​PORTAL - The Director of Binh Duong Provincial Police has just signed a Decision on decentralization of registration and issuance of number plates for road motor vehicles in the province from May 21, 2022.

Accordingly, the Traffic Police Division, the Provincial Police Department will register and issue license plates for cars, tractors, trailers, semi-trailers and other vehicles with similar structure to the above-mentioned vehicles of foreign agencies, organizations and individuals, of local projects, joint venture economic organizations with foreign countries and agencies, organizations, enterprises, military enterprises and individuals with their headquarters or permanent residence in Thu Dau Mot city, where the Traffic Police Division is located.

Police of districts, towns and cities (except Thu Dau Mot city, where the Traffic Police Division is located) register and issue license plates of cars, tractors, trailers, semi-trailers and other vehicles with similar structure to the above-mentioned vehicles of domestic agencies, organizations, enterprises, military enterprises and individuals with headquarters or permanent residence in their respective localities. Implementing registration and issuance of license plates for motorcycles, mopeds (including electric scooters) and other vehicles with similar structure to the above-mentioned vehicles of domestic agencies, organizations, enterprises, military enterprises and individuals with their headquarters or permanent residence in their respective localities and foreign agencies, organizations and individuals, of projects and economic organizations in joint ventures with foreign countries in their respective localities (except for communes, wards and towns that have been decentralized to register motorbikes).

Thu Dau Mot City Police register motorcycles, mopeds (including electric scooters) and other vehicles with similar structure to the above-mentioned vehicles of domestic agencies, organizations, enterprises, military enterprises and individuals with their headquarters or permanent residence in their respective localities and foreign agencies, organizations and individuals, of projects and economic organizations in joint venture with foreign countries in their respective localities.

Police of 51 communes, wards and towns register and issue license plates for motorcycles (also known as motorbikes), mopeds (including electric motorbikes) and other vehicles with similar structure to the above-mentioned vehicles of domestic agencies, organizations, enterprises, military enterprises and individuals with their headquarters or permanent residence in their respective localities and foreign agencies, organizations and individuals, of projects and economic organizations in joint venture with foreign countries in their respective localities; organize the revocation of expired registration certificates, license plates and damaged and unusable vehicles of agencies, organizations or individuals with headquarters or permanent residence in the locality.

By decentralizing the Commune Police to register and issue motorbike license plates, it will help people save time and effort, not having to go to the district-level agency to carry out the same procedures as before.

2/ When going for registration and issuance of number plates for motorbikes, mopeds and electric scooters at the Commune police station with a notice of decentralization to issue license plates, people carry out the following procedures:

Paying registration fee

According to the Government's Decree 10/2022, motorbikes are one of the subjects subject to registration fees.

Registration fee amount = Registration fee calculation price x Registration fee collection rate

The registration fee for motorbikes is 2%. Particularly for motorbikes of organizations and individuals in centrally run cities; provincial city; the town where the Provincial People's Committee (PPC) is headquartered, paying the registration fee for the first time with a rate of 5%.

For motorbikes paying the registration fee for the second time onward, the rate of 1% will be applied. Where the property owner has declared and paid the registration fee for motorbikes of 2%, then transferred to organizations and individuals in the prescribed areas in centrally run cities; provincial city; the town where the Provincial People's Committee (PPC) is headquartered, paying the registration fee with a rate of 5%.

A registration fee declaration dossier according to the guidance in Decree 126/2020 includes the following documents:

- Registration fee declaration form no. 02/LPTB.

- Copies of documents on legal property purchase, sale and transfer (contract of sale and donation).

- A copy of previous owner's vehicle registration certificate or a copy of certificate of revocation of registration certificate, license plate of the police agency (applicable to registration of name change - purchase of used car).

- Copies of documents proving that the property or property owner is exempt from registration fee (if any).

Note, the price for calculating the registration fee is not the selling price of motorbikes. Depending on the type of vehicle, there will be different registration fee calculation prices set by the Finance Ministry.

Preparing and submitting documents at the Commune police station

According to Article 10 of Circular 58/2020/TT-BCA, registration documents of motorbikes (motorcycles, mopeds) include:

- Vehicle registration declaration form

- Vehicle original documents: For imported motorcycles (including electric scooters), a declaration form of vehicle origin is required. For domestically manufactured and assembled vehicles, the Certificate of factory quality inspection of road motor vehicle must be submitted.

- Vehicle ownership transfer documents: Invoices, financial documents (receipts).

- Vehicle registration fee documents: Receipt or payment slip into the state budget or Authorization letter for registration fee payment through the bank or other documents for registration fee payment as prescribed by law or information sheet of registration fee payment printed from the vehicle management registration system (full name, model number, vehicle type, engine number, chassis number).

For vehicles exempted from registration fees: Registration fee declaration form certified by the tax authority.

- Present ID card or Citizen ID card of vehicle owner or household registration book.

Paying motorbike registration fee

Article 5 of Circular 229/2016/TT-BTC stipulates the vehicle registration fees as follows:

- For other centrally run cities, provincial cities and towns:

+ Vehicles valued at 15 million VND or less: 200,000 VND;

+ Vehicles valued from 15 million VND - 40 million VND: 400 thousand VND;

+ Vehicles valued from over 40 million VND: 800,000 VND;

- For other localities: 50,000 VND for all vehicles.

After completing this step, people will be able to click to choose a plate and be given a number plate and an appointment to get a vehicle registration certificate.
