Binh Duong: Socio-economic situation has many bright spots

​PORTAL - On the afternoon of August 09, at the Administration Center of Binh Duong province, Mr. Vo Van Minh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee (PPC) chaired the regular meeting to approve the report on socio-economic situation, security and defense in July 2022.

Supporting enterprises to recover and develop

According to the report, in the month, the PPC directed to overcome the limitations, exist, and remove difficulties in the branches and fields; continue to support enterprises to recover and develop production and business; accelerate the progress of compensation, site clearance and disbursement of public investment capital; prepare investment plans and procedures for key roads. At the same time, focusing on prevention and control of Covid-19 and dengue fever, administrative procedure reform, digital transformation; completing the contents submitted to the 6th meeting - the 10th Provincial People's Council for approval.

The socio-economic situation of the province has achieved many positive results. For the whole 7 months, the index of industrial production, export turnover, and foreign investment attraction increased sharply over the same period; budget revenues and expenditures were guaranteed according to the estimate; the Covid-19 pandemic were under control; results of high school graduation exam remained stable and ranked high compared to other provinces and cities; traffic accidents reduced all 3 criteria; security, politics, social order and safety were maintained.

Overview of the Meeting

Specifically, the Index of Industrial Production in July 2022 was estimated to increase by 4.7% over the previous month, up 22.3% over the same period in 2021; accumulating 7 months, the Index of Industrial Production increased by 8.4% over the same period.

Total retail sales of goods and services in July was estimated at 22,767 billion VND, up 3% over the previous month and 45.3% over the same period; accumulating 7 months, reached 155,230 billion VND, up 15.6% over the same period.

Export turnover was estimated at 03 billion 598 million USD, up 16.6% over the previous month and 21.7% over the same period; accumulating 7 months, export turnover reached 21 billion 845 million USD, up 7.1% over the same period.

Import turnover was estimated at 2 billion 531 million USD, up 9.2% over the previous month and up 1.7% over the same period; accumulating 7 months, import turnover reached 15 billion 154 million USD, down 5.7% over the same period.

The province's socio-economic situation in July has improved greatly

As of July 15, 2022, attracting domestic investment of 6,653 billion VND. Accumulating the first 7 months of the year, it has attracted 45,048 billion VND. Foreign investment attracted 17 million USD. Accumulating in the first 7 months of the year, it attracted 2 billion 544 million USD (up 74% over the same period). New budget revenue was estimated at 5,800 billion VND; accumulating 7 months, revenue reached 40,400 billion VND, equaling 95% over the same period, reaching 67% of the provincial People's Council's estimate.

Regarding planning and construction, the province has approved the construction master plan project at the scale of 1/5000, 1/2000 of Vietnam - Singapore III Industrial Park (phase 1); assessed the standards of urban infrastructure development of 02 communes: An Dien, An Tay in Ben Cat town, which is expected to establish wards; reviewed the grade III urban area of Ben Cat town (expanded inner city scope) and urban infrastructure system standards of 02 communes An Dien, An Tay; reviewed and recommended to handle the backlog in urban areas, residential areas and the status of suspended planning, suspended projects leading to complaints and large gatherings of people.

The province has also officially implemented a plan of traffic diversion by hour and route on some roads from July 01, 2021; strengthened control of vehicle loads, urged the implementation of non-stop electronic toll collection.

Social security work was paid attention, in the month there were over 3,900 people getting jobs; accumulating 7 months has created jobs for 22,651 people (reaching 64.7% of the plan). The rate of candidates passing high school graduation in 2020 was 99.74%; ranked 03/63 provinces and cities. Under the current conditions, the province has decided not to increase tuition fees and service charges for all levels of education.

In July 2022, the whole province recorded 2,556 cases of dengue fever (up 26% over the previous month and 80.7% over the same period), 403 cases of hand, foot and mouth disease (down 44.3% over the previous month and up 393% over the same period). The Health branch has launched a campaign to inject the 4th dose of vaccines against Covid-19; procured drugs covered by Health Insurance, medical supplies and applied information technology in medical examination and treatment at public hospitals; developed a project to invest in a 2,000-bed hospital in the province.

Closely monitoring market and commodity prices

Besides the positive results, the province's socio-economic situation still has difficulties. Petroleum prices have decreased but prices of goods and raw materials for production have not shown any signs of decreasing; disbursement of public investment capital was low compared to the plan; provincial planning progress is still slow; Dengue fever and Covid-19 pandemic tend to increase.

In the remaining months of 2022, the PPC directs to closely monitor the market and commodity prices, ensuring a balance between supply and demand of essential commodities for production and consumption. Organizing contact with enterprise associations, trade associations; removing difficulties in allocating land of VSIP III to Lego Group and procedures for expanding industrial parks: Nam Tan Uyen, Rach Bap, Cay Truong.

Ensuring the progress of the provincial planning development plan for the 2021-2030 period, with a vision to 2050, adjusting the district general planning, land allocation plan. Inspecting, examining and handling backlogs in urban areas and residential areas; accelerating the implementation and disbursement of public investment capital in 2022, striving to disburse 100% of the plan; effectively implementing policies to support lending interest rates.

Implementing projects with inter-regional impacts such as: Ring Road 3, Ring Road 4, Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway through the province. Coordinating with localities to implement projects: Bach Dang 2 Bridge; increasing the vertical clearance of Binh Trieu 1 Bridge, An Tay port and important intra-provincial traffic projects such as: upgrading and expanding National Highway 13, My Phuoc - Tan Van, Phuoc Kien intersection, Song Than overpass.

Effectively implementing social security policies, supporting those affected by the Covid-19 pandemic; actively researching, proposing and having timely solutions to support enterprises and people, especially poor, low-income people. Actively preventing and controlling the Covid-19 pandemic, dengue fever; vaccinating against Covid-19 for people, etc.

The meeting also approved the draft Statements: Appraisal of estimates of procurement packages of departments, branches, regulations on emulation and commendation, regulations on recruitment of civil servants in communes, wards and towns; the list of proposals to develop measures with specific characteristics suitable to the socio-economic development conditions of Binh Duong province in the 2022 – 2025 period.

At the same time, the departments and localities discussed and recommended the contents of administrative reform implementation; accelerating the progress of public investment; tuition fees for the new school year.

Concluding the meeting, Mr. Vo Van Minh suggested that the branches and localities pay attention to propose specific and practical mechanisms and policies, such as social security, science and technology, innovation, development of trade and services and relocation of industrial parks and clusters to the North to create a breakthrough. Stepping up the prevention and control of dengue fever; drastically in public investment and disbursement of housing rental support for workers; ensuring the schedule of the provincial planning for the 2021-2030 period, with a vision to 2050 and inter-regional transport projects, etc.​
