases (F0) so that they have knowledge of self-treatment (detection of infection, drinking medicine, when to be hospitalized, etc.); informing each citizen specific and practical contents about the importance of each vaccine dose in an appropriate and effective form so that people are fully and properly aware and uphold the initiative and sense of responsibility among people and enterprises to safely adapt to the Covid-19 pandemic.

The Health branch and localities should urgently review and immediately develop a plan to organize a campaign of (1^st, 2^nd dose) vaccination for remaining people and 3^rd dose vaccination according to regulations and must be completed before March 20, 2022. At the same time, preparing plans to organize Covid-19 vaccination for children from 5 to 12 years old; mobilizing the entire political system, volunteers and people to proactively and actively participate in this campaign, local authorities in quarters, hamlets, and Covid-19 community groups have to go every alley, knock door to door, check every person in the high-risk group, ensuring that no one in the high-risk group is not fully vaccinated; arranging daily vaccination sites at commune health stations, district medical centers, and carrying out mobile Covid-19 vaccination at home.

The Provincial Industrial Zones Authority, Department of Industry and Trade actively coordinate with localities and units to vaccinate workers against Covid-19 by appropriate methods and time in order to speed up the vaccination progress in the whole province; fully prepare resources to ensure safe and effective Covid-19 vaccination.

The People's Committees of districts, towns and cities improve their initiative in pandemic prevention and control, especially, the implementation of vaccination, treatment and self-treatment of Covid-19 patients is ensured, timely and expeditiously procuring medical equipment, supplies, test kits; medicine bags A, etc. in the spirit of "four on the spot", each locality organizes the purchase and equipping, including the purchase of test kits for schools in the area; regularly strengthen the grassroots medical system (ensuring facilities and medical equipment for the F0 treatment at medical facilities and at home) in order to be proactive in the treatment of Covid-19 patients in the area under management, etc.

The Department of Education and Training regularly coordinates with the Department of Health and localities based on the direction of the Central Government and local practice to provide guidance documents for educational institutions in the province on specific solutions and measures to prevent and control the pandemic to adapt to the organization of face-to-face and online teaching and be safe and appropriate in the Covid-19 situation in each locality; strengthens appropriate communication so that people and parents understand and agree on pandemic prevention and control at educational institutions.

The Department of Information and Communications urgently reviews, updates data, and handles duplicate cases on the basis of the national data system in order to overcome the inadequacies in the data of people vaccinated and those receiving treatment, on that basis, to form synchronous and unified data to serve the appropriate and effective direction of pandemic prevention and control.
