The session approved the report on the socio-economic, national defense, and security situation in May 2025. During the month, the PPC focused on implementing resolutions, conclusions, and directives from the Central Government, National Assembly, Government, Prime Minister, Provincial Party Committee, and Provincial People's Council regarding socio-economic development; focused on organizing and restructuring the administrative apparatus and the two-tier local government model; regularly worked with departments, agencies, and localities, engaged with citizens, businesses, and investors to promptly resolve difficulties and obstacles related to procedures, land, production, and business; and accelerated the completion of procedures and dossiers for key projects and works in the province.

The province's socio-economic situation achieved many positive results; several important economic indicators continued to grow strongly, with each month surpassing the previous one, including industrial production, trade - services, exports, domestic and foreign investment attraction, and budget revenue and expenditure, ensuring the set double-digit growth target.

The Industrial Production Index (IIP) is estimated to have increased by 16.34% compared to the same period in 2024; accumulated over 5 months, the IIP is estimated to have increased by 9.22%.

The province is expediting the completion of legal procedures to ensure timely investment in industrial parks; groundbreaking ceremonies have been held for Cay Truong Industrial Park and Bau Bang Expanded Industrial Park (Phase 2).

Export turnover is estimated to reach nearly 3.4 billion USD, an increase of 23.3% over the same period; accumulated over 5 months, it reached 14.8 billion USD, up 9.9% over the same period.

Import turnover is estimated to reach 2.5 billion USD, an increase of 10.8% over the same period; accumulated over 5 months, it reached 10.5 billion USD, up 10% over the same period.

Regarding the "Eliminating temporary and dilapidated houses" program, the province has so far commenced construction and renovation of 350 out of 470 houses, achieving 74.46% of the plan.

As of May 20, 2025, the total disbursement value reached 2,049 billion VND, fulfilling 5.7% of the plan assigned by the Provincial People's Council and 10.5% of the plan assigned by the Prime Minister. The province has launched a 100-day emulation peak period to accelerate the disbursement of the 2025 public investment capital plan.

Accumulated over 5 months, the province attracted 63,420 billion VND in domestic investment capital (an increase of 32.7% over the same period) and 795 million USD in foreign investment capital (2.3 times higher than the same period).

Total budget revenue for the first 5 months is estimated at 39,491 billion VND, reaching 55% of the Prime Minister's assigned estimate and 50% of the adjusted estimate approved by the Provincial People's Council, an increase of 29% over the same period.

The session also considered and provided opinions on issues including: seeking opinions on the simultaneous approval of investment policies and investors for commercial housing projects where investors already have residential land use rights and other land; the results of negotiations for the project contract for the Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway section through Binh Duong province under the public-private partnership (PPP) model; the draft Decision repealing previous Decisions of the PPC on regulations for managing power grid facilities and handling violations of electrical safety; regulations on industrial explosive materials management; regulations on the management and use of industrial promotion funds in the province, and more.

Concluding the session, Chairman of the PPC Vo Van Minh basically agreed with the submitted contents. Regarding the socio-economic situation, the Chairman of the PPC assessed that with the current growth momentum, the province's socio-economic growth for the first 6 months is projected to exceed 8%, with some key economic indicators continuing to show strong growth, such as exports and investment attraction, notably a breakthrough in domestic investment attraction, and budget revenue reaching 55%.

However, the production and business situation of enterprises still faces difficulties; enterprises producing and trading key commodities are urgently exporting previously signed orders within the 90-day temporary suspension period to avoid impacts from US countervailing duties. Public investment capital disbursement remains low compared to the plan.

The Chairman of the PPC requested all departments and localities to implement the directives of the Central Government, National Assembly, Government, Provincial Party Committee, and Provincial People's Council, as well as the plans of the PPC on socio-economic development, aiming for double-digit economic growth in 2025; to strictly focus on organizing and restructuring administrative apparatuses at all levels.

At the same time, accelerate the disbursement of public investment capital, focus on implementing the 100-day emulation peak period for the disbursement of the 2025 public investment capital plan; and develop the mid-term public investment plan for the 2026-2030 period.

Strengthen administrative discipline and order. Continue to effectively implement administrative reform, document digitalization, digital transformation, Project 06, and the Smart City initiative. Monitor, inspect, and supervise administrative procedure reform.

The session reviewed and provided feedback on the draft Decision to approve the 1/2,000-scale zoning plan for the ecological tourism, resort, and entertainment service area at Tha La Peninsula, Dau Tieng Lake.

Overview of the meeting

Accordingly, the area under planning research is located within the administrative boundaries of Dinh Thanh Commune, Dau Tieng District, with its borders defined as follows: To the East, it borders Nui Cau protection forest and provincial road DH.703ND. To the West and North, it borders Dau Tieng Lake. To the South, it borders Dau Tieng Lake and provincial road DH.703ND.

The total area for planning is approximately 458 hectares, including land earmarked for tourism development combined with approximately 36 hectares of natural lake surface within the total 458 hectares, designated for boat piers and various water bodies (lakes for aquatic organisms and aquatic plants).

The nature of the area is an ecological tourism, resort, and high-end entertainment service complex.

The projected maximum daily capacity and carrying capacity is approximately 61,601 people. The maximum number of visitors for a single stay can accommodate around 13,613 people.

The total number of accommodation rooms can accommodate approximately 4,880 rooms, including hotels and various types of low-rise accommodation facilities. The direct and indirect labor force is estimated at approximately 16,000 people.

The spatial organization of the planned area will ensure distinctiveness according to each functional cluster, while fostering dynamic interaction and integration within each zone. Each cluster of buildings, though unique, will be harmoniously linked by transitional spaces to avoid disrupting the area's landscape.

The aim is to establish the area as a high-end tourist destination offering services such as: ecological tourism, ecological resorts, conference tourism, and entertainment seamlessly connected with mountain and waterfront attractions, along with experiential tours forming a high-quality, all-inclusive tourism package.

Development of the planned area will adhere to ecological and environmentally friendly standards, leveraging natural landscape resources to create a world-class high-end tourist destination.

This area will focus on developing entertainment complexes, commercial centers, hotel and resort clusters, convention centers, theme parks, parks – squares, and jetties, etc., to meet the accommodation, leisure, and entertainment needs of tourists.

Concluding the meeting, Chairman of the PPC Vo Van Minh fundamentally concurred with the submitted proposals. At the same time, he urged Dau Tieng and Tan Uyen localities to promptly review, supplement, and finalize their overall master plans and urban development programs, ensuring timely implementation as planned.

​Accordingly, the maximum pricing applies to on-demand services related to notarization in the province, including: drafting contracts and transactions; typing and printing contracts and transactions; document translation; photocopying papers and documents; and duplicating archived dossiers.

Notary practice organizations in the province are responsible for determining specific prices for each type of notarization service, but these prices must not exceed the maximum rates stipulated in this Decision and must be declared in accordance with regulations; concurrently, these prices must be publicly posted at their offices.

The Department of Justice shall preside over and coordinate with relevant departments, agencies, and localities to implement and guide the execution, and inspect the compliance with this Decision.

​The plan aims to highly concentrate and mobilize maximum resources to implement tasks and solutions to boost public investment capital disbursement as directed by the Government, the Prime Minister, and the Provincial Party Committee's Standing Committee during the remaining period of 2025, before implementing the policy of rearranging provincial and communal administrative units as directed by the Government.

The plan is divided into two phases. Phase 1: Strive to achieve a provincial public investment disbursement rate of 50% of the Prime Minister's assigned plan by June 30, 2025, with key projects without difficulties aiming for over 60% disbursement.

Phase 2: Strive to achieve a provincial public investment disbursement rate of 70% of the Prime Minister's assigned plan by August 31, 2025, with key projects without difficulties aiming for over 80% disbursement.

The emulation content focuses on innovating leadership, direction, management, and effective use of public investment capital. It upholds the role and responsibility of heads in monitoring and urging the implementation progress of each project to promptly resolve difficulties and obstacles; linking task performance results with the responsibilities of assigned officials, civil servants, and public employees.

The campaign encourages administrative procedure reform in public investment capital disbursement, ensuring swift and compliant procedures with current legal regulations on investment preparation, construction implementation, construction supervision, and project finalization.

Tasks and solutions include: assigning public investment disbursement targets to each agency and unit; definitively resolving difficulties and obstacles in public investment capital disbursement; shortening the processing time for public investment project procedures, reducing resolution time by at least 30% compared to current regulations. Promoting administrative procedure reform and applying information technology in handling public investment procedures.

Arranging overtime outside administrative hours, increasing shifts and teams, and organizing construction reasonably to ensure both accelerated progress and adherence to project quality and labor safety requirements.

Concurrently, promoting decentralization, delegation of authority, and individualization of responsibilities in public investment capital disbursement. Strengthening inspection and supervision of implementation. Strictly implementing reward and disciplinary measures for individuals and organizations involved in public investment capital disbursement.

Heads of departments, agencies, and Chairmen of People's Committees of districts and cities shall implement this plan based on the assigned tasks and solutions.

With a total investment capital exceeding 5,459 billion VND, Cay Truong Industrial Park is planned on an area of 700 hectares, prioritizing the attraction of high-tech and environmentally friendly industries; it is expected to create 35,000 jobs.

The Bau Bang Expanded Industrial Park Project (Phase 2) adds 380 hectares of cleared land adjacent to the existing industrial park, providing synchronous and modern infrastructure, ready to serve large-scale industrial manufacturing investors. The total estimated investment capital is 3,500 billion VND. The project is oriented towards developing an ecological industrial park model, harmoniously integrating production with environmental protection, aiming to attract high-quality enterprises, especially green businesses.

Regarding technical infrastructure, both industrial parks are built to international standards, integrating digital technology solutions such as smart monitoring systems, IoT, and automated operational management. These are steps for Binh Duong province to ascend to a higher level in the global industrial value chain, aiming to build a new ecosystem that complements the existing one, meeting the highest demands of domestic and international investors and workers in the period of comprehensive and increasingly deep integration.

Overview of the meeting

At the meeting, Mr. Bui Minh Tri - Vice Chairman of the PPC, briefly introduced Binh Duong province's socio-economic situation. In recent years, Binh Duong has consistently been one of the leading provinces and cities nationwide in attracting Foreign Direct Investment (FDI). Binh Duong's import-export turnover accounts for approximately 10% of the country's total. The entire province currently has 4,487 investment projects from 65 countries and territories, with a total registered capital of 42.6 billion USD. Among these, China leads with 1,844 projects and a total investment capital of over 11.3 billion USD.

The Vice Chairman of the PPC emphasized that, to facilitate convenient and effective business operations for enterprises, Binh Duong has invested in completing its comprehensive road, expressway, railway, and river port transport systems. These systems connect the region and serve to transport goods to airports and seaports. In addition to the existing industrial parks, the province continues to develop new-generation industrial parks towards ecological, high-tech, specialized, and science and technology industrial park.

Discussing with provincial leaders, Mr. Yu Zhi Min stated that Midea Group is one of the leading corporations in the home appliance industry in China. The Group's first factory outside China was established in Viet Nam-Singapore Industrial Park I, Thuan An City, in 2007. Subsequently, the Group built its second factory in My Phuoc 3 Industrial Park, Ben Cat City.

Over recent years, Midea Group's factories in Binh Duong have operated efficiently and experienced robust growth in production and business. Revenue in 2024 increased by over 50% compared to 2023. Businesses highly appreciate Binh Duong Province's strong infrastructure development and attractive investment promotion policies. Therefore, Midea Group is keen to explore opportunities for further investment and expansion of its factories in Binh Duong.

​The Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway project has a total investment of 8,283.276 billion VND, passing through 04 localities: Tan Uyen City, Bac Tan Uyen District, Phu Giao District, and Bau Bang District, with a length of 45.659 km.

The land area to be acquired for the project is approximately 322.24 hectares. There are 1,394 households, individuals, and 17 organizations affected by the project, with 194 cases expected to be relocated.

To date, land acquisition notices have been issued for 1,304/1,650 cases (79%), expected to be completed in Q2/2025. Surveying has been completed for approximately 1,602/1,650 cases (97.1%), and inventory taking for about 943/1,650 cases (57.2%), both expected to be completed in Q2/2025. Three out of four localities (Bau Bang, Phu Giao, Tan Uyen) have issued decisions on land compensation unit prices, while Bac Tan Uyen District is expected to approve them in May 2025.

Ho Chi Minh City Ring Road 4 Project was decided by the Prime Minister to be added to the list of important national and key transport sector projects. The project passes through Binh Duong province and consists of 03 component projects, including Component Project 1 – Site Clearance for Ho Chi Minh City Ring Road 4 section from Thu Bien Bridge – Saigon River, which was approved by the PPC with a total investment of 7,926.321 billion VND.

The project is large-scale, with an estimated land acquisition area of 239.8 hectares, passing through Thu Dau Mot City, Tan Uyen City, Ben Cat City, and Bac Tan Uyen District; affecting approximately 1,451 cases with about 300 cases subject to resettlement.

To date, localities and the Provincial Land Fund Development Center have issued land acquisition notices for 1,031/1,451 cases (70%). Surveying has been completed for 845/1,451 cases (58.2%) and inventory taking for 605/1,451 cases (41.7%). Tan Uyen City has issued land acquisition unit prices, while the remaining localities are expected to approve land prices in May 2025.

At the working session, departments and localities reported some difficulties and obstacles in implementing the projects. For the Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway project, the slow approval of land compensation unit prices has affected the approval of compensation, support, and resettlement plans, as well as the disbursement of capital allocated for the project in 2025. The handed-over site area for the project so far only reaches 2.8%, significantly affecting the project's completion progress as planned.

Speaking at the conference, Vice Chairman of the PPC Bui Minh Thanh assessed that the work has been basically carried out on schedule, and the "bottleneck" regarding land prices has been resolved. He urged each department and locality to make greater efforts and determination to accelerate the project progress. By May 20, 2025, land acquisition notices are to be completed. Simultaneously, surveying and inventory taking are to be deployed; localities that have issued land unit prices should proceed with public listing, and the remaining localities should urgently approve land prices. The Land Fund Development Center should review and mobilize additional human resources for land price approval for the projects.

Giving direction at the conference, Chairman of the PPC Vo Van Minh stated that the public investment disbursement rate in the first 6 months of 2025 largely depends on the progress of these projects. Therefore, localities need to make greater efforts, and the Secretaries and Chairmen of districts and cities should uphold their sense of responsibility, working together to further accelerate the work progress. To ensure the disbursement of medium-term and 2025 capital allocated for the project, and to secure the construction site, it is necessary to urgently complete the procedures for approving the compensation plan for the remaining land area affected by the Phuoc Hoa Rubber Joint Stock Company project. Localities are to continue finalizing procedures related to surveying, inventory taking, and approving unit prices and compensation plans. The PPC will launch a peak campaign for public investment disbursement with milestones on June 30, 2025, and August 30, 2025.

​The Binh Duong Concentrated Information Technology Park spans an area of 15.47 hectares, located within the Binh Duong Industrial – Service – Urban Complex in Hoa Phu Ward, Thu Dau Mot City, Binh Duong Province.

The Binh Duong Concentrated Information Technology Park shall fulfill the functions and duties of a concentrated information technology park as stipulated in Article 4 of Decree No. 154/2013/NĐ-CP dated November 8th, 2013, of the Government.

Regarding preferential policies: Enterprises implementing projects in the information technology sector that invest in the Binh Duong Concentrated Information Technology Park shall enjoy incentives stipulated in Decree No. 154/2013/NĐ-CP dated November 8, 2013, of the Government, and other preferential policies applicable to concentrated information technology parks as prescribed by law.

The Deputy Prime Minister authorizes the Chairman of the Binh Duong Provincial People's Committee to decide on the establishment of the management organization and to issue the operating regulations for the Binh Duong Concentrated Information Technology Park in cases where the project is invested with state capital.

In cases where the project is invested with non-state budget capital, the management organization of the Binh Duong Concentrated Information Technology Park shall be an enterprise established and operating in accordance with the Law on Enterprises.

The Binh Duong Provincial People's Committee is responsible for presiding over, coordinating with ministries, sectors, and relevant agencies to organize the implementation; ensuring the effective and compliant investment, construction, management, and operation of the Binh Duong Concentrated Information Technology Park; and selecting investors to implement infrastructure construction projects for the Binh Duong Concentrated Information Technology Park in accordance with investment laws.

The Binh Duong Provincial People's Committee shall guide the implementation of environmental impact assessment for infrastructure construction projects within the Binh Duong Concentrated Information Technology Park in strict compliance with environmental protection laws.

​At the meeting, Mr. Jaya Ratnam affirmed that Binh Duong is always an important strategic partner of Singapore. Singaporean investment in Binh Duong is increasingly making a significant mark. Notably, the Viet Nam - Singapore Industrial Park (VSIP) stands as a symbol of friendship and strong ties in the economic development of Vietnam and Singapore.

After more than 28 years of formation and development, there are currently 18 Viet Nam Singapore Industrial Park and Township (VSIP) projects (with a total scale of over 10,000 hectares) bearing the VSIP brand across various provinces and cities throughout Viet Nam. VSIP has become an exemplary model for integrated industrial park development both domestically and internationally.

Mr. Vo Van Minh - Chairman of the PPC expressed gratitude to His Excellency Jaya Ratnam for his consistent affection for Binh Duong over the past period. The Chairman of the PPC stated that Singapore currently ranks third among 65 countries and territories with investment projects in Binh Duong, comprising 327 investment projects with a total capital of nearly 5.94 billion USD.

According to the consultant's report, regarding the alignment and station locations, the railway line from Bau Bang Station to An Binh Station is fundamentally updated based on the Ho Chi Minh City - Loc Ninh national railway line approved by the Prime Minister and the detailed railway master plan for the Ho Chi Minh City hub area.

Regarding the line's scale, the starting point of the railway line is An Binh Station (Di An Ward, Di An City), and the end point is Bau Bang Station (Lai Uyen Town, Bau Bang District). The total length of the railway line is approximately 52.25 km, with 10 stations; the plan is for a double-track line with a gauge of 1,435mm. This railway type will transport both passengers and goods. The railway line will traverse Di An City, Thuan An City, Tan Uyen City, Thu Dau Mot City, Ben Cat City, and Bau Bang District.

Regarding the alignment, the route starts from An Binh station, runs parallel to the left of My Phuoc - Tan Van road, then at Binh Chuan area, turns right towards the East of Thu Dau Mot City, and subsequently proceeds westward towards VSIP II Industrial Park to Bau Bang station.

The Di An - Bau Bang railway line is expected to be put into operation in 2033.

Following the report from the consulting unit and feedback from various departments and agencies, Mr. Vo Van Minh - Chairman of the PPC, requested departments and agencies to coordinate with the consulting unit to determine the number of overpasses and underpasses along the route for inclusion in the preliminary feasibility study's intersection options. Additionally, he urged continued review and adjustment of local planning to finalize the alignment.

In the next report, the Chairman of the PPC requested the consulting unit to provide a clear report on the financial plan, investment methods, projected technology, and other aspects of the railway line. Localities traversed by the railway line are advised to review the volume of compensation for site clearance to facilitate project implementation.

On the same morning, Mr. Vo Van Minh - Chairman of the PPC held a working session with the leadership of Thu Dau Mot City regarding the adjustment of the city's sub-area planning. He requested Thu Dau Mot City to urgently coordinate with the Department of Construction to carry out the procedures for adjusting the 1/5000 sub-area planning of Thu Dau Mot City. By the end of June 2025, steps must be taken to collect feedback from relevant departments and the public; striving to complete the adjustment of Thu Dau Mot City's sub-area planning by mid-July 2025.

​​At the reception, on behalf of the provincial leadership, Mr. Bui Minh Thanh welcomed the Delegation to visit and work with Binh Duong Province. He also shared some of the province's outstanding achievements in socio-economic development in recent times, development orientations, and investment invitations in several fields including innovation, science and technology, education, and healthcare. The Vice Chairman of the PPC stated that, cumulatively by March 31st, 2025, the entire province had 4,472 investment projects from 65 countries and territories with a total registered capital of 42.6 billion USD. Binh Duong currently ranks second nationwide in attracting foreign direct investment, only after Ho Chi Minh City. Binh Duong prioritizes attracting investment in high-tech industries, semiconductor industry, green energy, green economy, and circular economy; high-tech, advanced, and environmentally friendly sectors that are less labor-intensive and create high-added value; financial services, logistics, and other modern services; supporting industries, and high-tech agriculture, etc.

Ms. Ariadne Feo Labrada highly appreciated Binh Duong's development orientation and stated that the Mariel Special Development Zone (ZED Mariel) is a significant project of Cuba aimed at attracting foreign investment and promoting the economic development of the island nation. ZED Mariel focuses on industries such as manufacturing, food processing, information technology, electronics, automotive, pharmaceuticals, and renewable energy. These sectors are expected to make substantial contributions to Cuba's economic growth in the future. Businesses operating within ZED Mariel benefit from tax incentives such as corporate income tax reduction and import-export tax exemption for an extended period. ZED Mariel also provides a modern infrastructure with state-of-the-art factories, warehouses, and logistics services, facilitating production and trade activities.

Emphasizing the long-standing and strong friendship between Vietnam and Cuba, as well as the affection between the people of the two countries, Ms. Ariadne Feo Labrada expressed her hope that in the future, Binh Duong and Cuban localities will explore cooperation in the advantageous industries and sectors of ZED Mariel to further strengthen the solidarity and friendship between the two nations.

​The FTA Index serves as a metric to evaluate the implementation capacity of commitments within FTAs across 63 provinces and cities.

The FTA Index is structured upon four key pillars: dissemination and communication of FTAs; implementation of legal regulations related to FTAs; policies supporting enhanced competitiveness; and the execution of sustainable development commitments.

The total score for each locality is calculated based on a 10-point scale for each component indicator, culminating in a maximum total score of 40.

The top 10 leading localities nationwide in terms of the 2024 FTA Index scores are as follows: Ca Mau (34.90 points), Thanh Hoa (34.13 points), Binh Duong (34.02 points), Khanh Hoa (32.92 points), Tra Vinh (32.74 points), Long An (32.50 points), Ha Giang (32.46 points), Bac Lieu (32.43 points), Ninh Binh (31.74 points), and Dien Bien (31.72 points).

The development of the FTA Index is not merely a ranking exercise, but also a strategic step in measuring the effectiveness of international integration at the local level – the place where FTA commitments are directly implemented for businesses.

Through this set of indicators, the Government will gain a clearer understanding of the implementation of support for businesses in utilizing FTAs by localities, thereby enabling it to provide guidance and oversight on the implementation of FTAs at the local level. Simultaneously, it allows for timely solutions and support to address difficulties, thus helping businesses to have sustainable development orientations, meet integration standards, and contribute to the successful realization of Viet Nam's economic growth, investment, and trade objectives.​

​Accordingly, the Department of Agriculture and Environment is authorized to appraise and approve the appraisal results of environmental impact assessment reports, environmental restoration and rehabilitation plans in mineral exploitation activities, and issue Environmental Permits for investment projects located outside industrial parks and those within industrial parks exempt from wastewater connection under the jurisdiction of the Provincial People's Committee.

Specifically: Receiving dossiers and organizing the appraisal and approval of appraisal results of environmental impact assessment reports; environmental restoration and rehabilitation plans in mineral exploitation activities; receiving dossiers and organizing the inspection, appraisal, and issuance, renewal, adjustment, and reissuance of Environmental Permits; and revoking the right to use and reclaiming issued Environmental Permits.

Simultaneously, receiving and responding to annual periodic environmental protection work reports; conducting inspection and supervision of the implementation of the contents of the Decision approving the appraisal results of environmental impact assessment reports, environmental restoration and rehabilitation plans, and Environmental Permits.

The Decision takes effect from March 27, 2025, and replaces Decisions No. 975/QD-UBND dated April 26, 2022, and No. 2171/QD-UBND dated September 9, 2022, of the Provincial People's Committee.

Authorization period: From March 27, 2025, to December 31, 2025. During the implementation process, if the Central Government issues new regulations, the Department of Agriculture and Environment will advise the Provincial People's Committee to amend, supplement, or replace them accordingly.

Overview of the meeting

At the meeting, Mr. Trinh Hoang Tuan Anh - Deputy Director of the Department of Finance briefly introduced socio-economic of the province.

Binh Duong currently has 4,430 investment projects from 65 countries and territories, with a total registered capital of 42.5 billion USD. Among them, China leads with 1,806 projects, totaling over 11.2 billion USD in investment capital.

In the coming time, Binh Duong will prioritize attracting investment in high-tech industries, the semiconductor industry, green energy, green economy, and the circular economy.

Mr. Liang Te - Director of the Foreign Trade Department, Qinghai Provincial Department of Commerce (China), highly praised Binh Duong's economic achievements and development strategy. He also provided a brief overview of Qinghai Province's geographical location and economic development.

Accordingly, Qinghai Province has the largest freshwater lake in China and is the origin of major rivers, playing an important role in China's ecosystem.

Currently, the province is receiving attention from China and increasing investment in infrastructure development to protect local ecological resources, develop green energy sources such as wind power and solar power, and promote tourism. The province also has a developed chemical industrial manufacturing sector.

Mr. Liang Te stated that Qinghai and Binh Duong provinces share many similarities in economic development strategies. Therefore, Qinghai Province hopes to have more opportunities to promote trade and investment cooperation with Binh Duong in the province's key industries.

To proceed with cooperation, both parties need to conduct a deeper exploration in each specific area and develop a detailed and suitable cooperation plan.

At the ceremony, Singapore's Prime Minister Lawrence Wong and Vietnamese Prime Minister Pham Minh Chinh, along with leaders from ministries, sectors, and localities of both Viet Nam and Singapore, witnessed the signing of Memoranda of Understanding between Sembcorp Development and its joint venture partner Becamex IDC, and various localities. These MOUs pertained to research, cooperation, and development of VSIP projects in the southern region of Binh Duong Province, as well as in the northern regions of Hai Phong City, Hung Yen Province, and Hai Duong Province.

With its strategic location within the developing industrial ecosystem of Northern Viet Nam, VSIP Thai Binh is positioned to become a key satellite industrial park, supporting the network of major manufacturers and suppliers in high-value sectors such as electronics, precision engineering, and renewable energy.

Established in 1996, VSIP is founded on the joint economic cooperation platform of the Vietnamese and Singaporean governments. VSIP projects are implemented through a joint venture between Viet Nam's Becamex IDC and Sembcorp Development, a subsidiary of Sembcorp Industries, Singapore. VSIP Group is currently developing 20 urban, industrial, and service zones across Viet Nam with a total area of 12,000 hectares. VSIP supports over 1,000 customers from 30 countries and territories with a total investment of 23.4 billion USD.
