Extending the application period of Regulations on tuition fees and policies on tuition fee exemption and reduction, and cost-of-learning support

​PORTAL - The Provincial People's Committee proposed the Provincial People's Council to issue a Resolution to extend the application period of Resolution no. 38/2016/NQ-HDND9 dated August 12, 2016 regulating the tuition fees and policies on tuition fee exemption and reduction and cost-of-learning support for educational institutions under the national education system in the province from the 2016-2017 school year to the 2020-2021 school year and Resolution no. 01/2017/NQ-HDND dated July 20, 2017 of the Provincial People's Council regulating tuition fees for public preschool and general education institutions in the province from the 2017-2018 school year to 2020-2021 school year according to the shortened procedure sequence.

The Decree no. 86/2015/ND-CP dated October 02, 2015 of the Government regulating the mechanism of collection and management of tuition fees for educational institutions under the national education system and the policy of tuition exemption and reduction, cost-of-learning support from the 2015-2016 school year to the 2020-2021 school year will expire after the end of the 2020-2021 school year. However, up to now, the Government has not issued a new Decree to replace Decree no. 86/2015/ND-CP.

On April 16, 2021, the Ministry of Education and Training issued the Official dispatch no. 1505/BGDDT-KHTC on proposing to direct and master the implementation of revenues in the field of education and training for the 2020-2021; 2021-2022 school years and price management in 2021. In which it is stated: "To share difficulties and reduce financial burdens with parents, students and people due to the impact of the Covid-19 pandemic and natural disasters, storms and floods in many localities during the past time, the Ministry of Education and Training has consulted Ministries, branches and localities on the draft Decree and reported to the Government for consideration and permission to keep the tuition fees of the 2021-2022 school year stable without increasing compared to the 2020-2021 school year.

From the 2022-2023 school year, the tuition fees will be adjusted up according to the roadmap in line with the consumer price index and economic growth rate to gradually implement the roadmap to fully calculate the expenses according to the provisions of the Law on Education, Law on Prices and Decree no. 16/2015/ND-CP dated February 14, 2015 of the Government regulating the autonomy mechanism of public non-business units.

The Ministry of Education and Training proposes the Ministries, branches and People's Committees of provinces and centrally run cities to direct relevant agencies and educational institutions under their management to keep the tuition fees stable for 2021-2022 school year as the 2020–2021 school year which is stipulated in Decree no. 86/2015/ND-CP of the Government, etc.".

Stemming from the actual situation of the locality and the above-mentioned legal bases, the proposal to develop a Resolution to extend the application period of Resolution no. 38 and Resolution no. 01 according to the shortened procedure sequence is really necessary to promptly deploy the tuition fees for the 2021-2022 school year for educational institutions under the national education system in the province.

Accordingly, continuing to implement Resolution no. 38/2016/NQ-HDND9 dated August 12, 2016 and Resolution no. 01/2017/NQ-HDND dated July 20, 2017 of the Provincial People's Council until the end of the 2021 – 2022 school year.

The Provincial People's Committee will submit for approval of this draft Resolution at the mid-2021 meeting of the Provincial People's Council.
