Accordingly, conducting the inspection of public administrative reform (PAR) for 12 units and thematic inspection of administrative ISO for 32 units in the province.
Composition of the inspection team: Leaders, professional cadres and civil servants of the Department of Home Affairs, Office of Provincial People's Committee, Department of Justice, Department of Finance, Department of Information and Communications, Department of Science and Technology and a number of related departments, committees and branches.
Forms and methods of inspection: Inspecting as planned and unscheduled; directly inspecting and listening to reports on the implementation situation; inspecting through relevant records and documents.
Time to organize the inspection as planned is in the 3rd quarter of 2021; particularly the inspection through documents and reports shall be made no later than November 2021.
In case of necessity, the Chairman of the Provincial People's Committee directs unscheduled inspection of a number of agencies, units and localities in implementing PAR and solving administrative procedures for people and enterprises.
The content of the inspection focused on directing and administering the implementation of PAR tasks at agencies, units and localities; the promulgation, deployment and organization to implement the PAR Plan, PAR inspection plan, PAR propaganda plan, Review and evaluation plan of administrative procedures; consciousness, responsibility, spirit and attitude of cadres, civil servants and public employees in receiving and handling administrative procedures for people, organizations and enterprises; publicizing administrative procedures, receiving and handling complaints and petitions from people related to administrative procedures (including complaints and petitions through the Hotline system 1022); self-assessment and scoring to determine the PAR Index of units and localities; objectives, tasks and solutions to overcome the shortcomings, limitations, and improve the Public Administration Reform Index (PAR INDEX), the Provincial Governance and Public Administration Performance Index (PAPI), the Satisfaction Index of Public Administration Services (SIPAS) and the Provincial Competitiveness Index (PCI) under the direction of the Provincial People's Committee.
