​In general, in the first 6 months of 2021, despite the complicated situation of the Covid-19 pandemic, the entire political system, enterprise community and people of all classes in the province have united, made efforts to overcome difficulties to effectively implement the "dual goal" under the direction of the Politburo and the Government. The situation of socio-economic development and investment attraction in the province achieved positive results; the Covid-19 prevention and control has achieved initial results.

The entire political system must steadfastly implement the "dual goal" of both effectively preventing and controlling the Covid-19 pandemic, and focusing on removing difficulties, promoting production and business, and not disrupting the production chain and labor supply chain; which focuses on some urgent tasks and solutions.

Specifically, the Standing Steering Committee for Covid-19 Prevention and Control urgently advises on strengthening the Provincial Steering Committee. Districts, towns and cities must urgently strengthen their Steering Committees.

At the same time, continuing to strengthen and establish new community Covid-19 groups, Covid-19 safety groups in enterprises and boarding houses; and at the same time organizing and assigning specific tasks for these groups to operate effectively.

Continuing to implement more drastically and strictly the Directive 16 of the Government; localities that are implementing Directive 16 must step up propaganda, along with strengthening patrols and inspection forces 24/24, and strictly handle violations. Ensuring that the checkpoints operate effectively, in fact, strictly control people and vehicles entering and leaving the province, district, commune, area, hamlet, factory, and manufactory in accordance with regulations on social distancing to prevent community spread of the pandemic.

Focusing resources on directing to keep safe areas without pandemic; at the same time, implementing drastic and synchronous measures to control the pandemic, quell and cut off the pandemic in the fastest and most effective way. In particular, focusing on directing and stably handling the situation and thoughts of workers working in enterprises in areas where enterprises have F0 and are locked down.

Investing in improving capacity and resources to perform more rapidly in epidemiological investigation, tracing, quarantine, sampling and testing to have appropriate and effective measures to lock down, implement social distancing and quell the pandemic as soon as possible. In particular, the district and commune levels must fully take the initiative in implementing the task of epidemiological investigation, tracing, quarantine, taking samples in the fastest time, promptly transferring samples to the provincial Center for Disease Control (CDC) for testing and returning results quickly.

Localities urgently train and supplement forces to take samples from volunteer squads, support forces, etc. The Department of Health urgently assigns staff to jointly coordinate the force of sampling and testing throughout the province. For districts, towns and cities, officials are assigned the responsibility of jointly coordinating the force of sampling and testing in the area of the districts, towns and cities.

Along with that, continuing to survey and invest to expand more concentrated quarantine areas, F0 treatment areas to promptly respond to the pandemic situation that may worsen in the near future. In particular, strictly implementing measures to prevent cross infection in quarantine areas, treatment areas and medical facilities. Expeditiously researching and putting into use a system of mobile sampling vehicles suitable to each location and area to avoid large gatherings.

The Provincial People's Committee directs functional agencies to strengthen inspection and guide enterprises to organize production in new condition in the direction of ensuring the requirements of pandemic prevention and control, both producing and quarantining workers on the spot with the motto "03 on the spot": Producing on the spot, eating on the spot, staying on the spot to continue to organize production; enterprises that fail to ensure the above conditions shall, depending on the specific situation, reduce the production scale or, if there is a high risk, must suspend production. There must be a very specific and scientific plan to ensure the pandemic prevention and control, and ensure the supply of goods to all people, so that there is no shortage of essential goods for the people, especially in quarantine and lockdown areas (in which, paying attention to fresh vegetables, tubers, fruits; mobile stores, etc.).

At the same time, timely and fully deploying policies to support employees and employers facing difficulties due to the Covid-19 pandemic in the spirit of Resolution 68/NQ-CP, dated July 01, 2021 of the Government. The provincial Vietnam Fatherland Front and socio-political organizations, the provincial Red Cross Society continue to replicate charity models to help people and workers in difficulty such as: Organizing many 0-dong Supermarkets, Emergency relief points, etc.
