The meeting was attended by Ms. Nguyen Truong Nhat Phuong – Vice Chairwoman of the Provincial People's Council, Mr. Nguyen Van Danh – Vice Chairman of the PPC, along with PPC members, leaders of departments, and branches.
At the meeting, provincial leaders reviewed the draft Plan to implement Resolution No. 01/NQ-CP dated January 5, 2024, of the Government on main tasks and solutions to implement the Socio-Economic Development Plan and State budget estimate for the year 2024, as well as the draft Plan to implement Resolution No. 02/NQ-CP dated January 5, 2024, of the Government on main tasks and solutions to improve the business environment and enhance national competitiveness in 2024.
Overview of the meeting.
Accordingly, the Plan to implement Resolution No. 01/NQ-CP of the Government has 06 key tasks: Continue to effectively implement Resolution No. 24-NQ/TW dated October 7, 2022, of the Politburo on socio-economic development and ensuring national defense and security of the Southeast region until 2030, vision to 2045 and Resolutions and action programs to implement the Resolution of the 11th Provincial Party Congress, focus on summarizing the Five-Year Plan for the period 2021 - 2025 and developing Five-Year Plan for the period 2026 – 2030; Promote economic restructuring associated with innovating growth models, improving productivity, quality, efficiency and competitiveness, and strengthening the economy's resilience; Focus on proactive, flexible, promptly, effective direction and management, close coordination, synchronization, and rhythm between policies; Tighten discipline and order, improve effectiveness, efficiency and responsibility of leaders in law formulation and enforcement, promote administrative reform and digital transformation of the province; Develop culture, focus on building a civilized and healthy lifestyle; Firmly protect political security and social order, consolidate and strengthen national defense.

The Plan to implement Resolution No. 02/NQ-CP of the Government focused on following major directions: Thoroughly grasp, strictly comply with, and implement synchronously, drastically, effectively, and practically the Resolutions and Conclusions of the Party, the Resolutions of the National Assembly and the Government, and the directions of the Prime Minister; Create a favorable environment for investment, business activities and the development of new and creative business ideas. Improve the quality of policy development and conduct a comprehensive impact assessment based on scientific and practical evidence before proposing to promulgate new, amend, or supplement regulations affecting people and businesses.
Promote decentralization and decentralization of power along with resource allocation and strengthen supervision and inspection; improve the quality of implementing legal documents, resolutely reduce administrative procedures that cause costs for people and businesses; resolve administrative procedures on time and not impose additional requirements or conditions on businesses.
The meeting also reviewed the following contents: The pre-feasibility study report of the Monument to Nguyen Sinh Sac; Adjusting the pre-feasibility study report of the investment project to build Ring Road 4 from Thu Bien Bridge - Saigon River according to the public-private partnership (PPP) method; The report proposing drainage and wastewater treatment project in Ben Cat town, Binh Duong province using Finnish loans; Statement on local budget capital commitment and adjustment and supplementation of investment policy for the Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway project, section through Binh Duong province; Results of reviewing, reporting and proposing fees for performing online public services under the direction of the Provincial People's Committee, etc.

Speaking at the meeting, the Chairman of the PPC Vo Van Minh basically agreed with the contents. Regarding the draft Plan to implement Resolution No. 01/NQ-CP and Resolution No. 02/NQ-CP of the Government, he requested departments and localities to thoroughly grasp the contents of the Resolutions and targets assigned by the Provincial Party Committee and Provincial People's Council. Based on the delegates' comments, he assigned the Department of Planning and Investment to complete the contents for implementation.
