The Prime Minister Pham Minh Chinh: Binh Duong needs to continue promoting the bright spots in the implementation of "dual goals"
PORTAL - On the morning of June 27, at the Administrative Center of Binh Duong Province, Prime Minister Pham Minh Chinh and the Government Delegation had a working session with the leaders of Binh Duong province on the Covid-19 epidemic prevention and control and solutions to promote production and business in the last 6 months of 2021.

Total force to prevent disease

Reporting to the Prime Minister and the Delegation, Chairman of the Provincial People's Committee Nguyen Hoang Thao said that Binh Duong currently has 50,000 businesses with more than 1.2 million employees from most provinces and cities in the country. Besides, Binh Duong has 29 industrial parks with over 2,000 enterprises, 485,670 Vietnamese workers and 14,900 foreign workers; 12 industrial clusters with 40,000 employees; hostels are interwoven with factories and enterprises, so the risk of disease entering and spreading into businesses is very high. Moreover, Binh Duong is adjacent to Ho Chi Minh City and 3 neighboring provinces: Dong Nai, Binh Phuoc, Tay Ninh, with a lot of people commuting, trading daily, especially employees, workers are working in industrial parks in the province, so there is always a potential risk of disease cases entering Binh Duong.

Since the 4th outbreak, as of June 26, 2021, Binh Duong has recorded 226 Covid-19 cases in the community, including 09 cases in industrial zones. From June 14 to now, the disease outbreaks have occurred in a number of companies interwoven with dormitories crowded with workers, so the spread is fast. However, the province is still controlling the epidemic situation and focusing on solutions to prevent the disease from spreading to industrial zones. Through epidemiological investigation, the cases in this 4th wave of epidemic were detected mainly in 08 outbreaks originating from the outbreaks in Ho Chi Minh City with the Indian virus variant. Currently, the province is implementing many measures and resources to prevent the source of infection.

Facing the complicated development of the epidemic, the province has prepared 34 concentrated isolation facilities with 10,000 beds ready to receive immediate isolation and quarantine; is in fact isolating more than 3,000 F1 cases; is expanding by 20,000 beds, bringing the total to 30,000 beds when needed. Currently, testing capacity is over 5,000 samples or 50,000 pooled- samples/day. The province also implemented testing socialization to improve testing capacity to more than 100,000 samples/day; establishing 200 mobile sampling teams, ensuring rapid sampling on a large scale; equipped with rapid antigen tests for all medical examination and treatment facilities. Regarding treatment, the number of treatment beds in the province can accommodate 600 people. The province has established a new treatment area in Tan Uyen town under the provincial General Hospital with a size of 200 beds and is expected to expand some areas to 1,000 beds. The province has organized 3 rounds of vaccination for 43,432 people, of which, 41,343 people were injected with 1 shot, 2 shots are 2,090 people belonging to priority target groups.

Presenting solutions to prevent and control the epidemic in the coming time, especially the risk of spreading the disease among workers in industrial zones, clusters, motels, Binh Duong province proposes Central ministries and branches to support the province in applying science and technology to all stages of epidemic prevention and control, ensuring timely and effective. The Ministry of Health directs and provides professional support in the treatment of epidemics in industrial parks; equipment, biological products and testing for Binh Duong province in case of large-scale outbreaks; mobilize human resources to support if the epidemic situation continues to spread and the number of infected people increases.

Economy continues to grow steadily

Report on the implementation of socio-economic development tasks in the first 6 months of 2021, Chairman of the Provincial People's Committee Nguyen Hoang Thao said, the province has consistently implemented the dual goal of proactively preventing and controlling the epidemic and promoting socio-economic development. Along with the efforts of both the political system and all classes of people, in the first 6 months of 2021, the province's socio-economic situation has achieved many important results. Political security, social order and safety are maintained.

Specifically, the province's Gross Regional Domestic Product (GRDP) increased by 7.23% over the same period in 2020 (6.73% in the same period); export turnover is estimated at USD 17.1 billion (up 47.2% over the same period); trade surplus reached USD 3.8 billion; new budget revenue reached VND 36,600 billion, up 23%. Total investment in social development is estimated at VND 55,138 billion (up 10.7%), the province has attracted USD 1.4 billion in foreign investment, up 65% and VND 49,115 billion in domestic business registration capital., up 91.2% over the same period.

In addition, the province concerns the work of ensuring social security; The province's income per capita is over VND 7 million /person/month, the highest in the country.

Regarding the tasks of the last 6 months of the year, the province strives to complete the socio-economic development plan in 2021. The key solutions are to consistently implement the "dual goal" of preventing and controlling the epidemic and promoting socio-economic development. Focus on removing difficulties for production and business, promoting economic growth and developing industries and fields. Actively develop plans and scenarios to respond to arising situations, accelerate the attraction and disbursement of social investment capital and public investment capital. Taking care of people's lives, especially those affected by the Covid-19 epidemic.

Binh Duong proposed the Government and the Prime Minister to pay attention and create favorable conditions for Binh Duong to invest in developing a synchronous transport system in the province, with important traffic projects such as: National Highway 13 renovation and expansion project; traffic jam prevention project, landscape improvement on the route My Phuoc - Tan Van, DT746, DT747b; DT743; Project of Ring Road 3, Ring Road 4; City Expressway Project of Ho Chi Minh - Thu Dau Mot - Chon Thanh etc.

Appreciating the epidemic prevention and control in Binh Duong, Prime Minister Pham Minh Chinh emphasized, Binh Duong has made efforts to realize the "dual goal" of both socio-economic development and disease prevention and control, achieving remarkable results. Many important economic indicators have met and exceeded the set plan. The province still controlled the epidemic, achieved economic growth of over 7%, collected more than 60% of the state budget, people's lives have not been affected much, and social security policies are well maintained, especially not poor households according to Central criteria. These are the bright spots of Binh Duong in the first 6 months of the year; it is necessary to continue to draw experiences to promote well.

The Prime Minister also highly appreciated Binh Duong's green economic growth orientation by applying science and technology, including digital transformation of the economy. The Prime Minister said that, taking the opportunity during this epidemic period, Binh Duong boldly restructured the economy according to technological innovation; restructuring the workforce, improving skills, improving management. Besides, the province cooperates with Ho Chi Minh City to connect traffic, promote further development of regional connectivity.

The Prime Minister also noted, the province needs to focus on disbursing public investment capital; proactively adjust public investment projects accordingly, especially key projects that need to be implemented effectively.

In addition, Binh Duong needs to creatively apply the current Covid-19 prevention and control plan accordingly. In particular, while implementing social isolation, while focusing on production and business on the spot, soon repel the epidemic spreading at companies. "Binh Duong needs to study and apply an organizational model for workers to eat, stay, and produce on-site, especially at companies in industrial zones. This is a model that has been applied very effectively in Bac Giang," emphasized the Prime Minister.

The Prime Minister asked Binh Duong province to closely follow the situation, not to be negligent or lose vigilance; must have a script to deal with bad situations when the epidemic is complicated, but not in a hurry, panic, quickly blockade "easy for us to do, but difficult for people".

On the other hand, in home isolation, it is necessary to apply testing and monitoring via phone, via Internet, setting up daily counseling; instructing people to isolate at home and have agencies and units to manage and supervise etc. The option for F1 to be isolated at home can be studied to avoid overcrowding and cross-contamination in the isolation area.

An important task for Binh Duong today is to promote rapid antigen testing to detect F0, urgently localize and isolate pathogens from the community. The Prime Minister has asked businesses to increase production capacity of rapid tests to meet the needs of localities. The province can mobilize medical universities and hospitals to concentrate human resources for rapid testing. Promote the implementation of more solutions online to contribute to social distancing.

Based on the specific situation to study the appropriate isolation strategy, it is possible to isolate at home with F0 cases without dangerous symptoms and F1. The Ministry of Health has issued regulations on this issue, the province must appropriately apply and prepare for a situation that may worsen. Set up programs on the media and television for experts to advise and guide people on disease prevention and control, especially with isolated cases at home. Absolutely do not let the disease spread widely in industrial zones.

Regarding the requests of Binh Duong, the Prime Minister assigned Ministries and branches to consider and settle them according to their competence, if they exceed their competence, they shall submit them to relevant agencies for consideration and decision. The Prime Minister emphasized that the province needs to be self-reliant, come up from own hands and brains, maintain solidarity, and overcome the common difficulties of the country and the locality to continue to grow and achieve results.
