In the morning, the Seminar listened to two consulting units, Roland Berger Vietnam and McKinsey Vietnam to present their methodology and plan for organizing the implementation of provincial planning.
As proposed by the research team Roland Berger Vietnam, Binh Duong needs to come up with really strong socio-economic development orientations with a development strategy that needs to create a far-reaching impact and ensure that the province achieves its development goals in all three aspects: economy, society and environment. Second, the province needs to promote its potential strengths with initiatives that need to be rooted in the province's existing strengths and untapped potentials in the spirit of breakthrough sustainable development. Third, ensuring the implementation and development of the strategy, compliance with the planning law and in accordance with the capacity of the province, with a clear assignment of implementation responsibilities and a clear timeline. Fourth, looking to the future with initiatives in line with trends that will affect Binh Duong in the future; giving priority to application of science and technology and environmental protection. Fifth, taking people as the center in the socio-economic and cultural development strategy, building people to be both the goal and the driving force of the renovation. Sixth, sustainability, economic development, associated with national defense and security, environmental protection and adaptation to climate change.

The research team has come up with three strategic pillars focusing on high-tech industry, logistics services and innovative urban areas that will shape the development of Binh Duong province by 2050. Including the first strategic pillar: High-tech and sustainable industry, the second strategic pillar: Outstanding and unique logistics service center, third strategic pillar: Green, clean, smart high-quality urban areas.
A representative of the research team said that in the process of implementing the project, Roland Berger Vietnam and its joint venture will use modern and consistent, highly reliable, practical scientific planning methods of analysis.

Presenting at the seminar, the McKinsey Vietnam team committed that the final product and the handover product would be fully consistent with the conditions and principles of the planning through 5 phases proposed by the team. Specifically, phase 1 of the product handover that assesses the current situation, identifies key issues and initial ideas for breakthrough tasks; phase 2 of the draft report on Binh Duong provincial planning to consult with local departments and branches; phase 3 of the final draft report on Binh Duong provincial planning after consulting with local departments and branches in the province; etc. The team has identified a six-pillar strategy to address the province's most pressing challenges such as avoiding the trap of disruptive development through legacy development; avoiding productivity trap through innovation-driven development; avoiding the urbanization trap through integrated development; avoiding ecological environment trap through sustainable development; avoiding dependency trap through diversified development; avoiding inequality trap through equitable development. At the same time, closely following the strategic orientation framework prioritizing 8 vertical sectors including: Water resources, irrigation and construction; transport infrastructure and regional connectivity; developing urban areas and traffic; developing trade in services, science and technology and innovation; developing the digital economy, digital society and digital government; developing Binh Duong smart city proposal; developing 4.0 technology platform; developing human resources, training and attracting talents.

At the seminar, the provincial departments and branches discussed and clarified more with the consulting units on the model of industrial development with the Industrial Revolution 4.0; solutions to avoid the risk of encountering the middle income trap; inter-branch and inter-ministerial linkages to solve local problems.

Talking with the consulting units, Mr. Nguyen Van Hung - Chairman of the BOD of Becamex IDC highly appreciated the consulting units that have carefully researched, analyzed the whole, and built a strategic framework for the province to follow 19 requirements and 37 tasks in line with the wishes of the province. The province's development achievements are of great significance; however, the rapid economic development poses great challenges. Therefore, the province's integrated planning strategy for the 2021-2030 period, with a vision to 2050, must be worthy and have solutions for Binh Duong to break through difficulties and challenges to help the province orient fast and sustainable development, a civilized, rich, beautiful and smart Binh Duong urban area.

Speaking at the conclusion of the seminar, Mr. Nguyen Van Loi - Member of the Party Central Committee, Secretary of the Provincial Party Committee highly appreciated the capacity of the consulting units. He wanted the units to follow reality, synchronously, scientifically and strategically to bring Binh Duong to a new level not only in the country but also in the world. The province is looking for a planning consultant with quality, capacity and long-term vision in order to build a prosperous Binh Duong province; a civilized, rich, beautiful and smart Binh Duong urban area.

In the afternoon of the same day, the seminar listened to the consulting unit of the Vietnam Institute for Urban and Rural Planning (VIUP) under the Ministry of Construction to present the strategic framework of provincial planning for the 2021-2030 period, with a vision to 2050.
Adhering to the viewpoint and development philosophy of Binh Duong province is to build a harmonious, humane and sustainable society; build an efficient business and investment environment; build dynamic and constructive local government, the consulting unit proposed overall integration strategies, integrating the development dynamics structure in the Binh Duong provincial planning. Specifically on 6 pillars: Inheritance development; innovation development; integrated development; green development; open development; overall development.

The consulting unit proposed different products of the provincial planning including 5 contents: Finding the Cluster relations of the main economic chains; allocating space according to the potential of the New development model to define; identifying internal resources; building a new historical - cultural - human space; establishing a Strategy to digitalize the space in the integrated territory management including digital government; digital society; digital economy. The consulting unit also detailed 37 key tasks of provincial planning.

Emphasizing the meaning and importance of provincial planning for the 2021-2030 period, with a vision to 2050, Mr. Nguyen Van Loi - Secretary of the Provincial Party Committee said: "The provincial planning needs to make a complete difference to Binh Duong and have the most general vision; have strategic projects, strategic investment phases. Binh Duong has achieved important achievements but has to raise new development levels: Green, smart and sustainable." The Secretary thanked the scientists of the Institute for making important contributions to the socio-economic development orientations of the province. The province is looking forward to long-term cooperation and continuing to receive suggestions from the Institute.
