In addition, the 4th pandemic wave broke out and happened in a very complicated way, seriously affecting all areas of social life. Entering 2022, the Covid-19 pandemic is still affecting, the sharp increase in petroleum prices has impacted the lives and production of people, enterprises and the province's socio-economic recovery and development goals. But thanks to the direction, guidance and facilitation of the Central Government, the Government, the Prime Minister and the Ministries and Central branches; the focus and drastic direction of the Provincial Standing Party Committee, the administration of the Provincial People's Committee and the trying and efforts of all levels and branches in the province, the targets and tasks in the fields have achieved positive results. The situation of political security and social order and safety has been maintained.

In 2021, the province's Gross regional domestic product (GRDP) increased by 2.62% (higher than the national average growth rate and the highest in the Southern key economic quadrangle), GRDP per capita was 152 million VND/person/year. The economic structure has shifted in the right direction, the proportion of industry - trade and services reached over 89.2%. In the first quarter of 2022, economic indicators continued to grow, the Index of Industrial Production (IIP) was estimated to increase by 7.18%; total retail sales of goods and services increased by 9.6% over the same period. Total import and export turnover reached 16.1 billion USD, trade surplus reached more than 3.2 billion USD. Budget revenue was estimated at 16,500 billion VND, reaching 28% of the estimate assigned by the Prime Minister; foreign investment attraction was estimated at 1.9 billion USD (up 310% over the same period) and 36,000 billion VND in registered business capital (up 16.9% over the same period).
Cultural - social, educational - training activities continued to be organized in various forms suitable to the pandemic situation. In the first quarter of 2022, the province promptly and fully implemented the support regimes and policies to take care of Tet for people with meritorious services, policy and social beneficiaries, disadvantaged workers, poor households, and subjects affected by the Covid-19 pandemic with a total cost of nearly 1,100 billion VND. Focusing on the Covid-19 prevention and control and common infectious diseases; organizing and rearranging activities of Covid-19 quarantine and treatment areas; promptly organizing vaccination against Covid-19 for the subjects as prescribed.
From now until the end of 2022, the province will continue to focus all resources on pandemic prevention and control activities, especially strengthening, consolidating and improving the quality of grassroots health care; training and fostering to improve the quality of human resources in the Health branch; effectively implementing the 3rd dose vaccination campaign for people, the plan to vaccinate children 5-11 years old and treat and manage at home for people infected with Covid-19.
Regarding socio-economic development, drastically achieving the targets of the socio-economic development plan in 2022. Focusing on implementing the Program of economic recovery and development; supporting and removing difficulties for enterprises and workers, not reducing growth drivers in the long term, striving for a growth rate of 8% or more; effectively implementing the administrative reform plan; completing the provincial planning and the district and commune planning in 2022 in a synchronous manner; implementing solutions to accelerate disbursement of public investment capital. Focusing on implementing projects with inter-regional impacts such as: Ring Road 3, Ring Road 4. Coordinating with localities to implement projects: Bach Dang 2 bridge connecting Dong Nai - Binh Duong provinces; bridge connecting Tay Ninh - Binh Duong provinces; increasing the clearance of Binh Trieu 1 bridge over Saigon river and important intra-provincial traffic projects such as upgrading and expanding National Highway 13; Project of creating landscape, preventing traffic jams on the My Phuoc - Tan Van road, Phuoc Kien intersection, Song Than overpass, connecting with Pham Van Dong street - Ho Chi Minh City, etc.
At the meeting, Binh Duong proposed a number of contents related to traffic infrastructure to facilitate the rapid implementation of the Ring Road 3, Ring Road 4, and Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway projects. At the same time, it is proposed to the Prime Minister to consider and approve the investment policy of a number of projects such as: Urban railway (extending Metro line no. 1 at Suoi Tien to Binh Duong and Dong Nai provinces); Bau Bang - Thi Vai - Cai Mep railway line; considering, paying attention and directing investment in 01 last-line general hospital in Binh Duong province with a scale of 2,000 beds to meet the medical examination and treatment needs of the people in the province and in the region.
Safely adapting to the Covid-19 pandemic to continue developing
Speaking at the meeting, Prime Minister Pham Minh Chinh emphasized that the Government's attention to Binh Duong province is very comprehensive, especially related to socio-economic development and international integration. Through the province's report, leaders of Ministries and branches have given their opinions and suggestions closely for the development as well as difficulties and problems of the province. The Prime Minister asked the Government Office to absorb the comments to complete the Prime Minister's announcement about the meeting with the Binh Duong Provincial Party Committee to be close to the actual situation and highly combative.
The Prime Minister said that the potential and advantages of Binh Duong province are great, especially in terms of people. The province's current population of 2.7 million people, of which a large workforce is out-of-province workers, has created favorable conditions for the development of industrial parks and economic zones of the province. Binh Duong people have a tradition of revolution, industriousness, dynamism, creativity, always aspiration to rise. The 25-year achievement of re-establishing the province has shown Binh Duong's aspiration to rise and the province can become a driving force for development in the region and the entire country.
Besides the achieved results, Binh Duong also has some difficulties and inadequacies. It is the transport infrastructure connecting to the region, although it is trying very hard, but compared to the requirements of developing regional connectivity and industrial development, it is not commensurate; development of socio-economic infrastructure, especially health, education and cultural infrastructure is not commensurate with the general development of the province. Mobilization of resources outside the state, the private sector is not strong; the planning work has done well, but the planning must be breakthrough, have a long-term stable strategic vision, bring into full play the potentials, opportunities and competitive advantages, the planning must solve difficulties and challenges; the disbursement of public investment capital is still slow; administrative reform and PAPI rank in the low group.
