​Accordingly, request Directors, heads of departments, sectors, agencies, units, chairmen of People's Committees of districts, towns and cities, Steering Committees for Covid-19 Prevention and Control at all levels to continue thoroughly grasp and strictly implement the guiding documents of the Government, the Prime Minister, ministries and central sectors and Directive No. 10/CT-UBND dated June 22, 2021, Official Document No. 2946/UBND-VX dated July 01, 2021, Official Document No. 2981/UBND-VX dated July 04, 2021 of the Provincial People's Committee on the prevention and control of the Covid-19 epidemic, especially Directive No. 12/CT-UBND dated July 05, 2021 of the Chairman of the Provincial People's Committee on improving the operational efficiency of the Community Covid-19 Teams, the Covid-19 Safety Teams in epidemic surveillance in residential areas and businesses. Compulsory epidemic prevention and control measures are applied to all people coming from epidemic areas according to regulations.

The Provincial Military Command shall assume the prime responsibility for, and coordinate with the Department of Health and relevant agencies and units, and the People's Committees of districts, towns and cities to check all quarantine zones, strengthen medical facilities. Control, monitor and immediately replenish necessary equipment and supplies (cameras, portable toilets, etc.), ensuring minimum cross-infection in concentrated quarantine zones.

Continue to check, propose to widen concentrated quarantine zones (according to the plan on satisfying 20,000-30,000 beds) to be completely, proactively, and promptly satisfy the demand of receiving people who need quarantining. Firstly, urgently prepare the necessary forces, facilities to bring the concentrated quarantine zone at Provincial Medical College into operation. At the same time, take major responsibilities for controlling all cases needing quarantining in the province, ensure the timely, appropriate manner and proper regulations in order to handle the real situation.

The Department of Health chairs and coordinates with the Department of Finance and the Provincial Military Command to urgently direct and perform the necessary work to immediately put 07 newly established treatment areas into operation, promptly serving the treatment of Covid-19 patients.

Proactively work with Ho Chi Minh City National University, Becamex IDC Corporation to agree on using facilities to build more treatment areas in Area A, Dormitory of Vietnam National University Ho Chi Minh City and Eastern International University. After the agreement is concluded, promptly report to the Provincial People's Committee to consider and decide. Besides, continue to survey and propose additional treatment areas to ensure an active treatment.

Enhance the coordination between localities, units, especially when relevant forces are organized and mobilized to support each locality dealing with particular epidemic situation (for example, establish teams, crews assisting facilities), all relevant parts should be properly, fully arranged (health, army, police, volunteers,…) to coordinate in a synchronous and rhythmic manner to maximize the effectiveness of forces participating in epidemic prevention and control.

Provincial Public Security mobilizes forces to set up more stations, checkpoints and teams to patrol, check and control Covid-19 epidemic prevention and control to ensure timely detection and handling of objects in the group needing surveillance, management of epidemic prevention and control into Binh Duong and prevent the epidemic from spreading from southern cities and towns to northern districts. Actively review temporary detention facilities to promptly consolidate and overcome inadequacies to ensure strict and safe management, to prevent the epidemic from spreading into these facilities.

The Department of Transport shall base itself on the guidance of the Ministry of Transport to coordinate with the provinces and cities, the provincial police, the People's Committees of the districts, towns and cities and other relevant agencies and units to solve the arose issues (about vehicle management, transportation distribution, use of Covid-19 test results, medical declaration...) to ensure smooth operation of the transportation of goods and production materials, inter-provincial and intra-provincial experts.

The People's Committees of Bau Bang, Bac Tan Uyen, Phu Giao, especially Dau Tieng District must firmly, urgently implement strong measures to zone and fight the epidemic right after the suspected cases are detected without letting the epidemic spread. The People's Committees of southern cities, towns strictly tighten and strictly manage the implementation of epidemic prevention and control measures according to Directive 16/CT-TTg of the Prime Minister in an appropriate and effective manner.

The People's Committees of districts, towns, cities should base themselves on the guidance contents of the Ministry of Health to control, supervise, perform quarantine for all people from Ho Chi Minh City (except the cases of people who travelled from other provinces, cities through Ho Chi Minh City but did not stop) to the localities.

The Department of Labor, War Invalids and Social Affairs shall assume the prime responsibility for, and coordinate with the Department of Finance, relevant agencies and units, be based on the Government's Resolution 68/NQ-CP dated July 01, 2021, to urgently consult propose regimes and policies to support employees and employers facing difficulties due to the Covid-19 pandemic in the province.

Agencies and units, especially those in Binh Duong Integrated Administration Center base themselves on regulations, guidance on epidemic prevention, control and real situations to urgently build plans, scripts dealing with each situation when F0, F1 cases are staff in the agencies and units in order to actively early prevent and control the epidemic.

Agencies and units located in Binh Duong Integrated Administration Center regulate to reduce 70% of the number of staff, officials, public employees and laborers working at the agencies and must ensure that there is no obstruction in the performance of tasks.
