Establishing more than 5,000 Covid-19 Safety Groups

Currently, Binh Duong has 29 industrial parks (IPs), of which 27 IPs have been put into operation with an area of more than 10,962 hectares, the ratio of land for lease is more than 88% with 2,977 investment projects, including 2,319 foreign-invested projects with a total registered investment capital of 25 billion 280 million USD and 658 domestic investment projects with a total registered investment capital of 77,300 billion VND. The total number of employees working in IPs is 485,700 people, of which more than 90% employees outside the province, along with nearly 15,000 foreign employees.

According to the report of the Provincial Industrial Zones Authority, up to now, in IPs, there have been 43 enterprises in 25/27 IPs (except Tan Binh and Bau Bang expanded IPs) occurred Covid-19 pandemic with 369 F0 cases; traced 4,403 F1 cases, 9,116 F2 cases. The main source of infection is from outbreaks in Ho Chi Minh City. There are 95,141 employees affected by the pandemic.

The Provincial Industrial Zones Authority has promulgated 25 documents, propagandizing the Covid-19 prevention and control; issued 100 documents requesting enterprises to report the results of self-assessment of infection risk according to Decision no. 2194 of the National Steering Committee for Covid-19 Prevention and Control, registering to stay at workplace, making electronic declaration by QR-Code, establishing Covid-19 Safety Groups at enterprises, etc. At the same time, implementing regulations on Covid-19 prevention and control according to Decision no. 2787 of the Ministry of Health on the promulgation of "Guidance on plans for pandemic prevention and control when there is a case of Covid-19 at production and business establishments, IPs"; regulations of the Ministry of Health on rapid antigen testing for employees and high-risk subjects, etc.

Through requests and instructions, 1,877 out of 2,045 enterprises have reported self-assessment of Covid-19 infection risk and committed to fully comply with regulations on Covid-19 prevention and control, accounting for 91% of active enterprises.

Of which, 1,366 enterprises self-assessed with very little risk; 433 enterprises self-assessed with low risk of infection; 71 enterprises self-assessed with average risk of infection; 03 enterprises self-assessed with high risk of infection; 04 enterprises self-assessed with very high risk of infection.

The whole province has established 5,013 Covid-19 Safety Groups at enterprises. There are 1,362 enterprises registered to be able to self-assure production in pandemic conditions. In order to ensure safe production before the Covid-19 pandemic, 46 enterprises have written requests for employees to stay in factories for both residence and production with a total registered employees of nearly 10,000 people. The Provincial Industrial Zones Authority is coordinating with the Department of Health to issue conditions to ensure the safety of the Covid-19 pandemic when allowing employees to stay at the factories for enterprises to implement.

Aggressively deploying solutions to ensure production safety

Talking to provincial leaders, the investor of IPs expressed confidence in the direction and organization of the Covid-19 prevention and control in the province, and enterprises are ready to accompany and support funding for the pandemic prevention and control of Binh Duong province to achieve the highest efficiency, bringing enterprises back to normal operations in the new situation. Specifically, Becamex IDC Corporation has prepared 2 field hospitals with a size of 3,000 beds and contributed 185 billion VND to support pandemic prevention and control.

Enterprises have proposed the province to have solutions to speed up the vaccination against Covid-19 for workers. Some enterprises faced many difficulties when they were locked down, recommended the Health branch to speed up the rapid testing of Covid-19 as well as create conditions for enterprises that are locked down to soon return to operation safely. In order to well implement the "3 on the spot" (eating, staying, producing at the factory), the enterprises asked the province to arrange mobile cargo trucks to provide necessities for employees at the enterprises. Establishing a team to solve difficulties for enterprises in terms of administrative procedures, facilitate goods circulation and export.

Noting the recommendations of the investors of IPs at the meeting, Secretary of the Provincial Party Committee Nguyen Van Loi said that in the coming days, Binh Duong will launch a screening test campaign to proactively detect cases in the community and enterprises. Assigning the Health branch to prepare 500,000 rapid tests to participate in this campaign, at the same time improve testing capacity, arrange sampling to ensure safety and order, shorten the time to return results (at least 24 hours).

The Secretary noted that it is necessary to complete the Covid-19 prevention and control script in the IPs and the functional branches to coordinate with enterprises to quickly handle when detecting cases. Immediately locking down the workshop, bringing F0 to a medical facility for treatment and quarantining F1, implementing rapid tests and quickly returning results for related cases, disinfecting the workshop. Prioritizing vaccination for high-risk subjects and areas, and mobile vaccination can be organized at enterprises.

In addition, it must strictly manage boarding houses, encourage boarding house owners to participate in the community Covid-19 Group. Distributing goods and necessities to the lockdown areas and enterprises implementing "3 on the spot"; or organizing relief points, 0 dong points of sale in the lockdown area to ensure people's lives and social stability. The Police and Army must patrol and control 24/24, ensuring security and order. Investors and enterprise owners shall coordinate with the Trade Union in propagating and stabilizing workers and employees' minds. The Provincial Federation of Labor reviews and implements support policies for workers and employees affected by the pandemic.

Emphasizing that organizing production in new condition without disrupting the production chain is an important task currently, the Secretary asked the Provincial People's Committee to immediately establish a team to support enterprises facing difficulties during the pandemic. In low-risk enterprises, continuing to organize production according to the "3 on the spot" plan. Higher risk enterprises reduce operating capacity. The Secretary asked the branches and levels to closely coordinate with enterprises, considering the difficulties of enterprises as the province's difficulties. At the same time, he believed that, with the solidarity of the entire political system, the consensus of all classes of people and the enterprise community, Binh Duong will soon overcome difficulties to successfully realize the "dual goal".
