The draft regulation of environment protection in Binh Duong Province (hereby called the Draft) has been structured by Law on Environment Protection 2014 including 11 Chapters and 89 Articles on the basis of inheriting current contents of environment protection in Binh Duong Province and updating decisions and policies of environment protection of the province as issued in documents and letters legalized by legal documents while eliminating and supplementing local regulations.
Beside regulations of central government, the Draft was also supplemented with some new local regulations including environment profile, environment protection regulations for rented factories, regulations on production facilities in industrial clusters, businesses, and service establishments under State’s management, additional regulations on limitation of enterprises set up in urban and housing areas while adding up regulations on unauthorized businesses and wastewater management.
According to Department of Natural Resources and Environment, Binh Duong Provincial People’s Committee in 2012 has issued Regulation No. 63/2012/QD-UBND on environment protection in Binh Duong Province. The regulation has helped organizations and individuals to refer to legal documents on environment protection while facilitating State’s management of environment protection in the province and resolving reality issues of socio-economic development, contributing to sustainable and stable development of the province.
However, newly issued legal documents have been visualized including Law on Environment Protection 2014 and guiding decrees and circulars have been adjusted to supplement, amend, and replace central government regulations meeting the needs of the province for the time to come.
Reviewing the delegation feedbacks, Tran Thanh Liem, the Deputy Secretary of Provincial Party Committee cum Chair of Provincial People’s Committee basically approved the contents of the draft and assigned Department of Natural Resources and Environment to add up more feedbacks for improvement of the draft before submitting for signing into legal regulation by provincial People’s Committee. To effectuate environment protection in the province, the Chair demanded functional agencies to boost information dissemination in the mass media while calling for organizations and individuals upon issuing. Meantime, construction progress of projects of water releasing and treatment should be promoted through detail planning and monitoring in 2011-2015 with orientation to 2020 and vision to 2025 while promoting measures to replace manual removal of water hyacinth and competence of environment surveillance center. Districts, towns, and Thu Dau Mot City are to review the needs of capital reallocation regarding constructions and urgent projects for consideration by provincial People’s Committee to rationally balance the capital resources.
