​Accordingly, the Provincial People's Committee requested all levels, branches and units to immediately grasp and strictly implement the guiding documents of the Prime Minister, Central Ministries and branches, Provincial Party Committee and Official Letter No. 1954/UBND-VX dated May 10, 2021 of the Provincial People's Committee on implementing the urgent measures to prevent and control the Covid-19 pandemic in the new situation in the province effectively, in accordance with the reality that the pandemic is spreading widely in the community. Highlighting the role of Party committees, authorities, heads of Party committees and authorities in pandemic prevention and control in localities and units; must not be negligent, subjective, lose vigilance or lose temper before the complicated developments of the epidemic.

Departments, branches, and the whole political system must step in, heads of Party committees, agencies and units must be responsible for leading and directing pandemic prevention and control to ensure the effectiveness and efficiency of the proposed pandemic prevention and control measures. Strengthen the inspection and supervision of upper level towards lower level, inspect isolation facilities, units, businesses, even to households to detect and overcome weakness and inadequacies in the management of the area, people entering illegally, people self-isolating according to regulations. Continue to implement measures and solutions to prevent and control the Covid-19 pandemic in association with the election of the 15^th National Assembly and all-level People's Councils for the 2021-2026 tenure, which will take place safely and successfully.

At the same time, it is necessary to actively promote information and communication on pandemic prevention and control to each organization and individual, requesting all people to strictly implement the 5K message (in Vietnamese) including: "Khau trang (facemask)- (Khu khuan) disinfection- (Khoang cach) distance- (Khong tu tap) no gathering – (Khai bao y te) health declaration " of the Ministry of Health; It is mandatory to wear facemask in public places. Do not organize unnecessary gathering activities, and stop organizing events with large crowds. Continue to step up the inspection and strictly punish violations against organizations and individuals that do not strictly comply with pandemic prevention and control measures; investigate and handle those who show signs of violating the criminal law on prevention and control of the Covid-19 pandemic to strictly handle them according to regulations.

Management Boards of Industrial Parks, Managers of People's Committees of districts, towns and cities (for enterprises out of industrial zones) urgently direct industrial parks, units and enterprises within their respective management areas to build plans for the Covid-19 pandemic prevention and control that are suitable and feasible for their units. At the same time, it is necessary to develop response scenario for each specific situation where cases of F0, F1, F2, F3 arise from low to high level in order to have effective solutions to prevent, localize and stamp out the pandemic. In particular, industrial park workers are required to make daily medical declarations. Industrial park managers and business leaders are responsible for implementing pandemic prevention and control within the scope of their management; promptly correct and overcome inadequacies, weakness and violations, especially not wearing facemasks or gathering in large numbers. Do not allow people without medical declaration to work; strictly handle violations and publicize them on local mass media. At the same time, regular inspection of industrial parks, industrial clusters and enterprises outside industrial parks must be organized; in case the requirements for pandemic prevention and control are not met, the operation shall be stopped, the business license shall be withdrawn to ensure effective epidemic prevention and control, and at the same time report to the Provincial People's Committee.

Department of Education and Training, following the guidance of the Ministry of Education and Training and the actual situation of the province to direct education and training activities, examination in 2021 to ensure consistency and efficiency in line with the 2020-2021 school year plan and create favorable conditions for officials, teachers, students and parents in the prevention and control of the Covid-19 pandemic.

The Department of Health must take the initiative in immediately consulting the Steering Committee about the Plan for Vaccination and Vaccination Socialization, the province's scenario to respond to pandemic prevention and control, especially when the pandemic is spreading in enterprises and industrial zones to have appropriate and effective proactive response solutions. The Department must be fully prepared to ensure that the equipment, chemicals, and biological products are promptly and effectively served for epidemic prevention and control situations in accordance with regulations and take full responsibility if they do not meet urgent requirements in pandemic prevention and control activities.

The Department of Labor, War Invalids and Social Affairs coordinates with the Provincial Labor Confederation, the Department of Finance, the People's Committees of districts, towns and cities to study the regulations and the actual situation of the locality to give advice and propose support policies for employees in businesses facing difficulties due to medical isolation in order to reduce difficulties in life.
