Binh Duong's social housing program between 2011 and 2015
​BEGIC - The Resolution of the 9th Party Congress (2010-2015
tenure) has put forward the province’s social housing program in the
period of 2011 and 2015. After five-year implementation, the program has
offered help to thousands of laborers, contributing to the local
socio-economic development.
 
Ideal destination for laborers
 
Binh Duong is one of the country’s localities with strong socio-economic growth speed, great population change along with laborers’ great demand for housing. Provincial Party Committee’s Action Program No.27 on social housing development has quickly brought into full play its efficiency.
 
The program has lured involvement of economic sectors, contributing to solving urgent needs during the local urbanization and industrialization process. Reportedly, 2 housing development projects for officials and civil servants were been completed and put into operation, supplying accommodations for 1,200 people. The province has also paid attention to developing social houses for pupils and students with 5 projects approved. More than 18,000 square meters of social housing floor area for students and pupils were put into use.
 
Till now, provincial People’s Committee has approved 20 social housing projects for low-income laborers, 13 of which were put into operation.
 
According to provincial Department of Construction, many businesses have registered to developing social housing projects under provincial Party Committee’s Program 27. Among them, there are 2 State-run businesses, namely Investment and Industrial Development Corporation (Becamex IDC) and Binh Duong Production Export Import Corporation (3-2). Some investors of the commercial housing projects have also changed to developing social houses for low-income laborers.
 
The initial successes in social housing development during the period of 2011-2015 are the important premise for Binh Duong to stabilize social welfare, promote industrial, urban and service development, helping the locality continue being an ideal destination for investors and laborers at home and abroad.

Supplying accommodations for 119,000 low-income laborers
 
The objective of the Program No.27 is to build around 1.75 million square meters of social housing floor area, supplying accommodations for around 175,200 people in 2015. After five years of implementing the program, the whole province has developed 82 social housing projects with total floor area of nearly 3.9 million square meters and total investment capital of more than VND19trillion, providing 238,800 people with accommodations. Of these, 43 are under the Social Housing Project invested by Becamex IDC.
 
The province has so far fulfilled and put 22 social housing projects into use with total floor area of 420,000 square meters at 36,800 people’s demand for housing. As of June 2015, around 200 enterprises operating at province-based industrial compounds and parks have got involved in building social houses for laborers with total floor area of 269,900 square meters.
 
After five-year implementation, provincial Party Committee’s Program 27 has showed its soundness in line with the local development process in the new context. The program has so far developed more than 1.3 million square meters of social housing floor area, supplying accommodations for 119,900 laborers.
 
Possibly speaking, Binh Duong has correctly carried out its policy on social housing development for laborers, contributing to taking care of their lives in association with the local common development. Nguyen Thanh Tai, Director of provincial Department of Construction said that the above results came from the integral efforts by the local authorities at all levels and people.
