PORTAL - Following the results achieved in the 2014-2020 period, on the morning of December 10, at the Provincial Convention and Exhibition Center, the Binh Duong Provincial People's Committee and the Vietnam Posts and Telecommunications Group (VNPT) signed a cooperation agreement on digital transformation for the 2021-2026 period.

According to the content of the agreement, within the framework of the law, capabilities and resources of the two sides, the Binh Duong Provincial People's Committee creates favorable conditions for VNPT to participate in implementing programs and projects on building a Smart City, building 5G network infrastructure, contributing to the implementation of digital government, digital economy and digital society for Binh Duong province. VNPT coordinates to implement, consult the Binh Duong Provincial People's Committee to apply information technology (IT) to serve the reform of administrative procedures, improve the effectiveness and efficiency of the state administrative apparatus. At the same time, coordinating and supporting Binh Duong province to provide overall solutions for information safety and security, capacity to respond to and handle information insecurity incidents. Ensuring to meet digital infrastructure for new urban areas, industrial parks and industrial clusters in the province and cooperate in developing Binh Duong Innovation Region in the IT field; creating conditions for enterprises to access the latest technologies to optimize and promote business development in the digital age. At the same time, VNPT introduces and advises on digital technology application solutions in education, healthcare, agriculture, tourism, transportation, environmental resources, etc. with the goal of comprehensive digital transformation of industries and fields suitable to the development conditions of the province. Digital products and services must be consistent with the e-Government architecture of the province and the development orientation of digital technology applications to serve the construction of a Smart City, capable of integrating and sharing data, towards building shared databases for industries and fields.

Speaking at the signing ceremony, Mr. Huynh Quang Liem - General Director of VNPT affirmed that VNPT has all the best conditions to effectively accompany Binh Duong in all 3 pillars: Digital government, digital economy and digital society. VNPT is united and ready to contribute to the implementation of the province's guidelines and orientations in building Binh Duong Smart City. He pledged that VNPT would immediately start implementing the agreed content between the two sides, and at the same time, he wished to continue to receive the trust and facilitate from the provincial leaders and the support of departments, committees and branches so that the cooperation is convenient and effective.

Vice Chairman of the Provincial People's Committee Nguyen Loc Ha assessed that in the 2014-2020 period, VNPT has worked closely with the province to realize cooperation agreements on the Smart City, telecommunications and information technology, initially bringing many positive results. The fact that the two sides continue to sign a cooperation agreement for the 2021-2026 period creates an important foundation for Binh Duong to deploy digital transformation content in the near future. He requested the Department of Information and Communications to coordinate with Becamex IDC and VNPT to urgently develop specific plans and roadmaps to organize the implementation of cooperation agreements in accordance with the guidelines and conditions of the province.

After 7 years of implementing the cooperation agreement for the 2014-2020 period and 3 years of cooperation in implementing the Binh Duong Smart City Project, the Binh Duong Provincial People's Committee and VNPT have promoted the application of telecommunications, IT and initially achieved many results. From 2014 up to now, VNPT has surveyed and deployed specialized data transfer (SDT) network connection from the province to the grassroots in all departments, committees, branches and 91 communes, wards and commune-level towns to serve the deployment of electronic one-stop software, the Provincial Portal, the official mailbox and the 4-level document inter-management; deployed the Project on optimizing the SDT network at the Provincial Administration Center Building; expanded MAN SDT network to provide 1Gbps connection interface to meet broadband requirements to serve the Binh Duong Smart City Project and to connect documents and online TV to the commune level.
In particular, VNPT has actively proposed solutions and ideas in the province's Smart City deployment plan; participated in the Three-House Advisory Council and actively implemented conferences and seminars in Binh Duong Smart City. VNPT is the first unit to pilot and invest in free Wifi to serve people in public areas in Di An city, Tan Uyen town; from the beginning of 2021, deploying free Wifi for workers' boarding houses.
