Binh Duong - 25 years of construction and development: Constructing a modern and transparent administration

​PORTAL – The date of January 01, 2022, marks a 25-year journey full of pride with the imprints of overcoming difficulties and rising strongly of Binh Duong Party Committee, government and people. In addition to outstanding achievements in the socio-economic field, Binh Duong also shows dynamism by the administration quality of the government apparatus towards building a constructive administration, serving the people.

Administrative reform as a breakthrough in economic development

According to the assessment results of the Central Steering Committee for Public Administrative Reform (PAR), in 2020, Binh Duong ranked 4th in the country on the PAR Index, leading in the Southern region. Compared to 2019, Binh Duong increased 13 places. It can be seen that the results of the PAR in 2020 have outlined quite clearly and truthfully the overall picture of the PAR in Binh Duong province. At the same time, it shows the determination to reform and innovate in both thinking and action in the direction and administration of the Provincial People's Committee as well as the drastic participation of each department, branch, locality, agency and unit in the PAR field in the past years.

The province has always determined that PAR is an important breakthrough in the province's socio-economic development strategy, creating an important premise for the digital transformation process, contributing to building e-Government and Binh Duong smart city. The most vivid proof is that in the past 5 years (2015-2020), the province has improved strongly and simultaneously in all aspects. The first is to arrange the organizational structure of the political system to be lean, effective and efficient, and to be implemented proactively and drastically. Accordingly, localities have focused on improving the capacity of cadres, civil servants and public employees in association with the goal of building a contingent of cadres, civil servants and public employees from the province to the grassroots with sufficient qualifications and sense of responsibility to undertake the task.

Up to now, 100% of the People's Committees of communes, wards and commune-level towns have connected to the online public administrative service system, one-stop-shop document lookup. The evaluation of cadres and civil servants is built on the basis of conformity with the contents and requirements in measuring the satisfaction of people and organizations with the service of state administrative agencies is also collected seriously and objectively through an information technology application system. From 2016 to now, the average satisfaction rate of people is 94%.​

The administrative center of Binh Duong province was inaugurated in February 2014, according to which the implementation of the centralized and modern one-stop-shop and inter-agency one-stop-shop model has been recognized and appreciated by people, enterprises and central Ministries and branches. As of October 2021, more than 50% of administrative documents and procedures of Binh Duong province have been deployed and implemented online, contributing to reducing time and costs for people and enterprises. Departments, branches and localities focus on improving the PAR quality at their units and establishments through models.

Along with that, localities and units have strengthened discipline, rules, and revised working practices at agencies and offices, supervised the implementation of publicity and transparency of administrative procedures (AP) and accountability of the head, strictly complied with the regulation of apologizing to individuals and organizations when dealing with late AP.

From 2017 to now, Binh Duong has been evaluated as the province with the results of the SIPAS (Satisfaction index of public administrative services) which has increased sustainably over the years (in 2017: 79.58%; in 2018: 85.03%; in 2019: 88.05%), showing that the opinions of people and organizations have been listened to by the province and have continuously taken drastic solutions to improve. Up to now, Binh Duong has achieved the SIPAS results according to the goals of the Government and the province and will constantly improve to achieve higher goals in the coming time.

Modernizing the administrative system

Modernizing administrative activities has become an inevitable trend in the current digital technology era, and at the same time is one of the important foundations to improve the effectiveness and efficiency of state agencies' operations, strengthen information disclosure and transparency, providing better public services to people and enterprises. The component index of administrative modernization is evaluated on the criteria of information technology application; providing online public services; the receipt of dossiers, the return of AP settlement results via public postal services.

The province has constantly innovated, implemented solutions to apply information technology in providing public administrative services and has made great strides. The province has 18/18 provincial specialized agencies, 09/09 district-level administrative units, 91/91 commune-level administrative units have organized to receive dossiers and return results according to the one-stop-shop and inter-agency one-stop-shop mechanisms with a system of service equipment put into operation synchronously, helping people and enterprises to look up information and results of AP quickly and accurately, anytime, anywhere.

Especially in the last 2 years, in the context of the complicated Covid-19 situation, in order to best serve people and enterprises, the province has strengthened the provision of online public services at levels 3 and 4 and increased the percentage of users. PAR efforts have made a drastic change in the business environment, enhanced the competitiveness of the economy and improved the competitiveness of the province, making an important contribution to the accomplishment of the "dual goal" of both controlling the pandemic and developing the economy and society.

Binh Duong officially implemented 1,169 online public services (OPS) at levels 3 and 4 from January 01, 2022, marking important steps in the process of modernizing the administrative system of Binh Duong province. With OPS at levels 3, 4, organizations and individuals can actively pay the application fee by various methods such as using Momo e-wallet, VNPT Pay, etc. to pay at the counter, in case organizations and individuals have to come and submit documents directly.​

From the effectiveness of the Public Administration Service Center (PASC) model, which was piloted in Thu Dau Mot City, Binh Duong, it is replicating this model in the remaining districts, towns and cities in the province. Mr. Nguyen Van Minh - Director of the Department of Home Affairs said that according to the plan, the district-level PASC model will begin to be deployed in districts, towns and cities from January 01, 2022, and must be completed by June 30, 2022 at the latest.

The province has been investing, building and putting into operation shared applications to create the foundation for the formation of e-Government and towards Digital Government, thereby effectively serving the direction and administration, improving the management efficiency of state agencies, the quality of service to people and enterprises, contributing to the PAR implementation in the province.

In 2022, the province will focus on prioritizing resources to achieve important targets on information technology application in the activities of state agencies, development of Digital Government and ensuring the province's network information security, create conditions and basis for accelerating digital transformation in the new period; put into operation the Provincial Intelligent Operation and Monitoring Center Phase 1 and initially form the Intelligent Operation Center of the District People's Committee: Thu Dau Mot , Thuan An, Di An Cities and Ben Cat Town to perform on a number of services and fields for smart cities.

The province is also finalizing the PAR Plan for the (2021-2025) period towards many higher goals as an important premise for Binh Duong to successfully implement the National Digital Transformation Program and build a Digital Government in the near future.  

Mr. Ly Van Dep - Deputy Director of the Department of Home Affairs said that implementing the renewal of the one-stop-shop mechanism according to the Prime Minister's Decision No. 468/QD-TTg dated March 27, 2021, contributing to raise the satisfaction level of organizations and individuals with the quality of public service provision to at least 95% by 2025, Binh Duong will choose to implement practical solutions, suitable to the actual situation to have substantive innovative solutions and initiatives. In which, focusing on promoting the digitization of AP process and settlement results in order to create a database system shared for all levels of government; applying information technology, building a database, applying uniformly, synchronously and systematically related to AP of the province, promoting the implementation of online AP; applying many methods of measuring satisfaction through different forms and focusing on areas with low level of satisfaction, etc. to match the current context and aim to Binh Duong Smart City on the basis of sustainable development based on the satisfaction of people, organizations for the service of state administrative agencies in the province.​
