The forces rehearsed according to the hypothetical situation: At 09:00 on March 26, 2022, a fire broke out at the factory of Saigon Stec Co., Ltd. The cause of the fire was because during the operation of the forklift to load goods onto trucks, the driver did not pay attention, leading to a collision, puncturing the truck's fuel tank, causing a fire. The fire spread according to the spilled fuel, causing the fire of packages which are combustible materials.

The driver panicked and ran out to call for help, the fire developed quickly, creating a lot of toxic fumes, the temperature of the fire increased, making it difficult for the initial firefighting and rescue access work of grassroots forces. Then the fire continued to develop and spread to workshop no. 4, generator room. The fire emitted a large amount of heat, causing the collapse of the construction structure of workshop no. 4, destroying 2 diesel oil tanks and breaking the anti-spill embankment, causing 60 m3 of diesel oil to spill out, causing fire to spread to a large area. At the same time, it overflowed with the Company's drainage system to the common drainage system of the industrial park, causing serious environmental impacts.
Firefighting force carries out firefighting tasks and measures to control the fire
The total area of the fire is about 557 m2. At the time of the fire, 30 people were trapped and could not get out. The grassroots FPF team deployed forces and means to organize fire fighting but it was not effective, so it notified the professional firefighting force.
The rehearsal program is organized in 3 phases. Specifically, phase 1: The grassroots force detects the fire, deploys the on-site force to implement initial fire fighting and rescue; phase 2: The regional FPF&Rescue forces receive information and organize firefighting and rescue forces; Phase 3: Provincial-level incident response phase.

Speaking at the rehearsal, Vice Chairman of the Provincial People's Committee Nguyen Van Danh highly appreciated the results of the rehearsal; at the same time praised the collectives and individuals who have been active, enthusiastic and well performed the assigned tasks. Vice Chairman of the Provincial People's Committee noted that in order to prevent and respond to environmental incidents caused by fire and explosion and FPF&Rescue work in the province to continue to be effective and practical, leaders at all levels, branches, localities and heads of establishments must regularly uphold their roles and responsibilities for this work. In addition, actively organizing propaganda, investing funds, consolidating forces and means on the spot, having specific plans and options to proactively prevent and effectively respond to situations that occur.

The Vice Chairman of the Provincial People's Committee emphasized that branches and levels need to focus on seriously and effectively implementing the provisions of the law, guidelines and directions of all levels on FPF&Rescue work to ensure compliance with regulations. The Provincial Police is assigned to advise the leaders of the Provincial People's Committee to continue strengthening the direction of advanced typical construction; strengthening inspection, supervision and handling of collectives and individuals that do not comply or do not strictly perform the prevention and response to environmental incidents caused by fire and explosion and FPF&Rescue as prescribed.
