Getting comments on the draft Resolution stipulating the social protection beneficiaries and the standard level of social assistance

​PORTAL - The Provincial People's Committee formulates a draft to request the Provincial People's Council to issue a Resolution specifying the social protection beneficiaries and the standard level of social assistance.

Decision no. 1312/QD-UBND dated May 07, 2010 of the Provincial People's Committee on adjusting, amending and supplementing the monthly social allowance level, amending social protection beneficiaries of Binh Duong province has expanded the groups of beneficiaries of social protection allowances in the province. Specifically: People who are often sick and ill belong to poor households according to the province's criteria; orphans whose fathers or mothers are not fully incompetent and capable of nurturing as prescribed by law; people with visual disabilities are identified with a mild degree of disability; households are directly taking care of 2, 3, 4 people with extremely severe disabilities; poor single people who are raising 2, 3, 4 children; underprivileged people, people with sickness and diseases outside their areas of residence (these groups of beneficiaries have not been specified in documents of Central committee).

This particular policy of the province has been maintained throughout the past 10 years and is regulated in legal documents such as Decision no. 10/2015/QD-UBND and Decision no. 14/2017/QD-UBND of the province. Up to now, the whole province has 30,288 beneficiaries of monthly social protection allowance; of which 1,739 people are entitled to specific support policies of the province. With the maintenance and implementation of the above policies, it has made an important contribution to help children with special difficulties have conditions to study and rise; people who are often sick and ill belong to poor households; single women; households that are directly taking care of 02 or more people with disabilities have conditions to gradually stabilize their lives and rise to integrate into the community.

However, on March 15, 2021, the Government issued Decree 20/2021/ND-CP stipulating social assistance policies for social protection beneficiaries. Accordingly, at Point b, Clause 3, Article 4 of Decree 20/2021/ND-CP stipulating that the Provincial People's Committee must submit to the People's Council of the same level to decide "Other disadvantaged subjects not specified in this Decree are entitled to social assistance policies".

Therefore, the formulation of the Resolution of the Provincial People's Council stipulating the social protection beneficiaries and the standard level of social assistance to continue to provide for the specific subjects of the province (according to Decision no. 14/2017/QD-UBND) to enjoy social assistance policies is necessary. At the same time stipulating for the subjects under Decree 20/2021/ND-CP to be entitled to support policies. This, is both to ensure the inheritance in accordance with the specific policies of the province; at the same time ensure compliance with the provisions of law on the promulgation of legal documents.

Accordingly, the goal of the Resolution is to implement Decree 20/2021/ND-CP dated March 15, 2021 of the Government; continue to maintain the implementation of specific social assistance policies of the province (according to Decision no. 14/2017/QD-UBND); expand 02 more groups of subjects who need social assistance to support vulnerable groups in the province to have conditions to stabilize their lives and gradually rise.

Besides the subjects specified in Decree no. 20/2021/ND-CP, social assistance beneficiaries of Binh Duong province include: Underprivileged people, people with sickness and diseases outside their areas of residence; people who are often sick or ill, are no longer able to work, belong to poor, poor households (poor households and poor households with social protection policies according to provincial regulations). People with disabilities who are blind after having their disability determined are not eligible for benefits according to regulations. Orphans whose fathers or mothers are not fully incompetent and capable of nurturing as prescribed by law. Children with family crisis, single mothers waiting to give birth or single mothers who are raising children under 36 months old at the Centre for Protection and Social Work. Subsidizing to buy common medicines for beneficiaries of social protection allowances, people living with HIV/AIDS are supported in the treatment of opportunistic infections. In addition, there are 02 groups of beneficiaries to be expanded: Elderly people from full 75 years old to 80 years old belong to poor households, near-poor households; children under 3 years old belong to poor households, near-poor households according to provincial regulations.

The allowance level is kept unchanged according to Resolution 16/2020/NQ-HDND dated December 10, 2020.

The expected time to submit for approval at the meeting of the Provincial People's Council is at the end of 2021.
