Instructions for using medical declaration and close contact detection applications
PORTAL - To support rapid and accurate epidemiological tracing and investigation when detecting suspected cases of Covid-19, The Ministry of Health has issued guidelines for using medical declaration and close contact detection applications for the Covid-19 epidemic prevention and control.

Accordingly, people and places of business, work and entertainment; where there are large gatherings of people, medical declaration and close contact detection applications must be installed. Currently, there are 3 applications used for medical declaration and close contact detection, including VHD (Vietnam Health Declaration) and tokhaiyte.vn; Bluezone application; NCOVI app. In particular, VHD and tokhaiyte.vn applications allow medical declaration (mandatory), health declaration for the entire population, daily health status updates with people in quarantine (mandatory), record arrivals and departures at public places. Tokhaiyte.vn provides and generates QR codes for quarantine points, agencies, workplaces, industrial parks, apartments, schools etc.

The Bluezone application allows recording close contacts between smartphones with the same installation and use of Bluezone. This application also allows people to declare health for the whole population, record arrivals and departures at public places, and send bulletins to the people.

The NCOVI application allows people to make a health declaration for the entire population, update their health status daily (voluntary) and record arrivals and departures at public places.

People with smartphones need to install and use medical declaration applications to make electronic medical declarations and generate QR codes. When going to a public place, gathering a lot of people, you must install the proximity detection application (Bluezone) and turn on the Bluetooth mode.

People belong to medical isolation or post-quarantine medical supervision who have a smartphone must install a medical declaration (VHD) application and a close contact detection application.

People also need to use QR codes printed or saved in their phones to make medical declarations and take responsibility for their medical declarations. When going to places where medical declaration is required, give the QR code to the control staff to scan or use your phone to scan the QR code yourself at that point. People make their first electronic medical declaration at one of the medical declaration applications. After declaring, receive the QR code generated by the system (can be printed out, or saved in the phone) for later medical declaration.

When medical declarations need to be updated, people can declare and update information on the web or on mobile applications. Declaration information includes general information: Full name, phone number, passport number/ID car /HI card code, YOB, gender, nationality, address (province/city, district/ ward/ commune, house number, street, residential group/ village).

Symptom information is within the past 21 days, have you seen at least 1 of the following signs: fever, cough, shortness of breath, pneumonia, sore throat, fatigue.

Epidemiological information is that within the past 21 days, have you been to any province, city, country or territory (can go through many places), had contact with a sick person or suspected, infected with Covid-19, people from countries with Covid-19 disease, who have symptoms (fever, cough, shortness of breath, pneumonia) or not.​
