Provincial People’s Committee opens 97th session
​BEGIC - Early April 21, provincial People’s Committee opened its 97th
session to approve a draft program on the local human resource
development in the 2016-2020 period (or briefly called the Program).
Tran Thanh Liem, Vice-Secretary of provincial Party Committee cum Chairman of provincial People’s Committee presided over the session. Attending the session were Nguyen Thi Kim Oanh, Permanent Member of provincial People’s Council; members of provincial People’s Committee; leaders of sectors, departments, the People’s Committees at all levels in the province.

The objectives of the program are to build up human resources with quantity and occupational structure in line with the shift of the local economic structure towards the growth of services-industrial manufacture in association with the local urbanization process; bend on training human resources, including managerial, sci-tech cadres and workers, at requirements of the local development in the new context.

Particularly, the province will strive to bring the ratio of laborers trained to 80% and there will be 60% of laborers under vocational training. The province will also give training on foreign languages for State employees in some fields at the local requirements of foreign relation and international integration; continue absorbing highly-skilled laborers, especially in the fields of healthcare, education-training, sci-tech…

To realize the above objectives, the Program has put forward some measures, including raising the political system, economic sectors and the entire society’s awareness of the role of human resources for socio-economic development; devised plans to improve the quality of human resources for the 2016-2020 period…

Concluding the session, Mr.Liem said that over the past years, the province paid more attention to improving the quality of human resources towards industrialization, modernization and urbanization development. Training human resources need to be focused on some fields, especially on education-training and healthcare.

He also required provincial Department of Home Affairs to collect contributive ideas from participating delegates to perfect the draft program and then submit it to provincial People’s Committee for approval. In addition, the Program needs to train human resources in high-quality fields; pay attention to training teaching staff; recheck human resources trained in order to assess the effectiveness of the training work; boost career orientation among pupils…
