Accordingly, the Plan strives to achieve the goals by 2025. Utilizing talents to work in agencies, units, and localities of the province is about 10% of the total number of new recruitments, and striving for the rate of trained talents in the fields of science and technology reach 30% in 2025.
By 2030, with a vision for 2030, maintaining the rate of attracted talents to work in agencies, units, and localities of the province is not under 20% compared to the total number of yearly new recruitments. Strive to reach 100% talents (recognized) working after 5 years of being attracted and utilized to work in agencies, units, and localities of the province. The rate of trained talents in the fields of science and technology will reach 60% by 2030 and reach 100% by 2050.
The Department of Home Affairs coordinates with agencies and units to review, research, develop, and complete regulations related to the implementation of the policies on attracting, and utilizing talents according to the legal regulations and suitable to the practical situations of the province; Review and complete the regulations on recruitment, use, and management of civil servants and public employees.
The search for talents aims to discover people with moral qualities, a standard lifestyle, the desire to contribute to and serve Fatherland and its people, outstanding qualifications, works, products, achievements, merits, or special contributions that create progress and development of several industries and fields of the province and focus on the following groups: students with good or excellent academic achievements have outstanding qualities and talents from educational and training establishments; people with academic degrees, master's degrees, doctorates, professors, associate professors have research works recognized and applied effectively in practical life; Civil servants, public employees and workers working at agencies and units of the Party, State, Viet Nam Fatherland Front and socio-political organizations have outstanding capacity and always perform well in tasks and public duties; people with outstanding qualifications, abilities, and practical experience are working in other fields and regions both domestically and internationally.
At the same time, it is necessary to focus on improving quality and creating breakthroughs in training and fostering talents; improving the quality of leadership and management teams at all levels in discovering, attracting, and appreciating talented people; and enhancing cooperation, exchange, and international integration of talent. Besides it needs to build a fair, professional working environment, a civilized and modern living environment, and encourage organizations, individuals, and heads of agencies, organizations, and units to implement talent policies and strictly and promptly handle violations of talent policies. In addition, it needs to attract and effectively use investment resources to attract and utilize talented people.
