Develop treatment plan when there is a Covid-19 case
From April 27, 2021, in Vietnam, Covid-19 pandemic has reappeared which spreads more dangerously in the community. In particular, the pandemic has spread in industrial zones in Bac Giang and Bac Ninh, where hundreds of thousands of workers are concentrated, at risk disrupting supply chains and large-scale production. There is currently about 70,000 factories and over 300 concentrated industrial zones in operation in the whole country, the risk of an outbreak in industrial zones, factories and enterprises is very great.
Facing with that situation, the Ministry of Health has implemented Decision No. 2194/QD-BCDQG dated May 27, 2020 guiding the pandemic prevention and control and assessing the risk of Covid-19 infection at the production and business establishments and dormitories; advising and promulgating 08 documents directing the prevention and control of the Covid-19 pandemic in the production and business establishments, industrial parks of the National Steering Committee and the Ministry of Health. Through 8 times of inspection by the Ministry of Health in 25 key industrial provinces and cities, a number of localities have issued documents directing and urging the implementation of pandemic prevention and control in production and business establishments, industrial parks; organize training, test, monitor and direct business establishments to self-assess infection risk. However, some localities have not yet developed plans to prevent and control the Covid-19 pandemic, response plan when many workers are infected at the production and business establishments, industrial parks and organize drills. Dissemination, training and risk assessment are only implemented in 5-10% of business establishments. Have not inspected, monitored and handled violations of Covid-19 pandemic prevention and control at business establishments. This leads to many localities still confused when there are cases.
Therefore, the Ministry of Health suggested localities to develop plans to prevent and control the Covid-19 pandemic in the industrial park, including response plan to Covid-19 cases and organize drills. Organizing training and disseminating instructions and directing documents on Covid-19 pandemic prevention and control for business establishments and industrial zones. Inter-sectoral coordination between Departments of Health, Labor Confederation, Industrial Park Management Board, Department of Industry and Trade, Department of Labor, War Invalids and Social Affairs in implementing Covid-19 pandemic prevention and control. Strengthening inspection, supervision and handling of violations on pandemic prevention and control at business establishments and industrial zones. Based on risk assessment to allow operation or stop operation of business establishments. At the same time, strengthen the pandemic prevention and control at dormitories and inns.
Guidelines for risk assessment
At the conference, the Ministry of Health guided to assess the risk of Covid-19 infection through a set of indicators to determine the levels of infection risk at business establishments to take measures to overcome, prevent and control infection, ensure safety in production and business.
Applied subjects include production and business establishments nationwide, excluding the scale of household production and business.
The set of criteria includes 15 evaluation criteria, total score of 300. Specifically, the number of workers working in concentration (10 points); density of workers (10 points); risk of Covid-19 infection (30 points); factory ventilation (10 points); organizing working time (5 points); percentage of employees observed with temperature checks (10 points); personal hygiene conditions for employees (20 points); use of facemasks at work (30 points); operation of non-essential service areas (5 points); arrange hand sanitizer solution (10 points); organizing shift meals for employees (45 points); organizing transportation for workers (20 points); equipment to support pandemic prevention and control (15 points); response plan for pandemic prevention and control (50 points); cleaning and disinfecting at workplaces and dormitories (30 points).
Ensure safety to prevent and control the Covid-19 pandemic when organizing meals for employees
On that basis, classify the risk group for infection. Less than or equal to 15%: Very little risk. However, it is still regularly maintained and evaluated to ensure the conditions for pandemic prevention and control.
From 16-30%: Low risk of infection. Operated, must be periodically tested to overcome limitations at the highest component index.
From 31-50%: Moderate risk of infection. Can be operated provided that the highest indicators must be regularly evaluated and remedied.
From 51-80%: High risk of infection. There must be immediate solutions to overcome the shortcomings to minimize the risk. Otherwise, the operation may have to be paused.
From 81 to 100%: Very high risk of infection. The operation should be stopped and immediately taken measures to correct the problems to reduce the risk.
Disinfection spray in the workplace
The People's Committees of the provinces and cities shall direct the Department of Health to assume the prime responsibility for, and coordinate with relevant departments and agencies in, to carry out risk assessment at business establishments and industrial zones. Based on the assessment results, the Provincial Steering Committee for Covid-19 Prevention and Control is assigned to propose the Provincial People's Committee measures to handle establishments that do not ensure pandemic prevention and control. Inspect and supervise the implementation of infection risk assessment at the production and business establishments in the locality.
Binh Duong proactively prevents pandemics
Facing the complicated development of the pandemic in industrial zones across the country, Binh Duong has proactively planned to prevent and control the pandemic in industrial zones in the province.
Provincial People's Committee directs Management Boards of Industrial Parks, Chairman of People's Committees of districts, towns and cities (for enterprises outside industrial zones) to urgently direct IPs, units and enterprises within their respective management areas to manage the development of plans and plans for the prevention and control of the Covid-19 pandemic that are suitable and feasible for their units. At the same time, it is necessary to develop response scenario for each specific situation that arises cases of F0, F1, F2, F3 at each level from low to high to have effective solutions to prevent, localize and stamp out the pandemic. In particular, industrial workers must be required to make daily medical declarations.
Temperature check for workers before coming to work
Industrial park managers and business leaders are responsible for implementing pandemic prevention and control within the scope of their management; promptly correct and overcome inadequacies, weakness and violations, especially not wearing facemasks or gathering in large numbers. Do not allow people without medical declaration to work; strictly handle violations and publicize them on local mass media. Organize regular inspection of industrial zones, industrial clusters and enterprises outside the IZs; If the conditions for pandemic prevention and control are not met, the operation shall be stopped, business license shall be withdrawn to ensure effective pandemic prevention and control, and at the same time report to the Provincial People's Committee.
