Verification is a form of supervision by the Committees of the Provincial People's Council for the draft contents submitted by the Provincial People's Committee, in order to review the constitutionality, legality and consistency of the draft contents with the current legal system, thereby serving as a basis for the Provincial People's Council deputies to study, discuss and decide on the contents at the meeting. In the last tenure, the verification activities of Committees of Binh Duong Provincial People's Council have always been focused and improved on quality due to the study investment of specialized deputies and the participation responsibility of the Committees' members.

Mr. Nguyen Tam Duong - Head of the Economy – Budget Committee of the Provincial People's Council said that in order to well prepare the organization of the Provincial People's Council meetings, based on the results of the Joint Conference and assignment of the Standing Committee of the Provincial People's Council, the Committees of Provincial People's Council organize the study of relevant legal documents and texts; fully attend the meetings of the Provincial People's Committee to have the basis to make highly persuasive comments. Depending on the content, the Committees of Provincial People's Council conduct field surveys to serve the verification and request the drafting agency to provide additional relevant information and data. After that, the Committees develop the verification report and hold meetings of the Committee members to discuss and give opinions on the verification contents.

In the 2016-2021 tenure, the Committees of the Provincial People's Council verified 226 contents submitted by the People's Committee at meetings (Economy – Budget Committee: 119; Culture and Social Affairs Committee: 37; Legal Affairs Committee: 70). In addition, during the time between the two meetings, on the basis of the contents submitted by the Provincial People's Committee to the Standing Committee of the Provincial People's Council for the comments under the authority, the Standing Committee of the Provincial People's Council assigned the Committees of the Provincial People's Council (according to their fields in charge) to fully and promptly verify and report to the Standing Committee of the Provincial People's Council for review and comments at regular or ad hoc meetings. From the beginning of the tenure until present, in addition to verifying the contents submitted to the meeting, the Committees of the Provincial People's Council have made 118 verification reports to serve the meetings of the Standing Committee of the Provincial People's Council, including 68 verification reports on proposals to develop resolutions; 16 verification reports on public investment comments and 34 verification reports on issues arising between the two meetings of the Provincial People's Council.

In general, the verification activities of the Committees of the Provincial People's Council were carried out in accordance with the prescribed order and procedures, and the quality of verification reports has been increasingly improved. The verification reports of the Committees presented at the meetings both demonstrated the scientific nature, received social criticism and adhered to reality, which was a necessary basis for the provincial People's Council deputies to review, discuss and decide at the meeting.

Ensuring the effectiveness of adopted contents

Through verification activities, the recommendations of the Committees of the Provincial People's Council were studied, received and adjusted accordingly by the Provincial People's Committee and functional branches.

In the 2016-2021 tenure, the Provincial People's Council adopted many Resolutions related to regimes and policies for the subjects. These Resolutions before being promulgated have been carefully verified on the content and legitimacy by the Committees of the Provincial People's Council. After the Resolutions were promulgated and deployed, positive results have been achieved, contributing to socio-economic development and improving the people's quality of life in the province.

One of the contents related to regimes and policies for people with meritorious services to the revolution, which was studied and verified by the Culture and Social Affairs Committee, the Provincial People's Council, is the draft Resolution stipulating the level of housing support for people with meritorious services to the revolution in Binh Duong province to submit to the 17^th Provincial People's Council Meeting (the last meeting of 2020). The verification report of the Culture and Social Affairs Committee, the Provincial People's Council highly agreed with the necessity of promulgating this regulation. According to Mr. Trinh Duc Tai - Head of the Culture and Social Affairs Committee, the Provincial People's Council, the construction and repair of gratitude houses for people with meritorious services to the revolution is a humane policy, expressed in many legal documents, especially the Ordinance on preferences for people with meritorious services to the revolution. Over the past time, the funding for the construction and repair of houses for people with meritorious services to the revolution was made from the mobilization of "Gratitude" Fund, the Provincial People's Committee stipulated a support level of 80 million VND per house for new construction and 40 million VND per house for repair. However, this support level is no longer appropriate due to the increasing cost of labor and construction materials, and at the same time, it is difficult to mobilize the "Gratitude" Fund.

Therefore, the proposal to develop a Resolution stipulating the support level for the construction and repair of gratitude houses for people with meritorious services to the revolution in Binh Duong province from the provincial budget is necessary in order to continue to inherit and promote the effectiveness of the gratitude policies. The Committee agreed with the proposal, the new construction support level is 100 million VND per house and an additional 20 million VND per house for houses built on soft ground; the repair level is 50 million VND per house and an additional 10 million VND per house for houses built on soft ground. In addition, the Culture and Social Affairs Committee also pointed out some inappropriate points in the draft Resolution on the legal basis, form, etc. The verification contents of the Committee were received by the Provincial People's Committee for completion, the draft Resolution was adopted at the 17^th Meeting, the 9^th Provincial People's Council with the high consensus of the deputies.

It can be said that the verification activities of the Committees of the Provincial People's Council are the basis for the Provincial People's Council Deputies to participate in discussions and decisions so that the Resolution of the Provincial People's Council when promulgated will promote the effectiveness and efficiency in life, contributing to promoting socio-economic development, ensuring national defense and security of the locality. However, the reality shows that the verification activities of the Committees of the Provincial People's Council is a rather heavy task, requiring the Committees of the Provincial People's Council, first of all, the specialized deputies to have a deep and wide understanding of the assigned field, have skills and experience in verification, have the ability to organize the verification in a scientific way to carefully review the submitted content, detect issues that are not close and unbiased; detect inappropriate points, failing to meet the requirements on legal grounds and feasibility of projects and resolutions, on that basis, give very relevant and highly persuasive opinions and recommendations at the meeting. To achieve that requirement, the members of the Committees need to understand the legal regulations and the actual situation of the locality.

In this regard, Mr. Vo Van Minh - Permanent Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council assessed that, over the past time, the Committees of Provincial People's Council have strengthened surveys, grasped the situation and studied documents to serve verification activities. The verification contents of the Committees were received by the Provincial People's Committee. This clearly affirms that the verification quality of the Committees of Provincial People's Council has been increasingly improved. Through verification activities, it has contributed to ensure the effectiveness of the contents adopted by the Provincial People's Council, creating favorable conditions for the Provincial People's Committee in the process of direction and administration.
