The total land area is about 470.4 hectares, the construction floor area is estimated at 9,253,924 m2, meeting about 552,458 population with a total investment of about 84,756 billion VND, higher than the target assigned by the Government. In particular, from 2021 to 2025, it is expected to arrange about 136.1 hectares of investment land to complete about 42,445 social housing units, with a construction floor area of 2,612,721 square meters, meeting about 138,326 population with a total investment of about 23,817 billion VND. From 2026 to 2030, it is expected to allocate about 334.3 hectares of land area, invest in completing about 117,880 social housing units, with a construction floor area of 6,641,203 square meters, meeting about 414,132 population with a total investment of about VND 60,939 billion.

According to the report, in 2023, there were 533 fires in the province, of which, 06 large fires, accounting for 1.12%; 38 medium fires, accounting for 7.13%, and 489 small fires which were promptly extinguished by citizens and on-site fire protection forces, accounting for 91.75%; one person was injured, property damage was estimated at 141 billion VND. Compared to the same period in 2022, the number of fires decreased by 21 cases (533/554 cases, down to 3.93%), decreased by 32 deaths (0/32 people), and decreased by 21 people injured (01/22 people).  Overview of the conference Regarding the type of establishment where the fire occurred, there were 37 fires of the type of warehouse, production, and business establishments (6.94%); 19 single dwellings (3.56%); 11 vehicle incidents (2.1%); 03 housing cases combined with production and business (0.56%); 23 fires of power lines, capacitor boxes (4.31%); 440 grass fires, garbage (82.55%). The cause of the fire is an electrical breakdown, electrical equipment; technical breakdowns, the impact of natural phenomena, self-combustion due to traffic accidents; grass fires, and scrap garbage due to carelessness. Regarding the work of rescuing and salvaging, there were 22 incidents and accidents in the province; compared to the same period in 2022, an increase of 12 cases. Functional forces inspected the fire safety of FPP 13,930 times establishments under provincial and district management and 43,762 visits to establishments at commune level, made 57,692 minutes, and instructed more than 150,000 fire safety FPP solutions. Through the inspection work, it was promptly detected and decided to temporarily suspend 501 cases, suspend the operation of 480 cases where the establishment did not ensure fire safety FPP conditions; and handle administrative violations in 1,808 cases, with a total amount paid to the State budget of 43.88 billion VND. | Binh Duong Industrial Park (IP) was established in 1993, with a scale of 16.5 hectares invested by Thanh Le General Import Export Trading Corporation.  Provincial leaders listen to units report on the project to upgrade and expand Song Than Intermodal station Song Than Station is the largest cargo terminal in the South, carrying out international freight transportation to China and Europe. Therefore, it plays a particularly important to the Southern Key Economic Region. In 2023, the volume of goods transported through Song Than station reached 1.6 million tons, expected to reach 3.2 million tons by 2030. The Ministry of Transport has agreed to upgrade Song Than station into an international intermodal station. However, according to standards and requirements, it lacks the warehouse area for services. Therefore, the Viet Nam Railway Authority wishes Binh Duong province to support site clearance and handover of public land encroached upon by people to upgrade and expand the station, meeting the needs of an international intermodal station. Reporting at the meeting, Deputy Secretary of the City Party Committee and Chairman of Di An City People's Committee Vo Van Hong said that in the first quarter of 2024, the city's socio-economic situation continued to achieve positive results. Total new State budget revenue in the area reached over 2,195 billion VND, equal to 32.7% of the estimate assigned by the PPC (up 29.6% over the same period in 2023). Regarding the disbursement of public investment capital, the implemented volume eligible for disbursement is 69 billion VND out of 727,509 billion VND, reaching 9.5% of the assigned plan. Regarding the compensation and site clearance of projects, 09 projects out of 283 documents with an amount of 468.291 billion VND have been organized payments. Administrative reform and digital transformation have also achieved positive results. Currently, the city is accepting 100% of administrative procedures eligible to perform full and partial online public services. The work of caring for policy beneficiaries is paid attention to and carried out regularly. In particular, in the context of the recession, the production and business activities of companies and businesses in the area face many difficulties. Responding to Di An's proposal on the relocation of rooftop solar power related to the Ring Road 3 project, Mr. Nguyen Thanh Toan - Director of the Department of Industry and Trade said, as the Department determined the Ring Road 3 project as a key project, it had actively coordinated with Di An City and other departments and agencies to come up with a relocation plan and agree to relocate before May 10, 2024 to hand over land for construction of the Ring Road 3 project. For the socialization and embellishment of 02 markets in the city, the Department has worked with Di An to organize auctions and bidding. To speed up the construction progress of key traffic projects in the city, Mr. Tran Hung Viet - Director of the Provincial Transportation Works Construction Investment Project Management Authority proposed that the city should soon complete site clearance and hand over the site to the construction unit to implement the projects. Currently, the handover of the site is slow compared to the proposed schedule because some households do not agree with the compensation price so they have not handed over the site.

It is necessary to promote the potential and advantages of geographical location, promote regional connectivity, and focus on cooperation and development with provinces in the region, especially bordering localities such as Ho Chi Minh City, Dong Nai, and Binh Phuoc to create a unified economic space, overcome bottlenecks, mobilize maximum resources from all economic sectors, combine capital between the Central and localities, promote the attraction of FDI projects, and take advantage of ODA capital, private capital and other legal capital sources to develop economic, socio-cultural, information technology and urban infrastructure. The aim is to focus on developing the province's key transport infrastructure such as Ring Road 3, and Ring Road 4 projects, Ho Chi Minh City - Chon Thanh Expressway, etc., and to connect localities in the Region to the airport (Tan Son Nhat, Long Thanh), seaport (Cai Mep - Thi Vai). Besides, it is necessary to develop Song Than station (Di An) into a key freight transportation center of the Southeast region, and goods transported by railway from Binh Duong will connect with China and other regional and international countries. At the same time, industrialization and modernization are developed to associate with the development of a new industrial-urban service model. In addition, Binh Duong province has been implementing a strategy to develop Smart Cities and Innovation Regions. Another priority direction is developing transport infrastructure to motivate direct investment into the province's overall economy. In the new stage, the province focuses on building a cross-border logistics center (Binh Duong New City) connecting to Long Thanh International Airport and International Transshipment Ports in Ba Ria - Vung Tau province and Ho Chi Minh City. It needs to strongly and synchronously develop the national logistics system, identify Song Than station as the international intermodal freight transit center of the entire South (rail transport), and connect with important economic corridors and Inter-regional trade routes from Ho Chi Minh City - Long Thanh, Nhon Trach (Dong Nai) - Phu My (Ba Ria - Vung Tau). It is necessary to complete the transport infrastructure system connecting trade with international border gate economic zones in Tay Ninh and Binh Phuoc provinces. In the trend of globalization and international integration, an economy that wants to grow quickly and at a high level must rely on at least three basic pillars: applying new technology, developing modern infrastructure, and improving the quality of human resources. In particular, the most important driving force of sustainable economic growth is people, especially high-quality human resources. That means people who are invested in development, skills, knowledge, workmanship, experience, and creative capacity to become "a source of capital - human capital". The province has focused on training and developing high-quality human resources and creating a synchronous economic development with pillars of economy - society - environment. Overview of the ceremony The road construction project from Tan Long to Lai Uyen started on October 06, 2021. Dai Phong Infrastructure Construction Joint Stock Company won the construction contract (both phase 1 and phase 2) with the winning bid price of 427 billion 991.4 million VND. The project is invested and built with a road length of 8,648 meters (section in Bau Bang district). 
Leaders of the province and Bau Bang district cut the ribbon to officially open the road from Tan Long - Lai Uyen to Bau Bang Industrial Park on Tan Uyen - Phu Giao - Bau Bang road After 30 months of construction, up to now, the project has been completed inaugurated, and put into use, thereby connecting traffic with main roads such as National Highway 13, DH.613, etc. to improve exploitation efficiency, serve needs, and shorten travel and freight distances in the region.

Seeking and exploiting the potential for cooperation in developing the pharmaceutical industry between Viet Nam and China, speaker Fu Qiang - Chief Engineer, China Sinopharm International Corporation, China said that this is a potential field between the two countries. Viet Nam and China can cooperate in providing raw materials for the pharmaceutical industry, and Viet Nam can export pharmaceutical products through transit markets between different countries in Southeast Asia. Chinese pharmaceutical companies can promote cooperative relationships by transferring technology to produce traditional medicine products; and financial and human resources support in Viet Nam to develop pharmaceuticals in Viet Nam.  Speakers discuss at the Plenary Session Sharing about solutions to overcome the middle-income trap, speaker Anson Chan - Chairman and Managing Director, Bonds Group of Companies, Hong Kong, China said that if countries with emerging economies do not find solutions to overcome the middle-income trap, they will not be able to continue to develop. Taking typical examples of countries facing the above situation such as Thailand, Malaysia, and even Viet Nam, speaker Anson Chan cited evidence that we can see why countries with emerging economies that are on the development path gradually stagnate. According to speaker Anson Chan, there are many reasons leading to the above situation such as Corruption, human resource training that does not meet market requirements, etc. China has taken measures to overcome this stagnation, such as fighting corruption, improving the quality of human resource training; upgrading infrastructure in a modern and synchronous way, etc. However, China's economy is still growing slowly compared to the plan. There are many lessons that Viet Nam can refer to from China to find solutions to overcome the above situation. For Viet Nam to overcome the middle-income trap, according to Mr. Anson Chan, policies towards the people are very important.  Speaker discusses the current issue of globalization Sharing the issue of innovation, speaker Zhi Peng - Secretary General, Zhongguancun M&A Promotion Association, China said that China has taken the initiative to build world-class parks, with investments in 05 different policies with a total value of 1 billion CNY. That is a policy to promote innovation capacity and support research capital; policies to promote technology funding for technology companies and "startups"; build science parks, nurseries, and scientific research at schools and institutes; support innovation ecosystems; and globalization involves supporting enterprises to invest abroad. There are also enterprise incubators and venture capital funds operating outside of China. The Chinese government also provides support in terms of capital mobilized from within and outside of China; capital support from the national budget. Regarding the potential for enterprises to invest in Viet Nam, speaker Nhan Huc Quan said that the human resource factor in Viet Nam is an issue that enterprises are very concerned about. According to her, corporate income tax in Viet Nam is very good, much lower than in other countries. In the future, there will be many enterprises interested in the Vietnamese market. However, Viet Nam needs to further simplify procedures related to granting work permits to foreign workers. | Informing the Delegation, Chairman of the PPC Vo Van Minh said that Binh Duong's economic growth scale currently ranks third in the country, in which the industrial structure accounts for a high proportion; along with that is the rapid population growth and the urbanization process is taking place strongly. Therefore, the demand for electricity output is very large. To contribute to the province's economic achievements, the coordination and support of the Electricity branch is needed.
Overview of the meeting As reported by the Delegation, commercial electricity output from the beginning of the year until now of 21 provinces and cities in the Southern region increased by 13.4% over the same period in 2023, mainly increasing in residential consumption, industry, and construction. Currently, Binh Duong ranks third in the country in electricity consumption, only behind Ho Chi Minh City and Ha Noi. In the first 3 months of the year, Binh Duong Electricity branch provided 3 billion 920 million kWh, an increase of 14.25% over the same period in 2023. Commercial electricity output reached 3 billion 786 million kWh, an increase of 14.3% over the same period in 2023, of which industrial electricity output accounts for 71.05% of the total output. Consumption of electricity output increased by 19.11%.  Delegation representative raises recommendations and proposals at the meeting Over the past time, EVN has made efforts to ensure electricity supply for the Southern region in general and Binh Duong in particular. However, with Binh Duong's rapid industrial development and urbanization rate, it is forecasted that the demand for electricity output will increase in the near future. However, with the current difficulties in investing in new power projects, to ensure power sources for the province, the delegation hoped for the province's support in ensuring electricity supply and implementing effective electricity-saving solutions in the province; as well as support in resolving difficulties and obstacles in site clearance and implementation of power grid projects.
