Speaking at the meeting, Mr. Vu Hai Quan said that the meeting aimed to evaluate the results of cooperation between the Binh Duong PPC and VNU Ho Chi Minh City in the 2017-2021 period in the spirit of looking directly at the truth, pointing out the difficulties, shortcomings and limitations to propose solutions in the coming time. He said that currently the investment in people and development of science and technology is not commensurate, so he wanted the two sides to discuss more about the financial mechanism for human investment and development of science and technology; as well as solutions to improve the efficiency of human resource training coordination for Binh Duong in particular and the Southern Key Economic Region in general.

According to the cooperation program of the Binh Duong PPC and VNU Ho Chi Minh City for the 2017-2021 period, the two sides implemented cooperation in 06 fields: Developing high-quality human resources to serve the requirements of socio-economic development, industrialization and modernization of Binh Duong; building and developing gifted high schools and supporting to improve the quality of specialized schools, resource-generating schools and high-quality schools in Binh Duong; cooperating to support universities and cooperating with enterprises of the province; developing the Phu An Bamboo Village Museum Project; developing facilities for VNU Ho Chi Minh City and improving the efficiency of scientific research, technology transfer and supporting the implementation of the Binh Duong Smart City Project.
In the past 5 years, Binh Duong province has coordinated with the universities of VNU Ho Chi Minh City to organize training courses for officials, civil servants and public employees of the province. VNU Ho Chi Minh City has supported Thu Dau Mot University to develop training programs, share experiences, undergraduate and graduate training content, and coordinate in organizing scientific seminars. At the same time, supporting Eastern International University to develop human resources, build and develop a modern and advanced library, and enhance information resources. From 2017 to now, Becamex Corp has sponsored 6.7 billion VND to provide scholarships for disadvantaged students and graduate students of VNU Ho Chi Minh City. In coordination to implement the Smart City Project, the two sides have implemented many activities to promote the development of an innovative startup ecosystem, promote the development of the triple helix (Ba nhà) model, etc.
In addition to the results achieved, the working session pointed out that some content was slow to be implemented or the effectiveness was not high. The number and topics of scientific and technological research to support the province are not many, the application of research results to serve socio-economic development, improve management efficiency in areas is not clear. The cooperation and exploitation activities of the Phu An Bamboo Eco-Museum Project have only stopped at students visiting, learning and researching about bamboo, and have not yet exploited the effectiveness of this project's synchronous investment. The progress of clearance, compensation and resettlement of VNU Ho Chi Minh City in Dong Hoa ward (Di An city) is still slow, etc.
Through exchange and discussion, representatives of Binh Duong's departments, committees, branches and localities of Binh Duong and member universities of VNU agreed on solutions to overcome the shortcomings in the implementation of the cooperation program over the past time. In which, focusing on implementing training plans, developing high-quality human resources for Binh Duong province, building research and development programs in areas such as logistics, industry 4.0, automation, precision mechanics, entrepreneurship and innovation, etc. Reviewing and reorganizing activities of Research Center for Natural Resources Conservation (University of Science, VNU Ho Chi Minh City) and Phu An Center for Ecological Conservation (People's Committee of Ben Cat Town), etc.

Noting the comments at the meeting, Mr. Vo Van Minh said, Binh Duong province is always ready to cooperate with VNU Ho Chi Minh City in many fields. He hoped that in the coming time, Binh Duong province and VNU Ho Chi Minh City will continue to link closely, more effectively, more substantively, especially in the field of training and fostering high-quality human resources, university management skills, having many scientific research projects applied in practice to serve the development of the province.
