According to the report, so far, localities have not completed the provincial and city planning projects in the 2021-2030 period, with a vision to 2050 due to many objective factors, in which, the selection of contractors and consultants has to go through many stages, sector planning and land use are not synchronized, causing difficulties for planning.
Reporting at the supervision meeting of Binh Duong province, Vice Chairman of the Provincial People's Committee Nguyen Van Danh said that since the Law on Planning was promulgated, Binh Duong has deployed and organized the implementation to ensure the law enforcement documents. The province has seriously implemented the directives of the Government, Ministries and Central branches on planning; has issued land use plans of 09 districts, towns and cities to serve as the basis for state management of land. The province also reviewed and removed invalid planning.

Regarding provincial planning for the 2021-2030 period, with a vision to 2050, Binh Duong is urgently directing departments and branches to coordinate with Ministries and Central branches to speed up the planning progress to ensure quality and fastest; due to the pandemic situation in the province has affected the planning progress. Binh Duong province has coordinated with enterprises to work with 08 consulting units. It is expected that in March 2022, the selection of consulting units and the contents of the province's planning integration will be completed; and the selection of consulting units will be completed to sign the contract. From May to December, 2022, the province will organize a survey on the contents of planning integration according to the requirements set forth, propose principles and methods of integration to select the integration plan proposed by agencies and units into the provincial planning, complete the mid-term report under the guidance of the Ministry of Planning and Investment (MPI); review, consider and handle inter-branch and inter-district issues in order to ensure the uniformity, synchronization and effectiveness of the planning, and report at the end of the period under the guidance of the MPI; organize to collect opinions and update the provincial planning dossiers, and at the same time submit them to the Ministry of Natural Resources and Environment for appraisal and assessment of the strategic environment; submit provincial planning dossiers to Ministerial-level planning appraisal council; complete the planning dossier and submit it to the Provincial People's Council for consideration and approval of the planning; submit the planning to the Prime Minister for approval in December 2022.
In the coming time, the province will focus on selecting a capable and experienced consulting unit; organize the appraisal of development plans of districts, towns and cities as directed; closely coordinate with Ministries and Central branches to implement provincial planning to ensure the progress assigned by the Government.
At the supervision meeting, localities proposed the MPI to review and amend legal documents related to planning; train and guide a team of officials working on the planning of the localities, etc.

According to the members of the Supervisory delegation, the planning of localities is still slow, facing many difficulties, and the quality still has many problems to be clarified. The preparation and submission to the Prime Minister for approval of the planning of Ho Chi Minh City, Dong Nai and Binh Duong provinces in the 2021-2030 period are currently very slow, specifically: Ho Chi Minh City has not yet approved the planning task; Binh Duong province has not yet selected a planning consulting unit; Dong Nai province is developing the planning.

Specifically, Binh Duong province supplements a report on the formulation, appraisal, approval, adjustment and state management of urban planning and rural planning; all 3 localities review and supplement reports on the appraisal, approval, adjustment and state management of construction planning in accordance with the construction law; the coordination of formulation and appraisal of national and regional planning.
