​​Thousands of voters' proposals are resolved

During the entire 2016-2021 tenure, the Standing Committee of the Provincial People's Council coordinated with the Standing Committee of the Provincial Committee of Vietnam Fatherland Front and the Standing Committees of the People's Councils of districts, towns and cities to organize for deputies of the two-level People's Council (provincial and district levels) to periodically meet voters 4 times a year (2 times before the meeting, 2 times after the meeting). Up to now, deputies of the provincial and district People's Councils have conducted 20 turns of voter meetings at 1,589 locations with 142,131 turns of voters attending and got 12,139 opinions. Of which, there are 1,611 opinions and proposals of voters under the jurisdiction of the province, 7,717 opinions and proposals are under the jurisdiction of the district, the rest are opinions under the jurisdiction of the commune.

At the meetings with voters at two levels, most of the opinions and recommendations under the jurisdiction of the commune were answered by the leaders of the commune People's Committee. A number of opinions under the jurisdiction of the province and district were explained by the deputies of the Provincial and District People's Councils at the meeting, the rest of the opinions were received by the deputies of the Provincial and District People's Councils and reported to the Standing Committee of People's Councils of the same level for summarization, classification and transfer to competent authorities for study and settlement.

During the tenure, the Standing Committee of the Provincial People's Council transferred to the Provincial People's Committee 1,564 contents of proposals for review and directing specialized agencies to settle and respond under their competence; at the same time transferred to other agencies 47 contents of proposals for review and settlement under their competence. The opinions and proposals of voters were reviewed and answered 100% by the People's Committee and functional agencies, of which over 80% were resolved. Many legitimate proposals of voters were promptly resolved by deputies such as: Maintaining and repairing roads, installing traffic lights, handling environmental pollution, etc.

Specifically, as reflected by the people of Chanh My ward, Thu Dau Mot city at the meeting with voters after the 17^th meeting about the situation on National Highway 13, there were a number of damaged sidewalks, it was recommended that the functional branch soon fix it to ensure urban beauty. At the same time, it was reflected that after the patching of Huynh Van Cu Street, the uneven road surface affected people's participation in traffic. For this proposal, the Department of Transport had a satisfactory written response to the people of Chanh My ward, creating social consensus, contributing to socio-economic development, maintaining political stability, social order and safety in the province.

The results of settlement of petitions have basically met the legitimate aspirations of voters

Ms. Nguyen Truong Nhat Phuong - Vice Chairman of the Provincial People's Council said that, during the entire tenure, voter meeting activities were organized widely throughout the province; voter meeting schedule was reported on Binh Duong Newspaper, Binh Duong Television & Radio Station, Binh Duong Portal (www.binhduong.gov.vn). During the meetings with voters, deputies spent a lot of time for voters to express their opinions. In addition, the Standing Committee of the Provincial People's Council also held thematic voter meetings. In the tenure, the Standing Committee of the Provincial People's Council organized 2 thematic meetings with voters who are pensioners and voters in the Health branch. "In general, the voter meeting activities have promoted the responsibilities of the elected deputies, promoted the effectiveness for the people to act in the voter meeting activities of the 2-level People's Council" - Ms. Nguyen Truong Nhat Phuong added.

Bringing "hot" issues to meeting

In the question-and-answer sessions at the meetings of the Provincial People's Council, the provincial People's Council deputies clearly demonstrated their role as elected deputies. Many "hot" issues, from sustainable socio-economic development to pressing issues of people's livelihood and social security, were brought into the meeting to question, clarify and propose solutions to solve in a positive way, contributing to better implementation of promises before voters.

Last tenure, at each meeting of the Provincial People's Council, the time for discussion and questioning was increased. The chairperson of the meeting raised suggestions and orientations for discussion to focus on issues with different opinions or issues that voters were concerned about. If at the 10^th Meeting, the "hot" issues of African swine fever prevention and control, sustainable livestock production, assurance of fire prevention and fighting, and suppression of black credit activities were discussed, at the 12^th Meeting, groups of issues related to the management of residential projects in the province, state management in the fields of Health, labor - society were discussed and questioned frankly.

Particularly at the recent 17^th Meeting, the state management of natural resources - environment; State administrative reform, the problem of solving traffic congestion was included in the question and answer session. At each meeting, the deputies frankly questioned the responsible person to answer and offer solutions to implement more effectively, contributing to the socio-economic development of the province. Also through the question and answer session, leaders of departments and branches saw more clearly the limitations to find solutions to solve and express their roles and responsibilities before the people.

According to the assessment of many deputies, a common recognition is that the careful and thoughtful preparation of the contents of the meetings and the administration of the meetings ensured both legality and publicity, and democracy, has promoted collective wisdom in considering and deciding important local issues. This mark belongs to the Standing Committee of the 9^th Provincial People's Council. In addition, the Standing Committee of the Provincial People's Council actively coordinated with the People's Committee of the same level to assign and urge relevant units to prepare reports, projects and draft resolutions for submission to the meeting to ensure the quality, in accordance with the prescribed time for the Committees of the People's Council to verify and promptly send to the deputies of the People's Council for study before attending the meeting.

One week before the meeting, the Deputy Groups of the Provincial People's Council hold a meeting to discuss and give opinions on the contents to be submitted to the meeting. On the basis of the proposed outline to discuss the key contents of the meeting, the Deputy Groups discussed, contributed opinions and sent minutes to the Standing Committee of the Provincial People's Council for consideration and direction of the Office of the Provincial People's Council (now is the Office of the Delegation of National Assembly Deputies and the Provincial People's Council) to summarize. Based on the opinions of the Deputy Groups, the Standing Committee of the People's Council and the Provincial People's Committee made a explanatory report at the meeting. With this approach, the meeting agenda was shortened from 0.5 day to 1 day. The number of deputies of the Provincial People's Council attending meetings during the tenure was about 97%; the number of deputies participating in speaking and questioning at the meeting reached about 30%. Thereby, it showed that the provincial People's Council deputies have demonstrated their roles and responsibilities before voters and local people.

Ms. Nguyen Truong Nhat Phuong - Vice Chairman of the Provincial People's Council said that, in order to express their roles and responsibilities before the people, in addition to good political and moral qualities, the Provincial People's Council deputies must have qualifications, practical capacity, enthusiasm, high responsibility for their activities and must regularly maintain close contact with voters. Each deputy must participate in decision-making on many important issues of the province, actively and proactively research, discuss and, together with the collective of People's Council, renew working methods and constantly improve the quality of performance of assigned functions, tasks and powers.
