Speaking to open the conference, the Chairman of the National Assembly, Chairman of the National Election Council Vuong Dinh Hue said that the National Election Council has organized many Delegations with many rounds of inspection and supervision of election preparation in localities throughout the country. Sub-committees and Office of the National Election Council have promptly promulgated many documents guiding and directing to remove difficulties and obstacles and plans and scenarios for organizing election that is adapted to the conditions of pandemic prevention and control, natural disasters, and floods, especially with the requirements of Covid-19 pandemic prevention and control. The Ministry of Public Security held a launching ceremony for the entire force connected to 63 local bridge points to protect order, security and safety for the election.

Some localities and units have held early election and rehearsed election in conditions of great difficulties in Covid-19 pandemic prevention and control such as in Hanoi, Da Nang, etc., showing that localities have been very active and proactive in practicing the election process, especially in concentrated quarantine places, places with distancing and local lockdown of residential areas.

As reported by the National Election Council, the election preparation has been implemented synchronously, closely, and achieved high results. The preparation work has closely followed the plan, in accordance with the order under the Law on Election of deputies to the National Assembly and People's Councils.

Many localities have had initiatives and creativity in information and propaganda work with many appropriate and effective forms; applying the public list of voters on Zalo; making a reflection book so that people can record their petitions to correct, amend, supplement and modify information in preparing and posting the list of voters; organizing professional training for members participating in the Election Groups; promulgating plans to hold the election in the context of the Covid-19 pandemic; organizing meeting with voters to campaign for the election to ensure fairness, democracy and flexible adjustment; during the complicated developments of the Covid-19 pandemic, organizing activities online and through the mass media; preparing well facilities for the election.

As of 17:00 on May 14, the Subcommittee on Handling Complaints and Denunciations of the National Election Council received 164 petitions from citizens with complaints, denunciations and reflections on the election and candidacy of deputies to the 15^th National Assembly and People's Councils at all levels for the 2021-2026 tenure. The number of complaints and denunciations about the election, especially the large and complex delegations, decreased significantly, the number of applications sent to the National Election Council was only 15% compared with the previous election. The settlement of complaints, denunciations and reflections of voters is carried out in accordance with law.
