PORTAL - In the 2016-2021 tenure, the Binh Duong provincial People's Council continued to have many innovations, well performing its role as a local state authority. The resolutions of the Provincial People's Council were promulgated in accordance with the provisions of the law, "paving the way" for socio-economic development of the locality.
Adopting 248 important resolutions
With the goal of developing Binh Duong in the direction of civilization, wealth and beauty, and improving the people's quality of life, the Provincial People's Council has promulgated many important resolutions affecting the socio-economic development of the province. Through the organization of 17 meetings during the tenure, on the basis of verification reports of the Committees and proposals of the Provincial People's Committee, the Provincial People's Council studied and voted to adopt 248 resolutions, including 92 legal resolutions and 156 individual resolutions. In which, the economy - budget field: 109 resolutions; society-culture field: 28 resolutions; legal affairs field: 58 resolutions; personnel field: 36 resolutions; other fields: 17 resolutions. The resolutions of the Provincial People's Council were carefully prepared, carefully reviewed, promulgated in accordance with the order and procedures prescribed by law, exercised the right to decide on important local issues, ensured socio-economic development, national defense and security; at the same time, implemented the regulations of the Central Government and exploited the advantages and potentials of the province to make the right decisions.

Implementing the Resolutions of the Provincial People's Council, Binh Duong achieved quite high economic growth compared to the Southern Key Economic Region and the entire country. By the end of 2020, despite the overall impact of the Covid-19 pandemic, the province's society -economy achieved positive results. The gross regional domestic product (GRDP) increased by 6.91%; GRDP per capita was 151 million VND/year; economic structure: Industry - service - agriculture - products taxes less subsidies on production with the respective proportions of 66.94% - 21.98% - 3.15% - 7.93%. The province currently has 29 industrial parks with an area of 12,670.5 hectares. Binh Duong ranks 5th in the country in terms of budget revenue and 3rd in foreign direct investment (FDI) attraction. In 2020, the total budget revenue reached 62,800 billion VND (beyond the plan), and FDI attraction reached over 1.8 billion USD (beyond the plan). Social security was focused on implementation, in which effectively mobilizing many resources to take good care of the beneficiaries. Political security, social order and safety continued to be stabilized and maintained.
Looking back at the activities of the Provincial People's Council in the 2016-2021 tenure, Permanent Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Vo Van Minh emphasized that, in the past five years, the Provincial People's Council has made an important contribution in determining the socio-economic development goals, ensuring national defense and security of the locality. In the context of economic situation of the world, the region and the East Sea having complicated and unpredictable developments, especially the heavy impact of the Covid-19 pandemic, Binh Duong still maintained a relatively high growth rate (9.35%/year), higher than the national average (5.9%). The province focused on innovating the development model, making a breakthrough in investment attraction, creating a new growth engine through cooperation and implementation of the Project to build Binh Duong Smart City, Smart Innovation Region, etc. In particular, the province harmoniously resolved the relationship between economic growth and social progress and justice.
Deciding on many specific local policies
Of the legal resolutions promulgated in the last tenure, 35 resolutions were promulgated as specific local policies (economy - budget field: 04 resolutions; society - culture field: 15 resolutions and legal affairs field: 16 resolutions). The specific policies promulgated by the Provincial People's Council were widely applied to many beneficiaries and fields with specific support levels and spending levels higher than some neighboring localities and the entire country in order to encourage and attract organizations and individuals to actively work, contributing to the realization of economic, cultural and social development goals, maintaining national defense and security, and at the same time improving the effectiveness and operational efficiency of agencies and organizations in the local political system, especially at the grassroots level. Specifically: Policies to support innovative and creative start-ups; support to keep and develop specialty fruit orchards of the province; encourage agricultural development in the direction of urban agriculture and high-tech agriculture; support the construction of advanced new-style rural areas, model new-style rural areas; a number of support policies for the fields of education - training, health, culture - sport, national defense - security; a number of policies for people with meritorious services, support for cadres and civil servants in charge of receiving people and handling complaints and denunciations, militia and self-defense forces, volunteer work teams in communes, wards and towns; policies to support for the subjects when arranging the organizational apparatus, downsizing the staff; support for non-specialized people at commune, hamlet, and quarter levels, etc.

Also in the 2016-2021 tenure, the Provincial People's Council reviewed and adopted 11 resolutions related to civil servant staff, creating conditions for the Provincial People's Committee to allocate staff to localities and units to meet operational requirements and ensure the implementation of a streamlined organizational structure, effective and efficient operation in the spirit of Resolution no. 18-NQ/TW and Resolution no. 19-NQ/TW of the Central Government; 13 resolutions on the policy of establishing and separating administrative boundaries. At the same time, consolidating personnel for the positions of the Provincial People's Council and People's Committee according to their competence with 36 resolutions adopted.
Assessing the activities of the Provincial People's Council in the last tenure, Mr. Tran Van Nam - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial Delegation of National Assembly Deputies acknowledged: "The Provincial People's Council has enhanced its role and responsibility in performing the function of deciding important local issues according to the law. In addition to well organizing regular meetings, the Provincial People's Council also organized thematic meetings to promptly deal with arising issues within its jurisdiction; decided on many important guidelines and policies related to socio-economic development, ensuring national defense and security, building organizational structure, issues related to regimes, policies and people's life, meeting the development situation of the province and the requirements of the society, creating the consensus and support of all classes of people in the province".
