Chairman of the Provincial People's Committee explains a number of contents proposed by voters and deputies of the Provincial People's Council

​PORTAL - On the morning of July 15, Mr. Vo Van Minh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee (PPC) gave an explanation at the 6th Meeting - the 10th Provincial People's Council on a number of contents proposed by voters and deputies of the Provincial People's Council related to the operation of the PPC.​

​Accelerating public investment

Chairman of the PPC said that by June 30, 2022, the disbursement rate of public investment capital reached 30.4% of the plan assigned by the Provincial People's Council, higher than the same period in the last 5 years, on average about 20% (the same period in 2017 reached 22.7%, 2018 reached 24.1%, in 2019 reached 20.9%, in 2020 reached 18%, in 2021 reached 19.3%), this is a positive and optimistic sign.

However, the Chairman of the PPC assessed that the above results were still low compared to the assigned plan due to a number of reasons: investment preparation; coordination between departments, branches, localities and investors is not good; human resources and capacity for public investment-related works are limited.

To accelerate the disbursement of public investment plans in the coming time, the PPC has directed to focus on implementing a number of key solutions. In which, priority is given to removing difficulties in compensation and site clearance; implementing timely and reasonable land price appraisal; directing and coordinating the relocation of infrastructure items (electricity, water, telecommunications, etc.); adopting policies and regimes for the labor force working in the Center for Land Fund Development at all levels. Actively building resettlement areas for compensation and clearance work. Amending and supplementing Decisions: No. 51/2014/QD-UBND dated December 18, 2014 stipulating policies, order and procedures for compensation, support and resettlement when the State recovers land and Decision No. 38/2019/QD-UBND dated December 20, 2019 stipulating the unit price of compensation and property support when the State recovers land in the province.

At the same time, adjusting the medium-term public investment capital plan for the 2021-2025 period and the public investment plan in 2022 in line with the actual situation. Coordinating and consulting the Central Government soon to guide the extension of time for implementation and disbursement of decentralized capital according to the criteria of the district and commune level. Continuing to work with each investor, especially 04 project management units of the province to direct and solve difficulties and problems in order to speed up the disbursement of the allocated capital.

Accompanying enterprises

Chairman of the PPC Vo Van Minh said that in the first 6 months of 2022, when the Covid-19 pandemic was under control, most enterprises in the province actively transformed models, changed strategies, and responded flexibly, boldly implemented digital transformation, quickly stabilized production and business activities, signed orders, expanded domestic and exported goods markets. However, currently, enterprises still face certain difficulties.

The PPC required branches and levels to focus on supporting enterprises, research, and have many positive and specific solutions for each stage (from raw materials, production, consumption, etc.) with the spirit of sharing, regularly grasp the situation, remove difficulties and obstacles for enterprises to recover and develop; continue to simplify administrative procedures; timely and fully deploy support packages for enterprises and employees to have a stronger impact on the process of production and business recovery after the pandemic; support enterprises in digital transformation; implement policies on reducing and supporting loan interest rates (2%/year), debt restructuring, keeping the old debt group unchanged; increase new loans to remove difficulties and facilitate capital for enterprises; limit inspection and testing is not really necessary as well as regularly organizing contact activities with enterprise associations and trade associations.

In addition, the province will also direct branches and localities to review and classify the operation of enterprises in order to have solutions to support each group and type of enterprise, to make the market healthy; contributing to ensuring the local economic security situation, improving the business environment and developing enterprises.

Inspecting and checking a number of projects in urban areas and residential areas

For outstanding problems in urban areas and residential areas, leading to complaints, large gatherings of people causing insecurity and disorder, Mr. Vo Van Minh said that the Standing Committee of Provincial Party Committee and the PPC assigned the Department of Construction to coordinate with localities to review legal documents and handle complaints, denunciations and other related contents in complex and crowded real estate projects. Through the review, it has basically determined the causes leading to conflicts and disputes in the projects is due to obstacles in the clearance and compensation which slow down the project schedule; some projects have violations in capital mobilization or capital appropriation;  carrying out the transfer when the conditions are not met; people have made transactions without legal guarantee; investor must pay a land use fee much higher than the price at the time of signing the previous capital contribution or transfer contract; besides, there are also some individuals who are worried about illegal behavior, causing public disorder. The province's viewpoint is to support and create maximum conditions for investors and people living and working in the province; in which there are investors and people buying and living in residential and housing development projects. In order to radically and completely solve the above situation, the PPC has agreed this July to set up teams to inspect and exam a number of projects in urban areas and residential areas that during the review process, some backlogs were discovered, causing frustration among the people, leading to complaints and denunciations from many people.

The results of the inspection and examination will be the basis for the province to handle the next steps, handle the right work and the right people; including the case of transferring to the police investigation agency for violating individuals and organizations (if necessary). Thereby, the province will discuss solutions for each specific project.

In case the project lasts many years and has not been implemented, affecting the lives of people who have land in the project, the PPC assigned the Department of Construction, the Department of Planning and Investment, the Department of Natural Resources and Environment, and the district-level People's Committee to review, inspect, examine and advise on the withdrawal of project guidelines for investors who are unable to implement the project, have not yet established land procedures, and are slow to implement. On July 13, 2022, the Government Office also issued Document No. 4358/VPCP-CN requesting localities to overcome the situation of "hanging planning" and "hanging projects", the PPC will urgently implement this directive.

Issuing certificates of land use rights and house ownership to people soon

To solve the situation in some cases where people have not been granted a certificate of land use right and house ownership because the investor has not completed a number of procedures and has not yet ensured the prescribed procedures, Mr. Vo Van Minh said, the PPC has asked the Department of Natural Resources and Environment, Department of Construction and District-level People's Committee to actively review and guide investors to complete construction and land procedures, and soon complete the issuance of certificates of land use rights and house ownership for people.

For matters related to land, the Department of Natural Resources and Environment has advised the PPC to direct and strengthen the responsibility of land management in the current situation, focusing on some specific content such as: Reform of administrative procedures and application of information technology in the state management of land; formulation of the Provincial Planning for the 2021 – 2030 period, with a vision to 2050 and a plan for land allocation and zoning; Five-year land use plan (2021 – 2025) of the province; District-level land use planning and plans; inspecting and handling illegal land use purpose change and project implementation delay; dealing with existing housing development projects; auctioning land use rights and speeding up the determination of specific land prices to collect financial obligations for projects where land allocation or lease decisions have been made.

Expeditiously disburse social security packages and increasing regional minimum wages

Implementing Decision No. 08/2022/QD-TTg dated March 28, 2022 of the Prime Minister, the PPC has authorized the District People's Committee to approve the list and funding for housing rental support for employees. The Department of Labor, War Invalids and Social Affairs has established a Working group to implement policies on housing rental support for employees. Up to now, localities have approved for 1,127 enterprises (more than 18,000 employees), with a total amount of 95 billion VND, disbursed 21 billion VND.

The PPC asked localities to urgently review, make and receive lists of workers asking for support, and at the same time implement many solutions to support early rent payments to employees.

At the same time, the Department of Labor, War Invalids and Social Affairs quickly organizes propaganda, popularizes and guides employers and employees in the area to implement Decree No. 38/2022/ND-CP of the Government regulating the minimum wage for employees; propagates the provisions of the labor law in general and the regulations on salary in particular; proactively grasps the situation of labor relations in enterprises; inspects and examines enterprises for the implementation of the provisions of the labor law, as well as the observance of the regulations on the application of the minimum salary, contributing to protecting the rights and interests of the parties in the labor relations. It is suggested that the owners of workers and employees' boarding houses and houses pay attention to share with tenants, reduce and keep the rent unchanged to help employees stabilize their lives.

Digital transformation to create breakthroughs for development

Chairman of the PPC Vo Van Minh emphasized with the view that digital transformation is a development trend, creating a breakthrough in socio-economic development; immediately after the Resolution of the Provincial Standing Party Committee on digital transformation to 2025, orientation to 2030 was issued, the PPC held an online conference with departments and localities to thoroughly grasp the content of the Resolution, and implement the Plan on Digital Transformation in the province in 2022 associated with a number of provincial tasks in the project on developing the application of data on population, identification and electronic authentication for national digital transformation in the 2022 – 2025 period, with a vision to 2030.

Up to now, the digital transformation in the province has achieved some important results such as: Establishing the Provincial Intelligent Operation Center (IOC), towards connecting and forming district-level IOCs; The provincial public service portal continues to be upgraded with functions, features, and additional non-cash payment services when handling administrative procedures; integrating, sharing national databases, etc. At the end of 2022, the province will continue to evaluate the results of digital transformation in the area to serve as a basis for promulgating content plans for the following years in line with the Central Government's orientation and following the actual situation in the province.
