Binh Duong disseminates and implements the digital transformation plan in 2022 and orientation to 2030

​PORTAL - On the morning of July 07, at Binh Duong Administrative Center, the Provincial People's Committee (PPC) held a conference to disseminate and implement the Resolution of the Provincial Standing Party Committee on digital transformation of Binh Duong province to 2025, orientation to 2030 and the digital transformation plan in the province in 2022.​

​Under the authorization of the PPC, Mr. Le Tuan Anh - Director of the Department of Information and Communications chaired the conference. The conference was televised online to 9 bridge points in districts, towns and cities.

The conference disseminated Resolution no. 05-NQ/TU dated May 19, 2022 of the Provincial Standing Party Committee on digital transformation of Binh Duong province to 2025, orientation to 2030; implemented the Plan no. 1906/KH-UBND dated April 26, 2022 of the PPC on digital transformation of Binh Duong province in 2022.

Accordingly, the overall goal of 2022 is to focus on prioritizing resources to achieve important targets of the Digital Transformation Plans, Plan on application of information technology in activities of state agencies, development of digital government, digital economy, digital society, digital citizens and ensuring the province's network information security, creating conditions and the basis for speeding up the province's digital transformation in the new period.

  


Overview of the conference

The plan aims to increase the ratio of the following contents: Administrative procedures will be completely digitally converted to handling and operational processes; digitizing records and results of administrative procedures; state agencies provide full open data by category; non-cash transactions in public administrative services; the national database is interconnected with the provincial information system to be put into operation and use; statistics and periodical reports of state administrative agencies are updated and shared on the provincial and national information and reporting systems.

Increasing rates: Households with broadband fiber optic Internet; population with smartphones; using electronic invoices; enterprises using electronic contracts; non-cash transactions in e-commerce services; people aged 15 years and over having transaction accounts at banks or other authorized organizations; people having basic digital skills; localities in the province setting up community digital technology groups.

Putting 38 OCOP certified products of the province in 2021 on e-commerce platforms; supporting enterprises, cooperatives and households with typical products to achieve OCOP certification; reaching more than 7,000 small and medium-sized enterprises supported to use the digital platform for digital transformation in enterprises (SMEdx).

Operating the Provincial Intelligent Operation Center (provincial IOC) phase 1 and Initially forming Intelligent Operation Center of 03 cities: Thu Dau Mot, Thuan An, Di An and 02 towns: Ben Cat, Tan Uyen; formulating and implementing digital transformation projects and plans for priority branches such as Education, Health, Natural Resources and Environment, and Transport.

Specific goals on digital government development by 2025: 100% of work records at provincial, district and commune levels are processed in the network environment (except for work records that are state secret); direction and management of leaders at all levels are supported by data-driven intelligence tools; 100% of Party Agencies and mass organizations' Bloc link processes, data, and work records from provincial to commune levels; at least 50% of inspection activities of state management agencies are carried out through the digital environment and information system of the management agency; 100% of cadres, party members, civil servants and public employees annually receive training and fostering in digital transformation and digital skills; 80% of administrative procedures are digitally converted to completely handling and operational processes; on average, 20% of the volume of administrative procedures is carried out each year. Before 2023, establishing smart city operation centers in the province and in towns and cities; the remaining districts will do this before 2024.

To achieve the above goals, departments, agencies, People's Committees of districts, towns, cities and agencies and units at all levels establish a Digital Transformation Steering Committee, an assisting group of the Digital Transformation Steering Committee to serve digital transformation services at their agencies and units. Associating specific goals and tasks of digital transformation with action programs, action plans, goals and tasks of socio-economic development, assurance of national defense and security.

Localities, enterprises and schools set up community technology groups to serve digital transformation for people, enterprises and students. Organizing activities with the goal of digital transformation linkage between state agencies and organizations and enterprises; between associations and professional associations in the digital industry and associations and specialized associations in other fields.

At the conference, representatives of departments, branches, districts, towns and cities exchanged contents related to the implementation of the digital transformation plan in the province. According to the report, units are focusing all resources on implementing digital transformation in the industries and fields they manage. In order to successfully implement the plan, the departments, branches and localities proposed the province to create conditions in bidding for information technology bidding packages; solutions for investment in telecommunications infrastructure; promulgating a roadmap for consulting on the development of digital transformation projects/plans for each industry and field in 2022; investing, upgrading and expanding the shared digital infrastructure system to ensure information safety and security for state agencies to serve the development requirements of digital government and smart cities, etc.

Concluding the conference, Mr. Le Tuan Anh acknowledged the recommendations of the departments, branches and localities and said that some branches of the province had a good foundation to implement digital transformation such as Construction, Natural Resources and Environment, population and enterprise databases, etc. To successfully implement the plan, he suggested that branches and localities study more central and provincial documents and regulations on digital transformation; operating specifically in each industry and field, especially in the field of administrative reform, etc. The Department of Information and Communications will advise the PPC on specific regimes and policies for human resources working in information technology, supporting digital transformation in the province, including small and medium-sized enterprises.
