The meeting approved decisions to establish 06 steering groups for the implementation of key projects in the province. Specifically, the steering group for the implementation of the BOT project to upgrade and expand National Highway 13, and the steering group for the implementation of the Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway Project and the steering group for the implementation of the Project on creating landscapes and preventing traffic jams on the My Phuoc - Tan Van road, DT.746, DT.747b, DT.743 are led by Mr. Nguyen Hoang Thao – Permanent Deputy Secretary of the province Committee; the steering group for the implementation of the Ring Road 3 Project in Ho Chi Minh City is led by Mr. Mai Hung Dung - Permanent Vice Chairman of the Provincial People's Committee; the steering group for the implementation of the Ring Road 4 Project and the Song Than Intersection Project with Pham Van Dong Street, Ho Chi Minh City is led by Mr. Vo Van Minh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee.

Speaking at the meeting, Secretary of the Provincial Party Committee Nguyen Van Loi said that transport infrastructure is one of the important driving forces for the development of the province over the past years. If it does not continue to invest in the development of transport infrastructure, Binh Duong will lose its comparative advantage compared to other localities in attracting investment. Therefore, branches and levels must concentrate resources and speed up progress to quickly form important roads, creating breakthroughs for the common development of Binh Duong. The Secretary requested the Steering groups to closely inspect, comprehensively urge the implementation of the project to ensure compliance with the law. Especially focusing on directing the site work to ensure on schedule, ensuring the harmony of interests between the State, people and enterprises; must share, mobilize and persuade the people to agree and concur, all for the sake of development and taking care of people's lives. Each project must have a group to receive applications and settle people's complaints at the project site. When there are difficulties and problems, they must promptly report and advise the province to propose new guidelines and policies to solve.
Regarding the progress of specific projects, the Secretary requested that for Ring Road 3, compensation and clearance work will be implemented in June 2022 as soon as the National Assembly approves the investment policy and specific mechanisms. National Highway 13 must complete contract procedures with Becamex IDC, focus on site clearance in Thu Dau Mot City, Thuan An City, to start construction on April 30, 2022, and at the same time must speed up the implementation and complete within 1 year. At the same time, completing the contract procedures for Becamex IDC for O&M projects. For Ring Road 4, urgently completing relevant legal documents and procedures, striving to start construction on September 02, 2022. For the Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway, completing legal procedures for site clearance in 2023.
Transport infrastructure creates a driving force for the development of the province
Talking more at the meeting, Mr. Vo Van Minh - Chairman of the Provincial People's Committee said that Binh Duong is actively coordinating with Ho Chi Minh City to deploy the Ring Road 3 and Ring Road 4. At the upcoming meeting, the Provincial People's Council will approve the Resolution on allocating capital for the Ring Road 3. Localities actively calculate areas for urban, commercial and service development to call for investors to develop areas along the Ring Road 4. For the National Highway 13 expansion project, he asked Thuan An City to expedite the completion of site clearance from Ong Bo bridge to Huu Nghi intersection and from Vinh Phu welcome gate to Ong Bo bridge, etc.
Ring Road 3 has a total length of 92km, the section
through Binh Duong province has a length of 25.92km with a total investment of
about 19,280 billion VND from public investment; in which construction
investment is 5,752 billion VND, site clearance
is 13,528 billion VND.
Up
to now, the section that coincides with the My Phuoc - Tan Van road is 15.3km
long and has been built with a scale of 6 car lanes.
Ring Road 4 has a total length of 199km with an
estimated total investment of about 27,670 billion VND; in which, the section
through Binh Duong province is 48.3km long, with a planned scale of 8 express
lanes. Binh Duong province has actively invested about
26.64km with a scale of 4 to 10 lanes, in order to step by step complete,
creating a supply connecting East - West of the province.
The BOT project to upgrade and expand National
Highway 13 by 2 lanes, bringing the total number of lanes to 8 lanes, has a
total investment of 1,367 billion VND. Currently, relevant departments,
branches, localities and units are urgently carrying out site clearance as well
as preparing documents and legal documents so that until April 30, 2022 to
start construction on April 30, 2022 from Tu Do intersection to Le Hong Phong four-way
intersection.
The project of creating a landscape and preventing
traffic jams on the My Phuoc - Tan Van road,
DT.746, DT.747b, DT.743 in the form of PPP has a total investment of over 7,258
billion VND.
In
which, investment in the form of BOT on the My Phuoc - Tan Van route includes 8
underpasses or overpasses of the main route; 9 underground tunnels for people's
living; 8 pedestrian overpasses; 11.7km of collection road; building An Phu
toll station with a total investment of over 6,619 billion VND; total
investment in the form of Operation and
Maintenance (O&M) Contract is over 639 billion VND, including
items such as: Repairing the My Phuoc - Tan Van road, the section from Km0+0.00
to Km26+170; carrying out annual maintenance and repair; restoring and
overhauling traffic items, trees, lighting, sanitation, etc.
The Ho Chi Minh City - Thu Dau Mot - Chon Thanh
expressway project with a total investment of over 23,189 billion VND is
implemented in the form of PPP. Recently, the Prime Minister has agreed
to assign Binh Duong Provincial People's Committee to be the competent state
agency to implement this project.
The project of Song
Than intersection with Pham Van Dong street, Ho Chi Minh City is in the design
phase.
