The Meeting reviewed the contents: Proposal to develop a Resolution on supplementing the 2020 budget balance for Di An City; propose to develop a Resolution on regulations on environmental protection fee and retaining percentage (%) of environmental protection fee for domestic wastewater in Binh Duong province.

Through the verification of the Economy – Budget Committee, that the Provincial People's Committee submitted to the Standing Committee of Provincial People's Council on supplementing the 2020 budget balance for Di An city to carry out the 2020 budget settlement as regulated and return the advance budget is necessary and authorized.

Overview of the Meeting

For the Proposal to develop a Resolution on regulations on environmental protection fee and retaining percentage (%) of environmental protection fee for domestic wastewater in Binh Duong province, currently, the Government has promulgated Decree no. 53/2020/ND-CP of the Government stipulating the environmental protection fee for wastewater (abbreviated as Decree no. 53) to replace Decree no. 154/2016/ND-CP of the Government on environmental protection fee for wastewater. Therefore, the legal basis for promulgating Decision no. 06/2018/QD-UBND of the Provincial People's Committee expired, so the Provincial People's Committee submitted to the Standing Provincial People's Council for review and approval of the proposal to develop a Resolution.

Pursuant to Decree no. 53 of the Government, the Economy – Budget Committee proposed the Provincial People's Council to promulgate a Resolution only when Binh Duong wants to apply the fee and retaining rate different from the level prescribed by the Government. The Provincial People's Council will not promulgate a Resolution if Binh Duong applies the fee and retaining rate as prescribed by the Government.

Concluding the Meeting, Mr. Ho Quang Diep said that, based on the verification results, the Standing Committee of the Provincial People's Council agreed with the Provincial People's Committee's Proposal on supplementing the 2020 budget balance for Di An City. For the Proposal to develop a Resolution on regulations on environmental protection fee and retaining percentage (%) of environmental protection fee for domestic wastewater in Binh Duong province, Decree no. 53 of the Government specifically and clearly stated, if the province does not adjust the fee and rate different from the Government's regulations, the Provincial People's Council will not promulgate a Resolution.
