The Year of the Cat 2023 had many difficulties and challenges. However, with the solidarity, joint efforts, and consensus of the entire Party, government, and people, Binh Duong province has gained important and comprehensive achievements in many fields.
Significantly, the province's gross regional domestic product (GRDP) increased by nearly 6%, which is higher than the national average and the highest in the Southern Key Economic Quadrangle. According to the most recent announcement by the General Statistics Office, Binh Duong continues to be the locality with the highest per capita income in the country.
Total social development investment capital reached nearly 165,000 billion VND, an increase of 11%, export and import surplus reached over 8.7 billion USD, and total budget revenue was nearly 70,000 billion VND, reaching 106% of the estimate assigned by the Prime Minister. With the efforts and consensus of the political system and the people, the province's public investment work in 2023 had bright spots with a high disbursement rate. Many key inter-regional projects had been started or completed in preparation for construction investment. Besides, Binh Duong continues to be a reliable destination for foreign investors with capital of 1.5 billion USD and more than 4.1 billion USD from the domestic business community.
Binh Duong has also effectively implemented the tasks of Project 06 of the Prime Minister. It is one of the leading localities in successfully piloting pilot models, bringing practical benefits to people and businesses. In particular, Binh Duong Innovation Region has been honored by the Intelligent Community Forum (ICF) as the Top 1 community with typical smart development strategies in 2023.
In the context of economic difficulties, the province has effectively implemented social security policies, ensuring the well-being of its citizens both materially and spiritually. The province organized many important economic and political events and meaningful activities on the occasion of celebrating major holidays of the country and the province. Moreover, national defense - security, social order, and safety have been maintained.
These meaningful results will be an important motivation, contributing to strengthening trust, and creating favorable conditions and opportunities for Binh Duong to grow richer and stronger.

The PPC is determined to carry out key tasks effectively and efficiently according to the Resolutions of the Government, the Provincial Party Committee, and the Provincial People's Council right from the beginning of the year. PORTAL – On the afternoon of February 5, at the Binh Duong Provincial Administration Center, the Provincial People's Committee (PPC) held the 55th Meeting to approve the 2024 Land Use Plan of 09 districts, towns, and cities and the contents of planning and investment policies of projects. Mr. Vo Van Minh - Deputy Secretary of the Provincial Party Committee, Chairman of the PPC chaired the meeting.
Approving the 2024 Land Use Plan of 09 districts, towns, and cities
At the meeting, opinions on the 2024 Land Use Plans of 09 districts, towns, and cities were given and considered.
The 2024 land use plan of districts, towns, and cities includes land recovery plans and land use change plans. The land recovery plan includes the following indicators: area of all types of land allocated in 2024; land recovery plan; land recovery area in 2024; list of works and land recovery projects in 2024; list of works and land recovery projects to be eliminated in 2024.
The plan to change land use purpose in 2024 includes the area of land use change purpose and a list of works and projects to change land use purpose in 2024.
The locations of land recovery areas and land use change purposes are determined according to the 2024 Land Use Plan Map and General Explanatory Report. Moreover, they must be consistent with the Land Use Planning Map up to 2030.
The PPC approves the 2024 Land Use Plan of 09 districts, towns, and cities
Ms. Nguyen Thi Bich Thuy - Deputy Director of the Department of Natural Resources and Environment said that the total land use area in 2024 in 09 districts, towns, and cities in the province is 5,691 hectares. Of which, 5,612 hectares of agricultural land need to be recovered and more than 79 hectares of non-agricultural land need to be recovered. There are about 405 projects implemented in the form of land acquisition with a total area of 5,691 hectares.
Regarding changing land use purposes, in 2024, there will be about 10,149 hectares of agricultural land converted to non-agricultural land. Those lands are mainly in Tan Uyen city, Ben Cat town, and Bac Tan Uyen district, which will be used for key works and projects such as Ring Road 4, An Tay port, new urban areas, etc. A total of 508 projects includes 4,029 hectares of changed land use purposes and about 1,199 hectares of changed purposes of households and individuals.
After reviewing, the delegates believed that the content of the land use plans was basically complete and appropriate, so they agreed to approve the 2024 Land Use Plans of the 9 districts, towns, and cities above.
Adding 09 Ben Cat urban development areas
Another important content that was also considered and commented on at the Meeting was the Department of Construction's Proposal on considering and adding the List of urban development areas to the Ben Cat urban development program.

Mr. Vo Hoang Ngan - Director of the Department of Construction said that to ensure uniformity in implementing investment attraction for urban development investment projects in Ben Cat town, the Department of Construction proposed that the PPC add a list of 09 urban development areas (according to the Master Plan of Ben Cat Town Adjustment to 2040) to Decision No. 1553/QD-UBND dated June 15, 2017, of the PPC.
Specifically, 03 urban development areas along Ring Road 4 include An Dien, An Tay (Port - Logistic - Service urban area); Hoa Loi (high-rise mixed-use area); Tan Dinh, Hoa Loi (urban, commercial, service area). In addition, new urban development areas include My Phuoc (high-rise mixed-use residential area), Chanh Phu Hoa (residential area developed according to traffic hubs), and Phu An, An Dien (high-rise mixed-use residential area). Urban renovation areas include My Phuoc (low-rise mixed-use residential area) and Tan Dinh (high-rise mixed-use residential area).
Other contents are still implemented according to the Ben Cat Urban Development Program approved in Decision No. 1553/QD-UBND of the PPC. Ben Cat Town would continue to take the next steps in investment and urban development according to regulations.
Commenting on this content, leaders of the Department of Natural Resources and Environment said that the Provincial Party Committee and People's Committee had directed the planning and proposed urban development areas, industrial parks, services, urban areas, and logistics zones connected to key traffic routes (including Ring Road 4) as a basis for implementing land recovery plans along both sides of the route to create motivation and space for development, promoting the effectiveness of investment in infrastructure connecting regions and areas.
According to the review, among the 09 urban development areas expected to be added to the Ben Cat Urban Development Program, there are 03 urban development areas along Ring Road 4. This is consistent with the province's policy and is also consistent with the plan to exploit the land fund and create revenue from land to serve the socio-economic development of Binh Duong province.
In addition, to meet the need for teaching and learning facilities for elementary school students, the meeting approved the investment policy for the An Son Primary School project in An Dien commune, Ben Cat town with a total investment of more than 127 billion VND. It is expected to be implemented in 2024 and completed in 2027.

Also at the meeting, the leaders of the PPC, departments, and branches discussed and gave opinions on the following contents: Draft to extend the implementation time of Decision No. 38/2022/QD-UBND of the PPC dated December 6, 2022, on promulgating rural clean water prices in 2023 in the province; Official dispatch implementing Resolution No. 18/2023/NQ-HDND of the Provincial People's Council on amending and supplementing a number of articles of regulations on decentralization of authority for public asset management, procurement of goods and services, and repair Public assets of agencies, organizations, and units; Propose the development of a set of indicators to assess competitiveness at department, branch and local levels in the province; Authorizing the assignment of orders or bidding to provide public services using the State budget of public service units under the Department of Information and Communications; Draft Decision of the PPC on abolishing Decision No. 27/2017/QD-UBND on regulations for considering and allowing the use of travel cards of APEC businessmen in Binh Duong province.

For the Land Use Plan of 09 districts, towns, and cities, the District People's Committee is responsible for publicly announcing the Land Use Plan in accordance with the provisions of land law. They need to carry out land recovery, land allocation, land lease, and change of land use purpose following the approved land use plan. At the same time, they must organize regular inspections of the implementation of the Land Use Plan.

The Spring Buses of Compassion for the Lunar New Year 2024 is a continuation of the support program to bring immigrant workers back to their hometowns to celebrate Tet. It was organized by the Provincial Labor Confederation in coordination with the VSIP Trade Union, to promote the role of Trade Unions at all levels in coordinating with businesses to take care of workers, organizing buses to take workers home to celebrate Tet and take them return to Binh Duong to work after Tet.

Mr. Pham Trong Nhan - Director of the Department of Planning and Investment said that the Ho Chi Minh City - Chon Thanh expressway belongs to the planning of expressway routes in the Southern region approved by the Prime Minister in Decision No. 1454/QD-TTg. It aims to create a key traffic route contributing to the connection and promotion of socio-economic development of the Southeast region, the Central Highlands provinces, and Binh Duong province. On December 8, 2023, the People's Council of Binh Duong province passed Resolution No. 49/NQ-HDND on the investment policy of this project according to the PPP method. When the People's Council of Binh Duong Province approved the investment policy, the project did not have an official opinion from the Prime Minister on the amount of capital allocated to the project. Therefore, the project investment policy does not specifically show the central budget capital structure.
Currently, the Prime Minister has document No. 1303/TTg-KTTH dated December 6, 2023, announcing the expected capital support for the project is 4,000 billion VND from the increase in central budget revenue in 2022. Accordingly, the official capital amount will be assigned by the Prime Minister based on reports from ministries, central agencies, and localities on completing project investment procedures. The Prime Minister directed that projects run by local authorities (including decentralized projects) must have a commitment from the Provincial People's Council to allocate sufficient local budget capital.
The resolution adds a commitment to allocate enough local budget capital to participate in the project and adjust the budget capital structure for the project. Specifically, State capital participation is 8,530.11 billion VND; expected to undertake items including all site clearance costs, supporting construction costs of about 246 billion VND. The central budget capital is 4,000 billion VND and the local budget capital is 4,530.11 VND.

The Ho Chi Minh City Ring Road 4 project, the section from Thu Bien Bridge - Saigon River (phase 1), has been approved by the Provincial People's Council with an investment policy according to the method in Resolution No. 09/NQ -People's Council on May 19, 2023. In order to create favorable conditions for regional connectivity and improve the efficiency of highway exploitation, centripetal national highways have been deployed to promote investment efficiency and traffic connection between Long Thanh International Airport with provinces and cities in the Southern Key Economic Region.
However, currently, through the actual implementation of the investment policy, there have been some changes in the scale of site clearance and land use area… Therefore, it is necessary to adjust the project investment policy to ensure the legal basis for implementation.
Through verification, Ms. Tran Thi Minh Hanh – Head of the Economy and Budget Board of the People's Council said that adjusting and supplementing the investment policy of the Ring Road 4 project to maximize its efficiency of the traffic capacity and serve as a basis for carrying out one site clearance work to avoid affecting people's lives in the project area.
Accordingly, the additional scope of site clearance for the Thu Bien bridge abutment is about 0.6 hectares under project component 1 for site clearance. Adding 02 rest stops (one in each direction) to the project according to the direction of the Prime Minister, thus carrying out site clearance for 02 rest stops of about 05 hectares in component project 1.
Adjusting the expected land use demand from about 419.6 hectares to about 279 hectares. It is due to the actual survey of some sections where investments have been made, some of which have been compensated.
Fees for online public services are reduced from 20% - 50%
Also at the Meeting, delegates of the Provincial People's Council voted to pass a Resolution stipulating fees for online public service provision activities in Binh Duong province; and regulating the prices of medical examination and treatment services that are not covered by the Health Insurance Fund at state-owned medical facilities in Binh Duong province.
Specifically, 05 types of fees for online public service provision have been approved: The fee in the field of water resources is equal to 50% of the fee level for providing direct public services; The construction permit fee is equal to 50% of the fee level for providing direct public services; The fee for evaluating the environmental impact assessment report and environmental improvement and restoration plan is equal to 80% of the fee for direct public service provision; The fees for appraisal, re-issuance, and adjustment of environmental licenses under the environmental licensing authority of the Provincial People's Committee and District People's Committee are equal to 80% of the fee level for direct public service provision activities; and The civil status fee is equal to 50% of the fee for direct public service provision.

Regarding the price of medical examination and treatment services that are not covered by the Health Insurance Fund, this is the minimum price according to the corresponding hospital class specified in Circular No. 21/2023/TT-BYT. It is not higher than the prices of medical examination and treatment facilities under the Ministry of Health and special class hospitals, class I hospitals under ministries and central agencies, and equal to the price of medical examination and treatment services unified health insurance nationwide. At the same time, because the base salary is adjusted to increase to 1,800,000 VND/month and is included in the service price, the price in the draft resolution increases compared to Resolution No. 15/2020/NQ-HDND dated December 10, 2020, of the Provincial People's Council.

PORTAL – The year 2023 marked an outstandingly successful year for Binh Duong provincial sports. Binh Duong provincial athletes have achieved significant success domestically and internationally, marking a historic victory for Binh Duong and Viet Nam.
Identifying that improving the quality of training athletes was an important foundation for elevating the position of Binh Duong sports in 2023, Binh Duong raised the number of sports to 28 with 876 athletes, maintained a 3-line training system i.e., basic, scientific, and inheritable (recruitment line, youth line and gifted line). Besides the centralized lines, the province also invested in grassroots talent classes with nearly 500 athletes of all sports to provide a source of young talent for high-performance sports.
To ensure the quality of new requests for the training and selection of athletes, Binh Duong standardized the team of coaches, and at the same time, there were the most appropriate adjustments to fully utilize their professional abilities, responsibilities, and experience. The province's cooperation with the Institute, the University of Physical Education and Sports, and the National Sports Training Center has been maintained and promoted. Athlete Bao Phuong Vinh had a passion for 3-cushion billiards when he was 11 years old, but at a young age, he could only focus on study. Only after he came back after studying in Australia with a master's degree in economics, did he ask his parents for permission to let him play billiards professionally for 3 years to reach the TOP 20 in the world. I was born in Quang Nam but considered Binh Duong as my hometown because Binh Duong was an important foundation for me to become a professional athlete. This place always created the best conditions for me in all aspects, the most important was that I could compete in international tournaments to gain experience and become more mature and braver. Besides, the coaches always cared for and accompanied their athletes. They were the main and important reasons for me and everyone to achieve today's results".

The results came from the processes of strenuous and persistent training of athletes, attention and proper investments of Binh Duong provincial leaders, the Culture, Sport, and Tourism sector, and the companionship of businesses. The way Binh Duong stepped up partly showed determination and affirmed the position in the overall development of Binh Duong, bringing glory to Vietnamese sports.
Mr. Cao Van Chong – Deputy Director of the Department of Culture, Sport and Tourism shared that the successes that Binh Duong Sports achieved in the past year were a good sign, creating new opportunities and motivations for the province's sports. To get those results, the attention and facilitation of the provincial leaders and the provincial Culture, Sports, and Tourism sector were always active, flexible, and creative. They made efforts to overcome difficulties in management and operation; understood the thoughts and aspirations of athletes; had appropriate plans and promoted motivation to help athletes compete their best to bring proud achievements. Sharing about orientation and plans to conquer "New levels" of Binh Duong Sports in the coming time, Mr. Cao Van Chong said that the province would continue to implement effective Sports Development Projects in the period up to 2025 with an orientation to 2030 towards development in both quality and quantity. Especially, they would pay attention to organizational mechanisms and the process of selecting and training high-achieving sports athletes and developing young talents to supplement the recruitment line. The province was focusing on developing strong sports such as football, volleyball, dance sports, cycling, martial arts, bodybuilding, Chinese chess, chess, etc. These sports were in group 1 of the country (SEA Games, Asiad, Olympic competition) and were metal winners at international and continental levels of the provincial sports teams. PORTAL – On the afternoon of January 31, at the Binh Duong Provincial Administration Center, Mr. Vo Van Minh – Chairman of the Provincial People's Committee (PPC) chaired a preliminary conference summarizing 02 years of implementing Project 06 "Developing the application of data on population, electronic identification and authentication for national digital transformation in the period of 2022-2025, with a vision to 2030" (referred to as Project 06). After 2 years of implementing Project 06, Binh Duong has achieved many positive results. By May 22, 2023, the entire province has issued citizen identity cards (ID cards) to 100% of eligible people. It was one of the first 19 localities nationwide to complete the task. By mid-August 2023, the province had also completed the task of activating electronic identity (eID) accounts according to the Government's target of assigning more than 1.2 million accounts. To date, more than 1.6 million eID accounts have been activated, reaching a rate of 133%. The province is currently ranked 5th nationwide. 43,550 digital signatures have been issued in Binh Duong. Regarding serving digital citizen development, to date, more than 250,000 health records have been created.

For 25 essential public services under Project 06, Binh Duong has completed providing 25/25 administrative procedures on the National Public Service Portal. Up to now, the whole province has 100% of health insurance medical examination and treatment facilities that look up health insurance card information using chip-based citizen ID cards; 100% of educational institutions coordinate with banks, credit institutions, and payment intermediaries to collect tuition, enrollment fees, and other revenues using non-cash payment methods.
The province is making non-cash payments to 31,605/45,048 people with meritorious services (reaching 70%); deploying 60% of non-cash payments at Provincial Hospitals, District Medical Centers, and private hospitals in the province. The resulting payment rate reached 40.6%.

The province's Intelligent Operation Center (IOC) system has connected data of ministries and branches (Ministry of Health, Ministry of Finance, and Ministry of Industry and Trade) through the information and operating center of the Government. The system connects data of 18/19 departments, branches, and 4/6 vertical sectors of the province (State Treasury, Department of Statistics, State Bank, Customs Department). It also forms 15 groups of operating indicators with frequencies of days, weeks, and months and 12 groups of statistical indicators with frequencies of months or more.
Regarding digital transformation, Mr. Le Tuan Anh - Director of the Department of Information and Communications said that in 2023, Binh Duong province completed two major tasks assigned by the Central Government: Issued a list of shared databases and a list of data-sharing services of State agencies in the province; and issued the Open Data Directory of Binh Duong province with 206 open data sets, connected to 18/19 databases/National Information Systems shared by the Government, Ministries and branches through the integrated platform axis, sharing national data. The province completed the information system for handling provincial administrative procedures and was ranked 02/63 localities in terms of satisfaction of people and businesses with the quality of online public service provision, ranked 8/63 localities in the results of administrative reform according to the Set of Indicators 766. For 2 consecutive years (2021, 2022), Binh Duong province's Information Technology Application Ranking Index ranked high among 63 provinces and cities.

The are 8,705 digital technology enterprises in Binh Duong. Digital society activities focus on supporting people in digital transformation. Community digital technology groups continue to be consolidated with 586 groups and 3,400 members. Mobile information waves have covered 100% of the area; 3G and 4G mobile information infrastructure has covered urban areas and industrial parks, with nearly 3,666 mobile transceiver stations, meeting the need for service provision with increasingly high quality.

Accordingly, it is forecasted that in 2024, advantages and challenges will coexist, and improving the business environment has been identified as a key priority by the PPC. At the same time, departments and branches are requested to promptly resolve difficulties and problems of people and businesses. This construction started on December 20, 2021. To date, the implementation volume has reached 70% of the contract.
Regarding site clearance compensation, the Tan Uyen City People's Committee has approved a compensation plan for 14 households with a total estimate of 44,124 billion VND. To date, the handover of premises has reached 58%, and in February 2024, the remaining cases that have received money will continue to be handed over.
The construction unit is accelerating the project's progress and implementing the construction of the remaining items. It is expected to complete the bridge segments in early June 2024 and complete the project in the third quarter of 2024.

According to the report, during the period 2021 – 2023, Thu Dau Mot City People's Committee promptly implemented the project, considering it a key task that contributes to promoting local socio-economic development and smart city construction.
The implementation of the task of reforming administrative procedures has always been seriously prioritized with a high sense of responsibility, resulting in positive changes. Service quality, as well as satisfaction levels of people and businesses, have been improving; 100% of received administrative procedure documents are resolved and returned within the prescribed time limit. Digitizing the results of resolving administrative procedures has contributed to the formation of a shared data warehouse to serve the reuse needs of people.
The officials, civil servants, and public employees have been training and fostering, basically meeting task requirements in the new situation. The arrangement of personnel to receive and return results of agencies, units, and activities of the volunteer team at the City Public Administration Service Center creates favorable conditions for organizations and individuals to conduct administrative transactions. The City People's Committee established the brand identity at the City Public Administration Service Center and the People's Committees of 14 wards, resulting in the digitization of 20,140 records, reaching a rate of 99.9%. The City People's Committee received and resolved 31,260 online administrative procedures documents on the Provincial Public Service Portal. Many positive changes
According to the report, in 2023, the reform of administrative procedures associated with digital transformation has achieved many outstanding results, especially the transformation of online public services level 3 and 4 into online public qualified to perform the entire process or part of the process; online information provision services and qualified online public services do not accept paper documents in the province.
The digital transformation work has achieved many results, laying the foundation for building a digital Government and forming a digital economy and society. Technical infrastructure serving the application of information technology and digital transformation at administrative agencies at all levels is invested in and upgraded synchronously, meeting information security requirements, ensuring technical conditions, and providing applications to serve people and businesses.
The results achieved by Project 06 in 2023 are quite clear and comprehensive in all fields. They are shown in completed tasks that are specifically quantified through targets, achievement rates, and the assurance of proposed progress. For example, issue Citizen Identification, activate VNeID account and electronic identification, provide 25/25 essential public services and 6/6 public services according to Decision No. 422/QD-TTg of the Prime Minister; 177/177 (100%) health insurance-based medical examination and treatment facilities perform health insurance card information look-up using Chip-based citizen ID cards, 31 facilities are qualified to do driving license health check-up. The province is also completing the ecosystem to connect, exploit, supplement, and enrich 100% of population data from the Departments of Justice, Social Insurance, Taxation, Veterans Association, Farmers Association, Elderly Association, and Red Cross.
The reform of administrative procedures associated with digital transformation in Binh Duong province has achieved many outstanding results.
As the results of Administrative Reform according to the Set of Indicators 776 in 2023, Binh Duong province achieved 80.21/100 points, ranked 8/63 provinces and cities nationwide, ranked Very Good, an increase of 22.36 points and an increase of 5 ranking compared to 2022, meeting the goal of entering the TOP 10 of Viet Nam.
At the district level, 08/09 localities are achieving from 80 points to under 90 points, classified as Very Good, and 01/09 localities achieving from 70 to under 80 points, classified as Good. Thus, 100% of district-level units in Binh Duong province are graded Good or better, exceeding the target of 100% of district-level People's Committees being graded Average or better (of which, 50 % of district-level People's Committees ranked Good or better).
Put efforts to breakthrough in 2024
At the conference, delegates shared useful experiences, analyzed to clarify limitations, and proposed solutions for the future. Mr. Nguyen Truong Thi – Deputy Director of the Industry and Trade Department said that there is a shortage of resources for state agencies' digital transformation and a difficulty in its funding. Although it has been given attention and priority, it still does not meet the practical requirements. Personnel performing related tasks mainly undertake many works, and each agency or unit is usually only assigned 01 person to work in information technology. On the other hand, the infrastructure connecting the databases is not synchronized and sometimes lost connection. The National Service Portal is occasionally overloaded and does not meet the needs of organizations, and individuals. From the perspective of the Industry and Trade Department, Mr. Nguyen Truong Chi said that some new fields still lack legal documents for implementation (such as supporting businesses in implementing digital transformation in the field of e-commerce). Moreover, some small and medium-sized enterprises are not interested and do not have enough resources to carry out digital transformation.

To further promote the industry's digital transformation, leaders of the Department of Industry and Trade proposed the following solutions: Promote electronic payment, create conditions for the e-commerce market, digitize, and build a database of industry fields; Test and effectively deploy smart urban services associated with the e-Government system based on the platform system located at the province's Intelligent Operation Center (IOC). The Department also promotes the widespread application of e-commerce among businesses and consumers and develops domestic consumption and export markets, paying special attention to international markets. Cooperate with large-scale and reputable domestic and international organizations and digital businesses to organize training for industry associations, businesses, etc. Applying digital technology in production and business activities, focusing on skills conversion, providing open online courses, etc.
Regarding the provision of interconnected online public services in construction licensing, Mr. Huynh Pham Tuan Anh - Deputy Director of the Department of Construction said that the Department will continue to review and configure the construction licensing process of some units to get opinions on the granting of technical infrastructure licenses such as Fire prevention and fighting, telecommunications. At the same time, the Department will coordinate with the Department of Information and Communications and VNPT to research sending text messages to units to get their comments on construction licensing when documents are submitted and to notify them about the due for comments. The Department will also research the configuration of the entire process and connection for appraisal procedures and complete construction licensing and construction appraisal software to deploy throughout the province.
Sharing some experiences in applying information technology in industry management, Mr. Pham Van Bong - Director of the Department of Agriculture and Rural Development said that in 2023, the Department resolved more than 34,000 administrative procedures for people and businesses (accounting for about 1/3 of the entire province's administrative procedures). 97% of those administrative procedures were resolved before the deadline. Moreover, the Department of Agriculture and Rural Development has digitized the results of resolving administrative procedures reaching a rate of 100%. The Department has implemented the application of water usage payment through banks to limit the use of cash. To date, 10,541 households have applied non-cash payment for water usage. It organized a Workshop on digital transformation solutions in the agricultural sector for farms, cooperatives, organizations, and individuals engaged in agricultural production in the province. It coordinated with Binh Duong's Mobifone to train on digital conversion of traceability solutions and production management using BlockChain technology for 73 people in Bach Dang commune; surveyed and selected 03 households to participate in the mTrace product traceability system (Authentication code), bringing more than 140 OCOP products to the electronic trading floor. The Department also deployed software and information technology applications to serve professional work such as OCOP product classification and evaluation profile management software, FaceFarm production management software, Flycam application in forest management and protection, deploying and building a database for the Agriculture and Rural Development sector.

In 2024, the Secretary emphasized the need to further improve awareness and responsibility of the entire political system on digital transformation, administrative reform, e-government construction, and smart urban construction. First and foremost, leaders need to have an innovative mindset in management and organization.
Building e-government, digital government, and smart cities has no limit, requiring constant innovation, reform, and creativity. The Steering committees at all levels and departments must build specific work designs for their departments based on the central and provincial targets, taking people and businesses as the center to serve. They need to coordinate with the Provincial People's Council to strengthen inspection, supervision, and public inspection of departments, branches, and localities on administrative reform work, etc.

Vietnamese–German University (VGU) was a public university established on 01/09/2008 under Decision No. 1196/QĐ-TTg of the Prime Minister. The school was built on a basic agreement between the Government of Viet Nam and the Federal Government of Germany.
Now, VGU is training about 3.000 domestic and abroad students. The University's facilities meet the training scale of about 6.000 students by 2030 according to the standards of German and international universities.
There were more than 1.500 professors from German Universities coming to teach directly at VGU in more than 15 years. The ratio of international students coming to school to study was high, accounting for 4.6% of the total number of students from more than 20 countries.
40% of VGU students study their final semester at universities in Germany with cooperation scholarships between the school and sponsors, associations, and businesses.
VGU is considered to be the most successful international cooperation project between the Federal Republic of Germany and Viet Nam in many different aspects including deploying loan projects, building infrastructure, and developing training and research teams, etc.
The school also achieved certain achievements such as completing the school construction project from preferential loans borrowed from the World Bank by the Vietnamese Government.

Besides economic diplomacy activities and welcoming international delegations, cultural diplomacy activities were also promoted and took place vibrantly. 2023 marks significant milestones in diplomacy as Binh Duong signed memorandums of understanding (MOUs) establishing friendly cooperative relations with 02 foreign localities, i.e., Nebraska State (the USA) and Artemisa Province (Cuba). The province also signed a MOU with Yamaguchi prefecture (Japan) on cooperation in the field of nursing.
To date, Binh Duong has established friendly cooperative relations with 13 foreign localities. It is an official and reliable member of 03 international organizations. Especially, in 2023, Binh Duong was honored as the TOP 1 community with a typical smart city development strategy in the world by the Intelligent Community Forum (ICF).

The Chairman of the PPC affirmed one of the key factors that helped Binh Duong to achieve those positive results in diplomacy in the past years is the close cooperation and enthusiastic support from the Ministry of Foreign Affairs, Heads of Diplomatic Missions, Consulate Generals, Trade Offices, Associations, domestic and foreign businesses, etc. They have promoted and introduced Binh Duong to international investors and communities, creating opportunities for the province to consolidate and strengthen friendly relations and cooperation with countries and territories abroad for the goal of sustainable development.
In the current context of globalization and international integration, Binh Duong province has been promoting bilateral and multilateral cooperation, and at the same time enhancing exchange and cooperation activities in many fields, prioritizing the fields of high technology, semiconductors, green energy, green economy, circular economy, etc. Those activities have contributed to creating the foundation and motivation for integration, actualizing the goal of becoming an industrial province, a smart and modern city towards improving the people's life quality, creating a favorable environment for the business community.
On behalf of the provincial leaders, The Chairman of the PPC Mr. Vo Van Minh expressed his thanks to the delegates and hoped that diplomatic agencies and corps would continue to support and accompany the province in the work of building Binh Duong to develop more stably in the coming time.

He thanked the provincial leaders for their enthusiastic support to foreign agencies and investors. The Consular Corps would like to continue working and cooperating with Binh Duong in many fields, contributing to the economic development of Viet Nam in general and Binh Duong province in particular.
