Speaking at the ceremony, Dr. Frank-Jürgen Richter - Chairman of Horasis thanked Binh Duong province for coordinating to organize the Horasis Asia Meeting 2023. This is the 4^th time Binh Duong has been chosen by Horasis to host Horasis events. He also believed that Binh Duong will continue to successfully organize the Meeting 2023, contributing to promoting Binh Duong's image in the international arena, creating opportunities to attract investment in the future.

In his welcome speech, Mr. Vo Van Minh - Chairman of Binh Duong PPC shared: "Binh Duong province is proud to have successfully organized 03 events of Horasis: Horasis Asia meetings 2018, 2019 and Horasis India Meeting 2022 with many amazing investment cooperation results. This year, Binh Duong province continues to be selected to host the Horasis Asia Meeting 2023. This is a great opportunity for Binh Duong to update the socio-economic development situation of the entire province, introduce new works and projects, and present development directions and attract investment in the new period with the goal of creating higher added value for the province's economy; continue to promote the image of the province with international partners.

In particular, after more than 8 years of implementing the Binh Duong Smart City Project, learning from many national communities around the world, oriented according to the "Triple helix" model (government – universities - businesses), following specific criteria, Binh Duong province is extremely proud to have received valuable titles, being the Smart Community of 2023 recognized by the Intelligent Community Forum (ICF) in October 2923 in New York, and most recently winning the IOC Smart Urban Management and Operations Solution Award certified by the Viet Nam Software and IT Services Association. This is also an opportunity for Binh Duong to demonstrate its organizational and management capacity, at the same time learn and improve the level of science and technology to contribute to the development of the Binh Duong smart city project, with a progressive and dynamic spirit in new vision.

Mr. Vo Van Minh - Chairman of the PPC emphasized that to achieve the above results, Binh Duong has begun an impressive path of socio-economic development, thoroughly applying digital transformation and innovation in specific projects, aiming to build and develop Binh Duong to be "smarter", better and more livable.

Attending and speaking at the ceremony, Minister of Science and Technology Huynh Thanh Dat highly appreciated the efforts of Binh Duong province and Becamex IDC Corp for coordinating with Horasis to organize a very meaningful Meeting in the current economic context of many fluctuations that need support.

The Minister expressed his opinion: "The Horasis Meeting is a way for Binh Duong province to encourage community attention to global issues, exchange and propose solutions. This Meeting is an opportunity for the Government and enterprises of Binh Duong, Viet Nam in particular, and Asia and the world in general, to share visions, ideas, and action plans for mutual development; access knowledge, grasp the trends of the times, and advanced technologies for socio-economic construction and development. Topics at the dialogue and plenary sessions of the Meeting are all topical, reflecting the "flow of the times" that every country that wants to develop and integrate effectively cannot place itself outside.

Minister Huynh Thanh Dat also congratulated the Government and people of Binh Duong province for achieving many encouraging results in the goal of smart urban development, specifically: being the first locality in Viet Nam to achieve SMART 21 for 5 consecutive years, reaching TOP7 ICF for 3 consecutive years and especially in 2023, the ICF has evaluated Binh Duong Smart Region as TOP1 - The smartest community of 2023.

In addition, the Minister believed that this Meeting would create opportunities for all parties to share vision, seek opportunities and strengthen cooperation in Innovation, Sustainable Development, Science and Technology, promote the spirit of "seizing new opportunities, developing comprehensively together".

Binh Duong provincial leader receives TOP1 2023 ICF Award for Binh Duong Smart City - Innovation Region

At the ceremony, ICF organization awarded the TOP1 2023 ICF Award to Binh Duong Smart City - Innovation Region. Speaking to congratulate Binh Duong province, Mr. John Jung - Co-founder (ICF) said that this is a prestigious award for the community with outstanding contributions to technology, workforce, and smart urban development. Binh Duong has succeeded after many years of efforts; Binh Duong urban area deserves to receive this noble award. He assessed that Binh Duong, from a purely agricultural locality, has had a spectacular development to become an industrial province with a direction consistent with the world's development trends, with breakthroughs in building universities and applied sciences. This is a good approach for Binh Duong.

This meeting will have 6 plenary sessions and 28 dialogue and discussion sessions taking place in parallel. Topics at the Meeting's dialogue and plenary sessions include Developing and creating Smart Cities, Innovation and Industry 4.0, Digital transformation, ESG, sustainable development and climate change solutions, promoting startups, building, and promoting the capacity development of Asian women and children, etc.
