PORTAL - Provincial People's Committee has just issued the scheme to establish Mobile Team to handle traffic incidents in Binh Duong province.
Accordingly, the objective of the scheme is to establish Mobile Team to handle traffic incidents in sufficient quantity and quality; gradually put into operation in accordance with the requirements and regulations, become an important force supporting the police force to well perform the task of ensuring traffic order and safety, and combating traffic jams. Striving from 2022, in the area of 09 districts, towns and cities, there will be the mobile team handling traffic incident that is eligible to go into operation.
In 2021, develop and submit the scheme to the Provincial People's Committee for approval; organize the implementation of the scheme and follow the establishment roadmap in Thu Dau Mot City, Thuan An City, Di An City and Ben Cat Town, Tan Uyen Town, the remaining localities organize the establishment in the year 2022.
In 2023, organize the preliminary review of 3 years of implementing Scheme to draw experience, reward, replicate effective practices, advanced examples, overcome limitations and shortcomings, and propose solutions to implement in the next time.
In 2025, organize the inspection and preliminary review of 5 years of implementing the Scheme, propose solutions to continue the implementation of the Scheme in the period of 2025 - 2030; reward and replicate advanced examples.
The mobile team is responsible for receiving and processing traffic incident reports and coordinating with functional units in performing the task of maintaining traffic order and safety as assigned and directed by the Chief of Police in districts, towns and cities on the roads within the administrative boundaries of the locality.
When incidents related to traffic safety incidents occur, the Traffic Incident Handling Mobile Team must quickly arrive at the scene and coordinate with the local police and other forces to organize first aid for victims, protect the scene, protect the property of victims, regulate, channelize, and remedy incidents. Actively grasp the situation of traffic order and safety to advise leaders of the district-level Police Department to prevent, detect and handle traffic incidents, and fight traffic jams. Implement regulations on fire prevention and fighting, maintain public order and other specific tasks assigned by local police leaders in accordance with law.
The Mobile Team dealing with traffic incidents is directly managed, commanded and operated by the police force; comply with the provisions of law, the operational Regulation; operate under the coordination mechanism with the police of communes, wards and townships, the Traffic and Order Police Team, the semi-specialized 113 force to perform tasks; directly under the command, management, administration, assignment and inspection of the Chief of the District Police.
Members of Mobile Team dealing with traffic incidents must comply with the law; not use the agency's clothes, vehicles, assets, and support tools for personal purposes. Not arbitrarily access and study secret documents of the Party and Government and professional documents and texts of the People's Public Security; the Mobile Team handling traffic incidents must not carry out professional reconnaissance measures of the People's Police. In case of violation, depending on the behavior, nature and seriousness, they will be handled according to the provisions of law.
In each district, town and city, set up 01 Mobile Team established under the decision of the Chairman of the District People's Committee to handle traffic incidents and assign the Chief of Police of the district to directly select, manage and administer all activities in accordance with the provisions of law. Based on the actual situation of ensuring traffic order and safety in the locality, the district-level People's Committee shall decide on the appropriate number of Mobile Team members to handle traffic incidents. Each Mobile Team dealing with traffic incidents has 01 Captain and from 01 to 02 Vice-Captains. If the number of team members is large, then divide into several groups and assign 01 Team Leader to be in charge.
The subjects selected to participate in the Traffic Incident Handling Mobile Team are citizens who have performed the duties of the People's Police and have completed their tasks; military service soldier has been discharged; local citizens have good identity and voluntarily participate.
