​PORTAL - On the morning of October 16, in Ho Chi Minh City, Deputy Prime Minister Tran Luu Quang chaired the second meeting of the Prime Minister's Working Group on administrative reform with the topic of evaluating the situation and implementation results on innovative solutions in implementing administrative procedures (AP) and providing public services to serve people and enterprises in Ministries, branches and localities.​

​The meeting was held online, connecting the Government bridgehead with 63 provinces and cities. At the Binh Duong bridge point, in attendance was Mr. Nguyen Van Danh - Vice Chairman of the Provincial People's Committee (PPC); together with leaders of provincial departments, committees and branches.

Over the past time, the implementation of AP and the provision of public services have had many positive changes, initially linked to digital transformation in the direction of people and enterprises only providing information once. Service quality and satisfaction levels of people and enterprises have improved. The conversion of paper records to electronic records at Ministries and branches reached 81.39% (same period in 2022 reached 50.69%), and localities reached 70.24% (same period reached 38.84%). Thereby, contributing to building and putting into operation specialized national databases such as population, social insurance, business registration, electronic civil status, driver's licenses, etc.

Implementing Project 06, 15 Ministries, branches and 63 localities have completed connecting the online system for resolving AP with the national population database. In total, there have been 1.2 billion lookups, 536 cases of citizen information synchronization, and 91.2 million demographic information cleaned between the national database on Social Insurance and Population; 64.3 million records issuing electronic identification, activating over 42 million accounts. In addition, 24 localities have completed issuing electronic identification accounts.

Reporting at the meeting, Mr. Nguyen Van Danh - Vice Chairman of Binh Duong PPC said that implementing the direction of the Government, Prime Minister, Government Office and AP Control Agency on AP reform towards digital transformation; the Binh Duong Provincial Party Committee and People's Committee have issued Directives and many programs and plans to organize and implement tasks and achieve many positive results.

From January 01, 2022, 100% of AP are eligible to be provided with online public services at level 3 and 4. From June 01, 2023, it has been converted into full and partial online public services, online information provision service and qualified online public service that does not accept paper records in the province from June 01, 2023.

To date, the total number of online public services is 1,586/1890 (83.91%), of which 756/1890 are full online public services (40%), 830/1890 are partial online public services (43.91%). There are currently 304/1,890 online information provision services (16.09%). The province's online application submission rate is over 76% compared to 25% in 2021. The PPC has directed 100% implementation of the framework process and internal procedures for resolving AP and digitizing 100% records of AP resolution results.

Binh Duong has issued a key task plan for the last months of the year with 50 key tasks on AP reform, digital transformation, and building a digital government. Specifically, making statistics on internal AP of State administrative agencies, proposing plans to reduce and simplify groups of internal AP under the management of the PPC, with a priority focus on the fields of investment, construction, environment, land, finance, etc. Deploying the full and partial online services catalog, online information provision services and qualified online services that do not accept paper records from October 01, 2023, to reach the target of over 80% by the end of 2023. Increasing the rate of full online service records/online service records (provincial level 80%, district level 60%, and commune level 60%). Ensuring 100% of AP are built in electronic forms (Eform). 100% of internal documents and records between State agencies are circulated continuously and online on the system (except confidential documents), etc.

Speaking at the conference's conclusion, Deputy Prime Minister Tran Luu Quang directed each level and each branch to consider AP reform as an important matter, a world trend, and the key to development; must change the habit of handling AP, gradually eliminating access to paper documents.

The Deputy Prime Minister emphasized that ministries, branches and localities need to promote the role of their leaders. In each content, it is also necessary to clearly identify which agency is the main responsible. There cannot be many agencies with the same main responsibility, avoiding the situation of "pushing responsibilities" back and forth between each other. It is necessary to synchronize systems, interconnect, and share data for effective exploitation and reuse. People implementing AP reform need to have ethics, responsibility, capacity, etc.
