Promoting the reform of administrative procedures, innovation in implementing the one-stop-shop and inter-agency one-stop-shop mechanisms and development of e-Government

​PORTAL - The Provincial People's Committee instructs units and localities to continue promoting the reform of administrative procedures (AP), innovation in implementing the one-stop-shop and inter-agency one-stop-shop mechanisms and development of e-Government.

Accordingly, units and localities within their functions and tasks implement to ensure the assigned tasks in the Government's Resolution no. 68/NQ-CP on promulgating the Program of reduction and simplification of regulations related to business activities in the period of 2020 – 2025. Regularly discussing and collecting opinions from organizations, associations and enterprises about the inappropriate regulations, hindering and causing difficulties for business activities; synthesizing reflections and recommendations of enterprises, people to advise the Provincial People's Committee and report to ministries, agencies and Government office. At the same time, actively contributing comments on the plan to reduce and simplify regulations related to business activities of the Ministries and agencies to improve the business environment in the province.

The Department of Information and Communications coordinates with the Office of the Provincial People's Committee, the Provincial Police Department, the Department of Planning and Investment and related agencies and units to complete the connection and share data from the National database on population and business registration with the National Public Service Portal, the provincial electronic one-stop information system for authentication, identification, reduction and simplification of documents, citizenship papers, and enterprises in the settlement of AP at the one-stop shop at all levels.

The Office of the Provincial People's Committee coordinates with the Government Office in commenting on the Decree amending and supplementing a number of articles of Decree no. 61/2018/ND-CP according to the simplified order and procedures upon request; proactively organizing the implementation, guiding, inspecting and urging the implementation of the Project, promptly reporting to the Provincial People's Committee to report to the Prime Minister to remove difficulties and problems.

Particularly for the development of an e-Government to serve the direction and administration of the Government and the Prime Minister; promoting the implementation of AP in the electronic environment, units and localities continue to expand the use of electronic documents (except confidential documents), digital signatures, handling work in the electronic environment, ensuring synchronization in deployment, implementation at all 4 levels of government, not attaching the papers, implementing electronic archives and completing the targets in the Government's Resolution no. 01/NQ-CP in 2021. Completing the development of reporting regimes as required in Decree no. 09/2019/ND-CP and the guidance of the Government Office to integrate with the Government Reporting Information System to serve the direction and administration of the Government, the Prime Minister. Reviewing and standardizing data in Information systems, National database, specialized databases as well as socio-economic indicators of Ministries, branches and localities to integrate with the Information Center, the direction and administration of the Government, the Prime Minister, ensuring real time display.

At the same time, implementing the restructuring of the AP process in the direction of simplicity and convenience, cutting costs before building and completing level 3 and level 4 online public services locally for integration and provision on the National Public Service Portal; promoting non-cash payments.
